About this file

This Project Description document outlines requirements for an ITAM RTLA Expeditionary IDIQ SATOC supporting the USAREUR-AF Integrated Training Area Management Program. The scope includes GIS and web map services, remote sensing/image analysis, computer programming, and land management consulting services throughout Europe and Africa, with a focus on maintaining military training lands while ensuring environmental compliance with Host Nation regulations.

Key services include developing Integrated Natural Resource Management Plans, conducting Range and Training Land Assessments, performing environmental compliance consulting, managing remote sensing missions, developing classification systems for environmental resources, conducting field surveys for Natura 2000 compliance, providing archaeological and cultural resource services, performing GIS analysis and database management, planning Land Reconfiguration and Maintenance projects, and coordinating with Host Nation stakeholders. The SATOC will have a five-year ordering period with a $7M maximum capacity, targeting a March 2025 RFP release and June 2025 start date, under NAICS code 541620. Capability statements are due by January 7, 2024, at 11:00AM CET to the specified USACE contacts.

SUBJECT: FY25 ITAM RTLA Expeditionary IDIQ SATOC Sources Sought Project Description

PROJECT DESCRIPTION

The SATOC’s scope would include GIS and custom web map services, remote sensing / image analysis, computer programming services, and land management consulting services in support of the USAREUR-AF Integrated Training Area Management (ITAM) Program and other U.S. Department of Defense (DoD) agencies with operations within the USAREUR-AF area of responsibility (AOR).

The ITAM Program provides land management services in support of the U.S. Army training mission throughout Europe and Africa. The U.S. Army recognizes that the execution of military training under realistic combat conditions will affect the environment. Consequently, ITAM’s mission is to maintain or enhance military training lands to meet the doctrinal training requirements of the U.S. Army while also maintaining compliance with Host Nation laws and regulations and is an essential part of the U.S. Army’s commitment to performing sound environmental stewardship across Europe and Africa.

The ITAM program consists of five major elements, including: (1) Training Requirements Integration (TRI), (2) Land Rehabilitation and Maintenance (LRAM), (3) Sustainable Range Awareness (SRA), (4) Range and Training Land Assessment (RTLA), and (5) Geographic Information Systems (GIS). The resulting SATOC will primarily focus on supporting the ITAM Program by providing RTLA, GIS, and land management consulting services with the intent of enhancing the land management capabilities of ITAM and supporting the U.S. Army’s military training mission throughout Europe and Africa.

EXAMPLE SERVICES

Task Orders developed under the resulting SATOC will involve assisting the U.S. Army Commands (ACOMs) or installations with the execution of the USAREUR-AF ITAM Program and the interpretation and compliance with relevant Host Nation (HN) environmental laws, U.S. Army in Europe Regulation (AER) 200-1, U.S. Final Governing Standards (FGS) regarding environmental compliance within individual nations, and the U.S. DoD Overseas Environmental Baseline Guidance Document (OEBGD) were such guidance involves matters of land management and U.S. military training throughout the USAREUR-AF AOR. Some examples services that could be identified under a specific Task Order are presented below. Services listed here are not intended to be exhaustive. Consequently, services and deliverables of similar or related nature may be included under individual Task Order awards.

· Perform environmental and land management planning and reporting to include, but not necessarily limited to, the development Integrated Natural Resource Management Plan (INRMP), Land Management Plans (LMP), and Standard Operating Procedures (SOP) intended to maintain or enhance the U.S. military training mission while ensuring compliance with HN and/or U.S. environmental regulations.

· Consult with the USAREUR-AF ITAM Program and its customers on matters of environmental compliance, environmental compensation, and land management.

· Conduct Range and Training Land Assessments (RTLA) to determine the condition, capabilities, and capacity of training lands throughout the USARERU-AF AOR. Perform multi-temporal, multi-scale land condition change analyses.

· Assist in the acquisition of and assess aerial imagery, Light Detection and Range (LiDAR) data, satellite remote sensing data, and other environmental information for the purpose of investigating the condition of environmental and cultural resources. Assist, develop, and/or manage airborne and satellite remote sensing missions throughout the USAREUR-AF AOR. Services may include the selection of sensors and platforms required to satisfy investigative requirements, estimating project costs for the purpose of budgeting, performing independent Quality Assurance (QA) services, conducting qualitative and/or quantitative image analyses and classification, among others.

· Develop installation-specific and ACOM-wide environmental and cultural resource classification systems for use with remotely sensed data. This includes, but is not limited to, forest encroachment, vegetation classification systems, hydrologic maps, erosion potential maps, and ecologically sensitive area maps, e.g., NATURA 2000 biotype classification maps.

· Acquire qualitative and/or quantitative field information for the purpose of investigating environmental phenomena and/or performing independent assessments of remote sensing and GIS products and services.

· Perform planning level field surveys, assessments, and monitoring to support Natura 2000, natural resources, and threatened and endangered species protection.

· Perform archaeological and cultural resource services, including but not limited to: formal historic and cultural resource inventories and surveys, on-site inventory plans, reconnaissance surveys and recovery (including remote sensing techniques), prepare and update Integrated Cultural Resources Management Plan (ICRMP), prepare property protection plans, assessment of military training and development projects on cultural resources, and relevant reporting.

· Perform Geographic Information Services / Science (GIS) to support training land assessments, develop standardized geoinformatics / geodatabases, and cartographic and web-based mapping support. Perform multi-temporal, multi-scale land condition modeling, including assessments of landcover, terrain, soil, hydrology, biological, and other ecological parameters of interest.

· Perform environmental database and custom software updates as applicable to web mapping services

· Perform Land Reconfiguration and Maintenance (LRAM) project planning based on the results of RTLAs, GIS analyses, and other relevant information.

· Perform Host Nation and stakeholder coordination and give presentations to HN MoD and U.S. DoD officials.
