b. Roofing of any bay where demolition has begun shall be completed, as shown and specified, prior to beginning demolition on another roofing area, unless approved otherwise by the Contracting Officer.
Ensure all exposed roofing area (where demolition has begun, but installation of new roof is not complete) is protected from water intrusion at the end of each work day, or when precipitation is imminent.
1.4 SITE CONDITIONS AND OPERATIONAL RESTRICTIONS
1.4.1 Electrical Bus Restrictions: Bays 2 through 6
a. The Powerhouse roof over Bays 2 through 6 has a high voltage electrical bus that is too low to allow safe roof access while energized. All Contractor work in the area, while the bus is energized, must maintain the minimum required approach distance. For minimum require approach distance, reference EM 385-1-1 and IEEE C2 .
If there's a conflict between requirements, the Contractor shall follow the more conservative requirement. See Contract Clause 52.211-10, COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK for anticipated Contractor access date to these areas.
b. For approximately 5 calendar days following de-energizing the bus, Contractor access to Bays 2 through 6 will be limited to the following:
1. That required for guardrail installation over all Bays.
2. Contractor access to Bays 5 and 6. See Contract Clause 52.211-10, COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK for roof work restrictions over Bays 5 and 6.
c. At the end of the approximate 5 calendar day period, Contractor shall have access to the entire Powerhouse roof, subject to identified restrictions. Actual access dates and time period for limited Contractor activity will be provided at the Pre-Construction Meeting.
See SECTION 01 11 01.00 28 SUPPLEMENTARY REQUIREMENTS, paragraph "Pre-Construction Meeting" for additional information.
1.4.2 Coupling Capacitor Voltage Transformers (CCVT) Restrictions
Three high voltage CCVTs are located over Bays 2 and 3. CCVTs will typically be energized during the entire Contract period. Restrictions apply to work within 25 feet, in plan view, of the CCVTs. Coordinate work in these areas with the Contracting Officer a minimum of 14 calendar days prior to anticipate start. See Resource Drawing R-004, POWERHOUSE ARCHITECTURAL EXTERIOR ELEVATIONS for additional information on approximate CCVT locations.
1.4.3 Government Doble Testing
Project personnel are scheduled to conduct Doble testing on the CCVTs during the first week of August each year. Anticipate Government employees on the intake and tailrace decks, in the vicinity or Contractor work access areas, and on the Powerhouse roof during this time. Actual Doble test dates for a given year, will be provided at the corresponding Pre-Construction Meeting. See SECTION 01 11 01.00 28 SUPPLEMENTARY REQUIREMENTS, paragraph "Pre-Construction Meeting" for additional information.
1.4.4 Elevator Penthouse Roof Guardrail Installation
Contractor shall install guardrails on the Elevator Penthouse Roof prior to any roof demolition/installation work in the area. The Government will remove the electrical equipment from the roof prior to the Contractor proceeding with roofing work. Anticipate 1 or more antenna mounts to remain in place on the Elevator Penthouse Roof. Coordinate anticipated guardrail installation dates for the Elevator Penthouse Roof a minimum of 21 calendar days prior to anticipated start of guardrail installation.
The Government will re-install the electrical equipment after Penthouse roof installation is completed. Reference Contracting clause 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK for additional information.
1.5 INTERIOR POWERHOUSE PROTECTION BARRIER DURING ROOFING WORK
1.5.1 General
a. Interior Powerhouse Protection Barrier shall be in place prior to beginning work on the Powerhouse roof (including Erection Bay area).
Design protection barrier to protect all areas of the Powerhouse during all aspects of roofing work. Prevent the following, at a minimum, from passing below the barrier:
1. Metal shavings, dust, dirt, and all similar items.
2. All water, liquid, etc..
3. All tools or other Contractor items.
b. The barrier shall include a waterproof membrane, and be designed to protect all items and equipment inside the powerhouse during overhead work. Due to the amount of electrical equipment in the Powerhouse, the likely presence of asbestos in the existing roof system, and Project personnel working in the Powerhouse during roof replacement, it is imperative that the barrier provides protection from all outside infiltrations during the roof replacement process.
c. If the Interior Powerhouse Protection Barrier does not provide adequate protection, as specified, the Contractor shall immediately stop overhead roofing work and modify the Protection Barrier to meet specifications, at no additional cost to the Government.
d. While the protection barrier may be installed in sections, roofing work over any Powerhouse and Erection Bay areas will not be allowed to proceed without an installed protection barrier that completely protects the Powerhouse from the work overhead. The protection barrier shall be in place during all overhead roofing demolition and installation, and once installed shall not be removed until installation of the new roofing system protected by the barrier, is complete.
e. Submit an Interior Powerhouse Protection Plan a minimum of 60 calendar days prior to anticipated start of earliest plan activity.
Plan shall include, but not be limited to, the following:
1. Schedule detailing installation and removal of all phases of the Interior Powerhouse Protection Barrier.
2. Materials to be used for membrane, anchorage, and all related items, as well as design of waterproof seams.
3. Method of anchoring protection barrier, and repair of surfaces upon removal of anchors.
4. Design of any work platforms to be used during installation and removal of Interior Powerhouse Protection Barrier, including anchorage systems of platforms.
f. The Contractor shall maintain the protection barrier(s) and perform repairs or replacement, as needed. This includes repairing incidents of protection barrier damage or failure within 4-hours following notification by the Contracting Officer. If failure or needed repairs pose a life/safety concern or impact operation of the Powerhouse Bridge Crane repairs are required within 1 hour of notification. The Contractor shall be responsible for all damage caused to Government Property and/or personnel due to damage to and/or failure of the protection barrier.
1.5.2 Protection Barrier Requirements
a. Waterproof Membrane and Anchorage Requirements:
1. Membrane shall extend the entire width of the bay (from east wall to west wall) and extend the length of half a bay to the north and half a bay to the south beyond the bay over which the roof work is taking place, at a minimum. For example, if work is taking place above Bay 2, then the protective membrane must extend half of the distance north into Bay 3 and half of the distance south into Bay 1. For end bays, the waterproof membrane shall extend completely to the adjacent end wall.
2. Provide a continuous waterproof barrier with seams overlapped no less than 24 inches and adequately sealed with waterproof means.
3. Transparent, permitting the maximum amount of light to pass through.
4. Supported and/or hung by wire cables, or other accepted method, attached to overhead beams and/or anchored into the walls of the interior Powerhouse. Only use of Government accepted anchorage systems will be allowed. If concrete anchors are used, image concrete by GPR to avoid concrete embedment damage caused by anchor hole drilling. See SECTION 05 50 13.00 28 MISCELLANEOUS METAL FABRICATIONS, paragraph CONCRETE IMAGING REPORT-ANCHORS for additional information.
