About this file

This is a Justification and Approval (J&A) document for a non-competitive procurement by the U.S. Army Corps of Engineers, Charleston District. The project involves procuring a new Audio/Visual Solution for the Emergency Operations Center (EOC), including state-of-the-art displays, central control systems, AV over IP switching and distribution, and MS TEAMS integration. World Wide Technology (WWT) was selected as the sole contractor through the Army CHESS program, based on their current status as a SAIC subcontractor for USACE-IT network actions and their existing access to USACE networking systems.

The total estimated value of the procurement is redacted, with the contract to be executed through the CHESS system. Market research identified 37 companies registered under the relevant NAICS code, narrowing to 19 vendors when searching with "audio" in South Carolina, North Carolina, and Georgia. The procurement is justified under 10 U.S.C. 3204(a)(1), citing WWT as the only contractor capable of completing the work before the existing RITS contract expires. The J&A document indicates the project cannot be completed through the standard Technical Direction Letter (TDL) process before September 30, 2025, necessitating this direct procurement approach.

Justification and Approval for Other than Full and Open Competition – FAR Part 6

1. Contracting Activity: U.S. Army Corps of Engineers, Charleston District, Charleston Contracting Office, 69-A Hagood Avenue, Charleston, SC 29403-5107

2. Description of Action: The Contractor shall provide services to the customer for a New Audio/Visual Solution for the Emergency Operations Center (EOC).

3. Description of Supplies/Services:

The Contractor shall provide services to the customer for a New Audio/Visual Solution for the Emergency Operations Center to include new, state of the art, displays, central control systems, AV over IP (AVoIP) switching and distribution, and MS TEAMS (and all Web Based Video Conferencing Platforms) integration through USB AV bridging. The solutions consist of the latest technologies that will allow it to scale as needed within the EOC or throughout the facility.

The total estimated value of the proposed action is $

4. Authority Cited:

10 U.S.C. 3204(a)(2), as implemented in Federal Acquisition Regulation FAR 6.302- 1(a)(2). When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.

5. Reason for Authority Cited:

World Wide Technology (WWT) is the only contractor capable of the work because WWT is currently the SAIC subcontractor to the USACE-IT RITS contract for all network actions, to include but not limited to site surveys, engineering, connectivity, Cisco equipment, and video teleconferencing equipment provider. WWT meets regularly with all Division and District IT Chiefs to review current network and teleconferencing capability and update the commands on equipment that need to be replaced or added to the networks.

The current RITS contract with USACE is currently up for a recompete and is anticipated to be available to bid to the public July 2025 and is commonly referred to as the CASTLE-NET contract for USACE-IT. In February of 2025 communication was sent to all IT Chiefs that no Technical Direction Letters (TDL) was to be submitted for contracting with SAIC that could not be completed prior to September 30, 2025.

Historical work on conference rooms through the SAIC TDL process for new video conferencing capabilities generally ranges from twelve to eighteen months to complete.

Given the historical timelines of the SAIC TDL process the project would have not been able to be completed prior to December 31, 2025.

Given the inability to use the TDL process, services will be contracted through Army CHESS with WWT under the IDIQ services contract in which they are already approved as a vendor. They were chosen due to their status as the network and teleconferencing lead under the RITS contract and their current access to USACE networking systems to build and maintain those systems. Currently all outside of scope equipment and services needed not found under the RITS contract and baseline equipment contract submitted through OrderTrak is sent to WWT via CHESS for fulfillment of networking and video conferencing needs.

6. Efforts to Obtain Competition:

The work for this requirement will be contracted through the CHESS system with 17 Contractors available on the contract. Of the 17 contractors, only WWT is capable of the work. All other contractors on the CHESS contract were reviewed for their capability to complete the work and were found not capable.

a. Effective competition. N/A.

b. Subcontracting competition. N/A

7. Actions to Increase Competition:

This J&A supports a discrete requirement that will end when the project is complete.

Therefore, there are no planned actions to increase competition for the requirement covered by this J&A. This J&A will be posted on SAM.gov IAW 6.305(b).

8. Market Research:

On April 22, 2025, the Government queried the SBA’s Dynamic Small Business Search engine in order to identify the number of companies actively registered under the NAICS code for this program (334310) searching only in the State of South Carolina and the results were 37 companies fall within that SEARCH criteria. To narrow the search the Government searched the NAICS code 334310 with the keyword of “audio” in South Carolina. The results indicate that 2 vendors fell within this search parameters. The Government searched the NAICS code 334310 with the keyword of “audio” in South Carolina, North Carolina, and Georgia. The results indicate that 19 vendors fell within this search parameters.

As per the AFARS 5139.101-90(a)(1) The Army’s Computer Hardware, Enterprise Software and Solutions (CHESS) program, under the Program Executive Office Enterprise Information Systems, is the mandatory source for commercial IT hardware and software purchases. CHESS contracts provide IT products and services that comply with U.S. Army Network Enterprise Technology Command, Army and DoD policy and standards. Purchasers of commercial hardware and software must satisfy their IT requirements by utilizing the Joint and Enterprise License Agreements (J/ELA), DoD Enterprise Software Initiative (ESI) agreements, and/or CHESS contracts first, regardless of dollar value or financial appropriation. Additionally, purchasers of IT requirements through a third party such as a system integrator must ensure solicitations and contract vehicles include the requirement to purchase through the CHESS and the DoD ESI agreements.

Andy Steanson SAC District IT Chief contacted World Wide Technology, LLC (WWT) as one of the vendors located on CHESS concerning the required work and WWT confirmed the capability of the work. CHESS has a contract for this type of work with 17 Contractors available on the contract. Of the 17 contractors, only WWT is capable of the work. All other contractors on the CHESS contract were reviewed for their capability to complete the work and were found not capable.
