BRAND NAME DETERMINATION

PLC Upgrade Project OT (Operation Technology) Blue River, Cottage Grove, Fern Ridge and Dorena Dams

1. CONTRACTING AGENCY:

Portland District, U.S. Army Corps of Engineers, Contracting Division, 333 SW First Avenue, OR 97204-3495.

2. DESCRIPTION OF ACTION:

Approval is being requested for a new firm fixed price contract, to purchase the below materials

3. DESCRIPTION OF SUPPLIES/SERVICES OR NATURE OF CONSTRUCTION:

BRAND NAME components are required for South Willamette Valley Project at Blue River, Cottage Grove, Fern Ridge and Dorena dams to upgrade their current plant PLC OT (Operational Technology) hardware to the current technology. The estimated cost for the purchase parts is $45,216.95

4. AUTHORITY CITED:

FAR 13.106-1(B)(1) Soliciting Competition.

(b) Soliciting from a single source.

(1) For purchases not exceeding the simplified acquisition threshold.

(i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).

(ii) Where a single source is identified to provide a portion of a purchase because that portion of the purchase specifies a particular brand-name item, the documentation in paragraph (b)(1)(i) of this section only applies to the portion of the purchase requiring the brand-name item. The documentation should state it is covering only the portion of the acquisition which is brand-name.

5. REASON FOR AUTHORITY CITED:

a. Background: The PLCs for the Flood Dams throughout the South Willamette Valley are being upgraded to the current technology to increase reliability, parts sustainability, cyber security compliance, decrease in maintenance and suitability of network interface with current technology.

b. Justification: The specific model and part numbers of the associated components are necessary to maintain consistency of PLC parts, network interface with GDACS software, cyber security compliance, reduction in spare parts for PLCs and standardization in parts that are already installed throughout the South Willamette Valley.

c. Impact: Current PLC hardware and software technology are of the late 1980’s and parts are becoming unsupported or hard to find. Also, it is becoming more challenging for

current technology devices to communicate with the existing outdated hardware and software. This could lead to unforeseen downtime, increased downtime, poor reliability and inaccurate or absent indication to the control room causing poor flood control to the Willamette Valley.

6. EFFORTS TO OBTAIN COMPETITION:

The PLC upgrade with Corp wide common parts is necessary in maintaining safe flood control for the South Willamette Valley flood dams, reliable power generation and maintaining safe fish passage.

7. ACTIONS TO INCREASE COMPETITION:

N/A this is a competitive action.

8. MARKET RESEARCH:

Market research was conducted researching North Coast Electric’s website, and in requesting a budgetary quote. There are specific manufacturers that produce the standard type of PLC components used throughout all of South Willamette Valley Project.

Manufacturers for this procurement include Allen Bradley, and ProSoft. WVP requires consistency so those repairing, installing, maintaining the PLCs has understanding and knowledge on working components. Also, communication and compatibility with current infrastructure (GDACS) is critical in the use of BRAND NAME products as well as cyber security.

9. INTERESTED SOURCES:

Locally, North Coast Electric would be an interested source for this project’s requirements.
