PRE-SOLICITATION NOTICE
Title
Architecture & Engineering III Indefinite-Delivery/Indefinite-Quantity (A&E III IDIQ)

Synopsis
In accordance with the Federal Acquisition Regulation (FAR) Part 36, the U.S. Agency for International Development (USAID) anticipates issuing a Request for Qualifications (RFQ) to obtain architectural and engineering services (A&E), per FAR 36.
Technical areas where these services may be required include, but are not limited to
• Water resources (surface water and groundwater),
• Water supply,
• Wastewater,
• Environmental,
• On-shore and off-shore facilities,
• Land and air transportation,
• Geotechnical and underground resources,
• Solid waste and hazardous
• Materials handling and disposal,
• Energy,
• Telecommunications,
• Vertical structures (Seismic resilience),
• Master planning of urban, industrial and commercial zones.
The above technical areas may be implemented across the following development sectors:
• Agriculture and Food Security
• Democracy, Human Rights and Governance
• Economic Growth and Trade
• Education
• Energy, Environment, and Global Climate Change
• Gender Equality and Women’s Empowerment
• Global Health
• Water and Sanitation

• Working in Crises and Conflict
These services predominately require performance or approval by registered and/or licensed A&E professionals, either as individual organizations, partnerships, joint ventures or other legal entities permitted by law to practice architecture or engineering.
USAID anticipates that the maximum ordering of the contracts resulting from this RFQ will be $800,000,000 over the 5-year ordering period. The maximum aggregate dollar value of task orders awarded to all contractors cannot exceed this contract ceiling. This ceiling is not being subdivided among the number of awardees, nor is it being multiplied by the number of awardees. There is no guarantee on the number of task orders that the successful contractors will receive or the amount of money beyond the minimum order of guarantee set forth in the
RFQ.
These awards will replace the current A&E II IDIQ contracts which were awarded in September 2015 and will expire in September 2020. The contractors awarded under this mechanism are:

• Green Powered Technology, AID-OAA-I-15-00049 - Small Business
• The Louis Berger Group, Inc., AID-OAA-I-15-00050
• Camp Dresser & McKee International Inc. (CDM Smith), AID-OAA-I-15-00047
The NAICS Codes for this procurement are:
• 541310 – Architectural Services
• 541330 – Engineering Services
The solicitation will be posted on the BetaSam.Gov web page (https://beta.sam.gov) not less than 15 days after this notice is issued. In accordance with FAR 5.102(d), availability of the solicitation is limited to this electronic medium only. Requests for other copies of the solicitation will be disregarded without notice to the requestor. No phone requests will be accepted, copies of the solicitation will not be available for pick-up, and no walk-ins will be allowed. Offerors are advised to periodically monitor the above website for updates concerning this procurement. Telephonic requests or inquiries will not be taken.
This notice does not obligate USAID to release a solicitation or award a contract nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal. In addition, final award cannot be made until funds have been fully appropriated, allocated, and committed and internal USAID procedures have been completed. This notice satisfies the synopsis requirement in FAR 5.201.

Virtual Pre-Solicitation Conference
USAID intends to hold a virtual Pre-Solicitation Conference related to this notice on Friday May 15th, 2020 at 10:00 a.m. EST. Due to COVID-19 restrictions on in-person gatherings, the Conference will be held via Google Hangouts.

USAID would appreciate that individuals and firms planning to attend the virtual Pre- Solicitation Conference fill out the following Google Form prior to the start of the conference: https://forms.gle/z8j4hsWP7fBpWr7H7
The list of attendees will be shared with all participants for networking purposes.
The Pre-Solicitation Conference will be hosted by USAID’s Office of Acquisition and Assistance (M/OAA). During the Pre-Solicitation Conference, members of USAID’s Engineering Team will provide a brief presentation on the services USAID intends to procure. Members of USAID M/OAA will also be available to provide limited information related to the pending solicitation.
Questions Related to this Notice
USAID encourages questions to be submitted prior to the Virtual Pre-Solicitation Conference. This will enable USAID to consider the question and possibly provide a response to it during the conference for all participants. Questions related to the draft Statement of Work and the pending solicitation are due no later than May 8th, 2020 at 4:00 p.m. EST.
