About this file
This document is a Determination and Findings for a Sole Source justification under FAR 13.106-1(b)(1). The Marine Forces Special Operations Command (MARFORSOC) requires support in developing narrative-based strategic communication and messaging using fiction to highlight capabilities for the MARSOF 2030/2040 Vision and Next-Gen Raider Force. The services required include training, mentoring, ideation, concept development, iterative feedback, and editing to create publication-ready material. The government intends to sole-source these services to Useful Fiction LLC based on the authors' specialized expertise and the lack of other viable sources identified through market research. The Determination and Findings concludes that award to any other source would result in substantial duplication of cost that is not expected to be recovered through competition.

DETERMINATION AND FINDINGS
DETERMINATION FOR SOLICITING FROM A SINGLE SOURCE (FAR 13.106-1(b)(1))
Subj: G5 Useful Fiction Writing Workshop, Requisition # , Purchase Order #TBD
FINDINGS
MARFORSOC CD&I (G5) requires support in developing narrative-based strategic communication and messaging using fiction as a platform to highlight unique warfighting capabilities inherent to MARSOF 2030
Vision. MARFORSOC requires support to a writing workshop and seminar to train, educate, and support
MARFORSOC Raiders to originate, develop, and publish vignettes supporting the MARSOF 2040 Vision and
Next-Gen Raider Force development. MARFORSOC requires support that includes training, mentoring, ideation, concept development, iterative product feedback, and detailed line editing leading to the creation of publication material ready for distribution. It is the intention of the government to sole-source these services through Useful Fiction LLC, based on the following information:
1. To the best of the government’s knowledge, the required service is deemed to be available only from a single source for highly specialized personnel and period of instruction to meet the government’s requirement. Award to any other source would result in substantial duplication of cost to the
Government that is not expected to be recovered through competition.
2. Market Research:
a. Background: Authors August Cole and Peter Singer are professionally recognized authors within the defense and intelligence industry. Their work such as “Ghost Fleet” informed the
Commandant of the Marine Corps (CMC) on the future threats and potential capability development solutions. The products produced at this writing workshop is a critical part of the methods MARFORSOC uses to defend and secure additional annual funding for major program investments.
b. Other Agencies: To capitalize upon the success of last year other SOF organizations (JSOU, JSOC) have sourced support from August Cole and Peter Singer to continue to train select individuals in their writing style and the support of a fictional intelligence product.
c. An internet search was conducted to find viable sources to maximize competition. No other sources were identified because of the internet search.
