BRAND NAME JUSTIFICATION AND APPROVAL
Purchase Request/Requisition # W81A9P02030001 / 11529392
NGUT-IMO
Organization/Line Office: Utah Army National Guard/JFHQ G6
Description of Action being approved: New contract, firm fixed price
Description of Product, Supplies or Services required to meet the Agency’s needs: Oracle Database Appliance X8-2S with Oracle Database Enterprise Edition
Statutory Authority permitting other than full and open competition:
This acquisition is being conducted under the authority of Federal Acquisition Regulation (FAR) 6.302-1(c)
Identification of the Justification Rationale:
1. Vendor (Oracle), has engineered and optimized the Oracle Database Appliance (ODA) specifically for the Oracle Database.
This reduces complexity, speeds deployment, and reduces total cost of ownership.
2. The ODA incorporates the required hardware (processing, storage, and networking) into a single unit that makes patching, expanding, deploying, and warranty a streamlined process.
3. The ODA a purpose-built appliance for the Oracle Database this eliminates the requirement to maintain a separate, database of drivers to support hardware configurations in these servers. It’s based on standardized, proven configurations that remove the experimentation and specialized skills in making adjustments.
4. The ODA is geared to expand in processing and storage seamlessly with little downtime or specialized skills.
5. Other vendors do not manufacture hardware that is not specifically engineered for the Oracle Database, this requires use of external, drivers and configuration, is required to make the hardware and software work. A difference in hardware and software vendors also extends and adds complexity further adding overhead during critical situations.
6. Life-cycle management of multiple brands and warranties adds to an already heavy workload for the Data Processing Installation.
