About this file

This document is a Draft Justification & Approval for Other Than Full and Open Competition for a Simplified Acquisition for mold remediation at the Washington Monument. The National Park Service seeks a specialized contractor to perform complex historic preservation work, including scaffolding erection, surface protection, mold cleaning, and restoration of protective glass at the 490 and 500-foot levels of the monument. The procurement requires an extremely specialized contractor with specific expertise in historic masonry conservation, adherence to Secretary of the Interior's Standards, and proven experience with similar complex restoration projects.

The sole source justification emphasizes the unique technical requirements, noting that no other firms were identified with the necessary qualifications to perform this precise historic monument mold remediation. The scope involves detailed steps including applying cleaning solutions, rinsing surfaces, assessing treatment effectiveness, removing rinse water, and reinstalling protective elements. The project is valued under the Simplified Acquisition Threshold (SAT), with the exact estimated cost redacted, and is being pursued by the Department of the Interior National Park Service under solicitation number DOIPFBO250033.

__X____ Only one responsible source.

______ Other _____________________________________________________

Explain: Mold remediation at the Washington Monument must be preformed by highly specialized historic preservation architectural conservators. Due the highly significant historic value of the monument and the unique character of the marble masonry construction, highly specialized skills and experience are required per the Secretary of the Interior’s (SOI) Standards for the treatment of historic properties and SOI professional qualification standards (FR Vol. 61, No. 119). In order to perform this work the contractor must have direct experience working on this type of masonry stone, in the environmental conditions specific to Washington D.C. and the Washington Monument (site specific conditions that led to the development of the mold infestation), and working on the nation’s most significant historic properties. No other firms could be located that possessed the direct experience remediating mold on this type of stone masonry or in this type of site specific setting. The firm identified was the only one that demonstrated the prerequisite experience and possessed the professional expertise required by the Secretary of the Interior’s Professional Qualification Standards.

3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:

No other contractor could be located with experience performing this type of mold remediation, on this type of historic monument, in this type of environmental setting. Specialized mold remediation companies were contacted, but could not demonstrate any experience working on historic masonry or working knowledge or understanding of historic preservation standards and qualifications set forth by the Secretary of the Interior.

4. If this is a determination for sole source, the contracting officer certifies:

a. Only one source is available, or urgent and compelling circumstances exist.

b. The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a).
