About this file
This is a Statement of Work (SOW) for a potable water pipeline repair project at the Red Rock Canyon National Conservation Area (RRC) Visitor Center Complex in Las Vegas, Nevada. The Bureau of Land Management (BLM) requires a contractor to locate and repair a leaking 2-inch diameter PVC pipeline serving a restroom facility, which represents approximately 41 percent of the site's public fixture units. The project scope includes installing traffic control devices, locating and marking the pipeline, excavating to expose the damaged pipe section, repairing the pipe, testing the repair, backfilling, and restoring the concrete walkway.
Key project details include a 20-foot trench excavation, 5 feet deep, with replacement of approximately 20 feet of piping and fittings. The work must be completed by 10/31/2025, with a period of performance starting within 10 business days of award. Contractor responsibilities include developing a traffic management plan, ensuring visitor safety, matching existing concrete color and texture, and coordinating with BLM staff. The project requires specialized concrete work, utility clearance, pipe repair using Sch 40 PVC, and compliance with local construction specifications. The contractor must provide a one-year warranty and will be expected to work Monday through Friday, 7:30 a.m. to 4:30 p.m., with potential for approved overtime.

1.0 INTRODUCTION
1.1 Project Summary
Locate and repair a leaking 2-inch diameter potable water pipeline that serves a restroom facility at the
Red Rock Canyon National Conservation Area (RRC) Visitor Center Complex.
The water is currently shut off to this section by means of a valve.
1.2 Project Location
The RRC Visitor Center Complex is located at 1000 Scenic Loop Dr, Las Vegas, Nevada 89161
(Exhibit 1).
The lower restroom facility is located at lat: 36.13502° / long: -115.42693° (Exhibit 2) at an approximate altitude of 3,768 feet above sea level.
1.3 Background
The restroom facility at the RRC Visitor Center Complex contains approximately 41 percent of the total public fixture units available on-site. This facility is supplied by a 2-inch diameter Sch 40 PVC potable water pipeline. Water is delivered to the facility by way of a nearby 15,000-gallon storage tank and pumping system (Exhibit 3).
The restroom facility is primarily used by visitors utilizing adjacent parking areas. Pedestrian access between the restroom and the Red Rock Visitor Center building is provided by a raised crosswalk and stairway system.
In July, 2025, minor surface water accumulations were observed on the raised crosswalk. The source is likely a leak in the underlying 2-inch diameter pvc pipeline. Notably, this same pipeline was previously repaired in April 2024 at a 90-degree bend where the pipe departs its east-west alignment and turns south before entering the restroom building. Exhibit 4 shows the location of the waterline and evidence of new leak.
2.0 SCOPE OF WORK
Project scope of work activities include the following:
1) Install traffic control devices in accordance with approved traffic control plan.
2) Locate and mark pipeline alignment.
3) Remove concrete as needed.
4) Excavate to expose damaged pipe section.
5) Repair damaged pipe section.
6) Test pipe repair.
7) Backfill excavation.
8) Repair concrete walkway.
9) Remove all excess material including backfill, concrete, pavement, and equipment.
10) Clean work area by removing all trash and sweeping area.
August 2025 Red Rock Canyon NCA – Potable Waterline Repair 2 of 8
3.0 PROJECT DETAILS
Red Rock Canyon NCA (RRC) is among the most visited BLM sites in the United States. Last year, approximately 1.0 million visitors entered the through its fee station.
The raised crosswalk that connects the parking lot and restroom facility to the rest of the Visitor
Center complex experiences high volumes of both vehicular and pedestrian traffic.
Although the restroom facility has been closed since the pipeline leak was discovered, the raised crosswalk area still experiences high vehicular and pedestrian traffic because of the site’s overall layout.
At the end of each workday, Contractor shall make the work area safe and cover any open excavations with traffic trench plates.
3.1 Traffic Management Plan
In cooperation with Government, the Contractor shall develop a traffic management plan that shall be approved by the Contracting Officer prior to starting work. Contractor shall install traffic management cones and signs in accordance with the approved plan prior to starting work.
3.2 Visitor Safety
Visitor safety is a top Government priority. During repairs, the contractor should anticipate that visitors may unintentionally attempt to access the active work area. The Contractor with as needed assistance from Government staff shall be expected to politely direct visitors around the work area.
Exhibit 5 shows the area that the Government will cordon off to prevent vehicle intrusion into the construction site. During the repair work the Contractor should expect that visitors will inadvertently try to enter the work area. Photographs 1 through 3 show how the parking lot and pipeline work area were cordoned off during the 2024 repair work.
3.3 Raised Concrete Walkway Removal and Replacement
As there is uncertainty as to the exact location of the leak and the extent of pipeline damage, for bidding purposes assume (2) concrete panels to be removed - (1) 10 ft. by 10 ft and (1) 6
ft. by 10 ft. Each concrete panel is 5-inches thick with #4 steel reinforced bar.
Each section that is removed is to be replaced to match existing conditions.
Note that the walkway is a colored, exposed aggregate surface while the ramp is a smooth finish and has no pigmentation.
3.4 Trenching Length
The pipeline is approximately 5-feet deep. Refer to Photograph 4 for reference.
August 2025 Red Rock Canyon NCA – Potable Waterline Repair 3 of 8
For bidding purposes, assume a 20-foot-long trench, 3-feet wide and 5-feet deep will be excavated, and 20 ft. of piping and fittings will be removed and replaced.
3.5 Interpretation of Quantities in Solicitation
The quantities given in the Solicitation and contract forms are approximate only, being given as a basis for the comparison of bids, the Government does not expressly or by implication, agree that the actual amount of work will correspond therewith, but reserves the right to make such alterations, deviations, additions to or omissions from this
Statement of Work including the right to increase or decrease the quantity of any portion of the work or to omit any item or portion of the work as may be determined by the
Government to be required for the proper completion or construction of the whole contemplated.
