1.6 General Information
1.6.1 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the (attachment 1) the Performance Requirements Summary. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.6.2 Recognized Holidays: The contractor shall not be require to perform work on the following recognized holidays.

1.6.3 Hours of Operation: The contractor is responsible for conducting business, between the hours of 0700-1530 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.6.4 Place of Performance: The removal, re-installation and testing to be performed under this contract will be performed at the Puget Sound Naval Shipyard Bremerton, . The re-manufacturing of the (3) lathes will be at the vendor’s facility under the direction of the contractor.
1.6.5 Type of Contract: The government will award a Firm Fixed Price contract.
1.6.6 Security Requirements: The contractor shall abide by the security requirements defined in the contract.
1.6.7 PHYSICAL Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.
1.6.8 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues.
These meetings shall be at no additional cost to the government.
1.6.9 Contracting Officer Representative (COR): The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance:
maintain written and oral communications with the Contractor concerning technical aspects of the contract:
issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, Page 3 24 March 2022 estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

DEFINITIONS & ACRONYMS
2. DEFINITIONS AND ACRONYMS:
2.1. DEFINITIONS:
2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
2.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
2.1.5. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
2.1.6. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
2.1.7. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
2.1.8. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.9. QUALITY ASSURANCE SURVEILENCE PLAN (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
2.1.10. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
2.1.11. SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
2.1.12. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.
2.1.13. WORK WEEK. Monday through Friday, unless specified otherwise.

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES
3. GOVERNMENT FURNISHED ITEMS AND SERVICES:
3.1. Services: The Government will ensure the following tasks are completed.
3.2. The Government will handle all hydraulic and hydrostatic fluid changes for the removal and preparation for shipping and for the re-installation upon completion of rebuild. This will include providing pumps, drums, and taking ownership of the used fluids.
3.3. Facilities: The government will provide the necessary workspace for the contractor’s staff to provide the support outlined in the PWS.
3.4. Utilities: The Government will provide 120 volt electricity and 90 psi air within 20 feet of installation site.
3.5 Equipment: Monarch Lathes one (1) each model 2516 series 80, serial number 48525 and two (2) each model 614, serial numbers 54056 and 54048.

PART 4
CONTRACTOR FURNISHED ITEMS AND SERVICES
4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
4.1. General: The Contractor shall furnish all supplies, equipment, calibrated test and inspection instruments, facilities and services required to perform work under this contract that are not listed under Section 3 of this PWS.
4.2. Materials: The Contractor shall provide the post re-installation set up and operational and function tests and tests for accuracy. Including materials required. Contractor shall also provide any new or updated information regarding the project i.e.… updated prints and schematics, service and operations manuals, quality control documents including final test and inspection.
4.3. Equipment: The Contractor shall provide all equipment required to successfully install and properly align prior to operational testing.
4.4. Warranties: The vendor conducting the re-manufacturing of the lathe shall provide a one (1) year warranty on all parts and workmanship from time of final acceptance.
PART 5
SPECIFIC TASKS
(5.1) / (5.2) / (5.3)
5. The contractor shall move, load, ship, rebuild, and reinstall three (3) lathes in accordance with this
PWS.
Specific Tasks: Part a, Serial #
5.1. The contractor shall perform work in accordance with this PWS on Monarch Model 2516 series 80 Lathe Serial # .
5.1.1. The contractor shall prepare the machines for shipping including removal and storage or securing items on machines that may move, shake or be damaged during shipping.
5.1.2. The contractor shall provide services for removing the lathes from current location in building 431 and moving to designated area for loading onto truck. This includes all rigging and movement by forklift that is required.
5.1.3. The contractor shall arrange for transportation to and from the vendor conducting the re-manufacturing including loading or unloading the lathe onto the shipping truck. The contractor will package the machines to protect them from damage during transportation.
5.1.4. The contractor responsible for the re-manufacturing of the lathe shall upon receipt of the lathe conduct a thorough inspection and document the condition as received.
5.1.5. The contractor shall clean and fully disassemble the lathe down to component level for inspection and notify the COR of any extraordinary conditions that may not be covered by the extent of the contract. The contractor shall communicate this information to the COR if additional action is required.
5.1.6. The contractor shall conduct a regrind of the bed and carriage and install new gibs.

5.1.7. The contractor shall do a complete rebuild of the Apron including new apron worm, worm gear, rack and pinion gear and shaft, half-nut, driver and drive plate.
5.1.8. The contractor shall install new cross feed, new compound screws and new lead screw.
5.1.9. The contractor shall conduct a re-scraping of the cross slide and compound and fit with new gibs and wipers.
5.1.10. The contractor shall install new Bijur lubrication pumps, install new lubrication metering units in the carriage and replace all lubrication tubing.
5.1.11. The contractor shall rebuild the tailstock to OEM specifications.
5.1.12. The contractor shall conduct a spindle rebuild to include regrind of the nose, face and bore to remove runout. Re-plate and grind spindle-bearing diameters to OEM specifications and install new spindle bearings.
5.1.13. The contractor shall accomplish a complete hydraulic retrofit, to include replacement of the hydraulic pump and installation of a new hydraulic manifold. Inspection to OEM specs is acceptable of hydraulic components where new parts are no longer available.
5.1.14. The contractor shall rebuild the taper attachment to OEM specifications.
5.1.15. The contractor shall install a new coolant pump and new coolant piping.
5.1.16. The contractor shall rebuild the steady rest to OEM specifications.
5.1.17. The contractor shall remove all existing electrical components and wiring and install a complete new electrical system. Provide a current wiring diagram with the machine.
5.1.18. The contractor shall include the reconditioning of the main spindle motor 230 volt 3 phase 60 Hz.
5.1.19. The contractor shall install a new (Newall) Digital Read Out system, and new Work
Light.
5.1.20. The contractor shall install a new chuck guard.
5.1.21. The contractor shall repaint all painted surfaces using NMTBA #7 (Gray), Polane paint.
5.1.22. The contractor shall install an analog hour meter. Mount the analog hour meter on the main electrical panel visible from the outside. The hour meter shall be installed to display accumulated operating time of the main drive motor. The meter shall be of the non-resetting type and shall have a range of 0 to 99,999.9 hours in increments of 0.1 hours, and shall revert to zero (0) upon reaching the maximum count. The meter shall have a NEMA enclosure rating of 4X, and shall be mounted to withstand shock and vibration generated by the equipment in an accessible location.
5.1.23. The contractor shall fully assembly the rebuilt lathe, test for full functionality and test alignment and accuracies meet those provided in Table 1. The Government reserves the right to witness functionality and alignment and accuracy testing at the contractor facility.
Contractor shall provide test report to COR for acceptance prior to shipment of lathe.
5.1.24. The following signs, labels, placards and certifications will be placed on the machine in an accessible and readable location. All words on instruments, control panels, and plates shall be in the English language. Characters shall be engraved, etched, embossed, or stamped in boldface on a contrasting background. All plates shall be corrosion resistant.

5.1.25. OSHA Compliance certification by National Recognized Testing Laboratory (NRTL).
The equipment installation and its component parts shall be in compliance with 29 CFR 1910, NFPA 70 and NFPA 79. Approval shall be as specified under the “Approval” and “Acceptance” criteria in the OSHA regulations Subpart “O”, Machinery and Machine Guarding paragraph 1910.212 and Subpart “S” Electrical, paragraph 1910.303 and paragraph 1910.399.
5.1.26. Safety signs and labels in accordance with NEMA Z535.4 shall be securely attached to the equipment in visible locations, at the point of hazard(s), with any safety precautions to be observed by the operator or maintenance personnel permanently marked on the signs.
5.1.27. A PCB Certification information shall be permanently and securely attached in the vicinity of the manufacturer’s identification plate. The machine will contain no PCBs.
5.1.28. A lubrication plate shall be permanently and securely attached to the machine. The plate shall contain the following information:
Points of lubricant application Servicing interval Type of lubricant Viscosity Military or Federal Specification for each lubricant (If applicable) Size and type of each lubricant filter
5.1.29. A nameplate shall be permanently and securely attached to the machine. The nameplate shall contain the information listed below. If the machine is a special model, the model designation shall include the model number of the basic standard machine and a suffix identified in the manufacturer's permanent records.

5.1.30. The contractor will package the rebuilt lathe for shipment and ship/transported to
PSNS&IMF Bremerton Bldg. 431. Outside packaging shall be marked with contract number.
5.1.31. The contractor shall unload and move lathe to installation site in Bldg. 431.
5.1.32. The contractor shall block, anchor and level the lathe.
5.1.33. The contractor shall connect electrical system to disconnect within 20 feet of machine location. Contractor is responsible for all conduit, stands, etc. needed for electrical connection in accordance with NFPA 70 and NFPA 79.
5.1.34. The contractor shall commission and test the lathe. Contractor shall provide Alignment and Accuracy test report to COR for final acceptance. Lathe shall meet alignment and accuracy requirements in Table 1.
