About this file

This is a Statement of Work (SOW) for a State-Wide Bulk Food Contract for the Minnesota Army National Guard (MN ARNG) covering a base year with four ordering periods of 12 months each. The contract requires delivery to 112 locations statewide, with 46 separate locations at Camp Ripley Training Center near Little Falls, Minnesota, and most other locations in the Twin Cities Metro area. The vendor must supply approximately 150 bulk food items (with historical annual quantities listed in Exhibit 1), small-ware, flatware, cooking utensils, and other food preparation products (examples in Exhibit 2), with the ability to add additional items by mutual agreement. Historical data indicates the previous contract period involved 608 individual deliveries and 41,033 items ordered annually, though these figures do not constitute a guarantee of future volumes.

The vendor must maintain a warehouse in Minnesota and provide an online ordering catalog with step-by-step video tutorials, accepting orders Monday through Friday between 0700 and 1700 local time. Standard deliveries occur between 0830 and 1500, typically on Thursdays or Fridays, with capability for rush 48-hour delivery and pickup options for 12-48 hour orders. All food must comply with TB MED 530 standards, with frozen items maintained at 0°F or below, chilled items at 32-40°F, and heat-sensitive items below 70°F. Delivered quantities must be within 90 percent of ordered amounts, items must include readable open code dates, and the vendor is responsible for all pallet and packaging removal. Pricing is locked at order submission and must remain consistent through invoice submission via Wide Area Work Flow (WAWF). The vendor must obtain military installation access credentials, complete AT Level I Awareness training and iWATCH training within 30 days of contract award, and provide email order confirmations to the Food Service Office including order details, internal tracking numbers, and unit pricing.
