Amendment 2 – 10/3/2018

THIS AMENDMENT IS ISSUED TO ADD OR CHANGE THE FOLLOWING ITEMS IN COMBINED

SYNOPSIS/ SOLICITATION NO. 9P3PSLC181250:

1. The following Answers (in bold) to the 82 questions received in response to the Combined Synopsis/ Solicitation No. 9P3PSLC181250 are herein incorporated under this Amendment 2:

1. Because solicitation #9P3PSLC181250 is an IDIQ for both architecture and engineering services, we would like to request that the GSA add the code 541330 Engineering Services NAICS code to the solicitation.

Answer: The NAICS for the Prime A/E Firm submitting a qualification package under this requirement will remain as stated, NAICS 541310 – Architectural Services; the Small Business Size Standard is $7.5 million (average annual receipts). No additional NAICS will be added to this requirement.

It is recommended that interested firms without the applicable NAICS code team up as a consultant, for example, with a Prime A/E with NAICS 541310.

2. I am wondering if an incumbent exists for the potential requirement: IDIQ for Architect/ Engineering Services, GSA Region 9 (AZ, NV, CA, HI) outlined under 9P3PSLC181250. If so, could you please provide the following information: Vendor name, Contract number, Value, Date of award, Expiration date Answer: There is an existing GSA Region 9 (R9) multiple award IDIQ for A/E Services covering all R9 areas – AZ, NV, CA, HI – there are no separate Zones under the current A/E IDIQ. The current A/E IDIQ was awarded in Fiscal Year 2015; Option Year four expiration, if exercised, will be November 2019. The following is the current source list of the four A/E firms holding an A/E IDIQ Contract: KMA Architecture and Engineering, Inc.; Line and Space, LLC; Mason Architects, Inc.; Tectonics.

3. Are these projects only for companies who have prior experience in government work?

Answer: This opportunity is open to all Prime A/E Firms performing work under NAICS 541310 which possess the qualifications to perform the services described in the notice.

4. I am hoping to find out if there is an incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number?

Answer: See Question 2 Answer.

5. From reading the solicitation, it appears that we can only submit as a prime for each region if we have an office located in that region?

Answer: As specified in the Notice – “The prime contract A/E Firms must have a main office and/or branch office located within the applicable geographical zone as of the date proposals are due in order to be considered. Consultants to the prime A/E Firm are not required to have an active office in the geographical zone the prime A/E Firm will be performing. A main office and/or branch office is defined as a non-temporary office from which business is regularly conducted by the prime A/E firm.”

Prime A/E firms submitting qualification packages for consideration must have a main or branch office in the geographic Zone in which they are interested.

6. For the binding method, it sounds like you discourage the use of binders, but then it mentions that materials should be organized in a manner that can be easily removed after use. Please explain.

Answer: As specified in the Notice – “Submissions shall be concise, make wise use of recycled/recyclable paper and other materials, and be organized in such a manner that the recyclable materials can be easily removed after use. Printed /copied double-sided documents should be submitted to the extent possible. Limit the use of binders and plastic in hard copy submissions.”

The intent of this statement is to encourage A/E firms to keep qualification packages concise and address only what is required under the notice; for hard copy submissions, make wise use of recycled/recyclable paper and other materials. We are requesting 7 hard copy submittals, and it is encouraged, as stated to submit printed/copied double sided documents. Also note, submissions shall be continuously numbered, meaning cover pages, interest letters, table of contents, dividers, etc. are to be included in the continuously numbered pages. Each page is to be numbered; if single sided pages used, they are all to be numbered 1-up to 75, consecutively; if double sided pages used, they are to all be numbered, 1- up to 150, consecutively.

7. For the SF330, Part F, Project Experience, can we show more than one project under one contract for the 10 projects in this section?

Answer: As specified in the Notice – “The AE firm may submit the same projects for multiple Evaluation Factors if they address the specified information required for each.

The total number of pages provided for each project shall not exceed three (3) pages each.

See "Stage 1 Evaluation Criteria" for specific information related to each of the Evaluation Factors. Ensure each project specifically notes which Factor it is being submitted for. “ As specified in the Notice – “Submit a maximum three (3) page narrative for each project, including any photographs and drawings as applicable, for a total of three (3) projects that illustrate specialized experience of projects completed within the last ten (10) years, each having a construction value of $1 million or more. Projects submitted may be for both renovations as well as new construction. A/E firms MUST submit three (3) projects total for this factor, no more and no less.”

The submission requirement noted for Specialized Experience is a total of 3 projects that meet the criteria noted. Under Section F of the SF330, 3 of the projects listed in this section submitted must be for Specialized Experience.

Additionally, under this Amendment 2, the Notice will be updated to state that the maximum number of projects that may be identified under Section F will be 9, instead of 10.

8. For the SF330, Part F, Project Experience, do we need to show the evaluation factor information for these projects or separately?

Answer: As specified in the Notice – “The AE firm may submit the same projects for multiple Evaluation Factors if they address the specified information required for each.

Ensure each project specifically notes which Factor it is being submitted for. “ All projects identified under Section F must clearly specify the Evaluation Factor it is being submitted under (ie. Specialized Experience, Past Performance, Knowledge of Locality.). The same project may be submitted for multiple Evaluation Factors; if this is the case, ensure it is clear which Evaluation Factors the project is being submitted for and that the narrative clearly addresses each of the Factors and the information requested for each.

9. For Past performance evaluations from GSA, they tend to be three to four pages each. Do these count as part of the 50 page count, or do you want us to only list some of the information out of the performance evaluation, in order to keep the page count lower?

Answer: The Notice will be updated under this Amendment 2 as follows: Revise the maximum page count for submissions from 50 pages to 75 pages; Require the following additional documentation with projects submitted for Past Performance – in addition to the allowable 3 page narrative specified for each project under this factor, each of the 3 submitted projects must also be accompanied by a completed Past Performance Questionnaire or a copy of the completed evaluation from CPARS.

10. For Stage 1 – Evaluation criteria, is this outside of the SF330 form in its own section? Does it count as part of the 50 page count? If it is outside the SF330 Form, as far as tabs are setup for the sections, what is your preference in the location?

Answer: As specified in the Notice – “All sections of the SF330 must be filled out in their entirety and must address all elements identified under the "Stage 1 Evaluation Criteria"”.

The SF330 counts towards the maximum page count for submissions, and is to be used to address all evaluation criteria specified. For Example, Section F of the SF330 will identify projects submitted for Specialized Experience, Past Performance and Knowledge of Locality. A/E Firms should structure submissions so all information is clearly identified, whether through the use of a Table of Contents, Tabs, Etc. Note, it is a requirement that all pages of the submissions be continuously numbered; meaning cover pages, interest letters, table of contents, dividers, etc. are to be included in the continuously numbered pages.

11. What is your email capacity for receiving attachments?

Answer: My Email capacity for receipt of attachments is 25MB; there can be multiple attachments sin one email however, they cannot exceed the 25MB limit combined.

If submissions need to be broken out into multiple electronic submissions, ensure it is clearly identified – For example include something similar to “Submission Package_Part 1 of 3” in the electronic file name.

12. For Evaluation Factor 2, I am assuming that this is for the SF330, Part E, Resumes should list the following team members: Designer of Record, Principal Architect, Structural Engineer, Mechanical Engineer, Electrical Engineer, Plumbing Engineer, Fire Protection engineer, Historic Preservation Architect and Interior Designer. But, under Requirements under this contract mentions many more disciplines. Should we also include those other disciplines?

Answer: Resumes as required by Evaluation Factor 2 – Professional Qualifications and Experience of Key Personnel, are to be provided under Section E of the SF330. Only resumes for the team members listed under Factor 2 are to be provided. The multiple disciplines identified under the Requirements section that are not included under Factor 2 do not require submissions of resumes.

13. For SF330, Section H, what would you like us to show here?

Answer: Section H of the SF330 is intended for submission of information not covered under Sections A – G.

As specified in the Notice - “Section H: Certification is required by the prime A/E firm that they have an active main office and/or branch office located within the applicable geographic area they wish to be considered; the last entry under this section must read "I hereby certify that the prime A/E firm or firms listed in Section C meet(s) the geographic limitations stated in the synopsis for this contract"”.

A/E Firms are required to certify that they meet the geographic limitations stated in the synopsis. Section C will reflect the applicable main or branch office of the Prime A/E Firm.

14. Due to the wide scope of the IDIQ it will be difficult to show experience with only 5 projects we would request the ability to provide 10 projects. Under the SF33 Instructions for Section F is indicates 10 projects, Under Evaluation Factor 1 it indicates no more than 5 projects.

Answer: The Notice was updated under Amendment 1 to specify the following associated with 3 of the Evaluation Factors (Specialized Experience, Past Performance, Knowledge of Locality) – “A/E firms MUST submit three (3) projects total for this factor, no more and no less.”

Additionally, under this Amendment 2, the Notice will be updated to state that the

15. Please confirm we can submit 50 double sided pages

Answer: The Notice will be updated under this Amendment 2 to revise the maximum page count for submissions from 50 pages to 75 pages. Submissions shall be continuously numbered, meaning cover pages, interest letters, table of contents, dividers, etc. are to be included in the continuously numbered pages. Each page is to be numbered; if single sided pages used, they are all to be numbered 1-up to 75; if double sided pages used, they are to all be numbered, 1- up to 150. Note, due to the fact that pdf files do not count pages as “double-sided”, the required electronic submissions may be up to 150 pages; however hard copy submissions cannot exceed 75 single pages/ 150 double sided pages.

16. Would you be able to more specifically clarify what the proposed projects will be / could be for the

Zone 4 projects related to the 9P3PSLC181250 IDIQ Solicitation? We would like to be sure to carry the appropriate team members based on the scopes of work being considered for Zone 4.

Answer: Task orders to be placed under the anticipated A/E IDIQ contracts may cover a wide range of projects/ dollar values, which is why the notice specifies design disciplines and specialty consultants that may be required in performance of the work.

As specified in the Notice – “In performance of the contract, the selected A/E firm may be required to include on its team the following design disciplines and specialty consultants:

architect, electrical engineering, mechanical engineering, plumbing, structural engineering, civil engineering, cost estimating, fire protection engineer, interior designer, historic preservation architect, landscape architect, vertical transportation/ elevator consultant, blast consultant, materials conservation, sustainability, and hazardous materials.”

17. SECTION E: Under our previous IDIQ contracts, we have included more than one subconsultant for a discipline. Is that acceptable and/or your expectation?

Answer: Our expectation is to have one sub consultant specified for each discipline.

18. SECTION F: For relevant experience/projects, can we show subconsultants projects, or just our projects as the prime?

Answer: Relevant experience/ projects submitted are to be for the Prime A/e Firm/ Relevant Key Personnel.

19. I have learned that you will be issuing shortly Region 9 IDIQ RFQ A/E and CM services which will focus on D&C projects in Region 9. Can you please confirm: 1. Is a separate RFQ (not a small business set aside) will be issued for larger projects under Design and Construction Services? 2.

Target issue date? 3. Size or $$ value? 4. Any unique scope requirements or significant TOs GSA plans to execute under the IDIQ? 5. Will an SF330 be required?

Answer: I do not have any information on the noted requirement. It is recommended that FBO be monitored regularly so you can become aware of any new GSA requirements once posted.

20. Can you share who is currently listed as “interested vendors” ?

Answer: The Interested Vendor list for this requirement has been made available under this Amendment.

21. Are you replacing an existing architect and if so, who?

Answer: See Answer to Question 2.

22. Page 5/11, Section F, 1st line. When you say “all projects should be designed and completed within the last ten (10) years”, do you mean construction, too? Do “on-the-boards” or “under construction” projects count?

Answer: “designed and completed” means the design work and associated construction work for a submitted project are both to have been completed in the last 10 years.

23. Page 5/11, Section F. 3rd line says, “the total number of projects provided under Section F shall not exceed ten (10)…”while Evaluation Factor No. 1 on page 6/11, bottom of page says, “five (5) projects”. Evaluation Factor No. 3 and No. 4 say the same, “five (5) projects”. Please clarify which is correct—10 projects or 5.

Answer: The Notice was updated under Amendment 1 to specify the following associated with 3 of the Evaluation Factors (Specialized Experience, Past Performance, Knowledge of Locality) – “A/E firms MUST submit three (3) projects total for this factor, no more and no less.”

As specified in the Notice – “The AE firm may submit the same projects for multiple Evaluation Factors if they address the specified information required for each.

Additionally, under this Amendment 2, the Notice will be updated to state that the

24. Page 8/11, middle paragraph. Is listing the certificates, awards, etc. “tangible evidence” or does the government require a scanned copy of each in our proposal?

Answer: The A/E Firm is to determine what information is necessary for submission under the Evaluation Factor to address elements noted under that Factor; if the A/E firm feels it is necessary to include an award or certificate for a certain project as part of the submission, it may be included for the specific project, and it will go towards the 3 page limit specified for each project under the factors.

25. Page 9/11. Evaluation Factor No. 6. What kind of “proof” is the government looking for from the

Prime A/E firm to substantiate their small business socio-economic status? Is the SBA/ NAICSC size standard sufficient?

Answer: Evaluation Factor 6 considers a prime A/E firms status as a small business concern in the following socio economic categories: Historically Underutilized Business Zone (HUBZone) Small Business concern; Service-Disabled Veteran Owned Small Business (SDVOSB) concern; Women-owned Small Business (WOSB) concern.

Proof and/or Representation of socio economic status may include, but is not limited to:

confirmation that the A/E firms SAM.gov profile accurately reflects current socio economic status; certification from SBA, as applicable.

Additionally, under Amendment 2, the Notice has been updated to specify that all interested A/E Firms must be registered in SAM at the time of qualification package submission.

26. Is the GSA’s intention that the six Evaluation Factors be addressed out of order throughout

SF330? For instance, Factors 1 and 3 would be in SF330 Section F and Factor 2 would be in Section E?

Answer: See Question 10 Answer.

27. To utilize 3 pages (page 6 Evaluation Factor 1) for each of the max 10 projects, is it GSA’s intention that we add extra pages to each Section F project?

Answer: Complete 1 Section F for each project; Section F will count as page 1 of the 3 page narrative maximum specified for each project identified; if additional pages are needed, yes, add the extra pages to the Section F page 1.

28. Please clarify due date for hard copies. Reference page 10/11, middle paragraph. September

28th is a Friday and is the due date for the electronic submission. The solicitation says to mail you seven hard copies within one calendar day of the email submission. Do you mean the mailing of the hard copies needs to be postmarked by Saturday, September 29th? Do you want to receive the seven hard copies on Saturday , September 29th?

Answer: The notice will be updated under this Amendment 2 to revise the closing date for submission of qualification packages; the revised closing date is October 18, 2018, 4:00

PM (PDT).

The statement, “Within one (1) calendar day of the email submissions, A/E Firms shall mail seven (7) hard copies of their statement of qualifications”, means – hard copy submissions are to be postmarked by October 19, 2018.

29. We understand there is a strict 50 page limit for the submittal but because of the breadth of possible project types, are contemplating a long line of subconsultants. Is GSA looking for a SF330 Part II form for EVERY subconsultant listed on our org chart / in the submittal, or should we plan on including Part II forms for only the prime subs.

Answer: As specified in the Notice – “Section C: The AE firm should prioritize team members and only provide those that are the most important to creating the most well rounded team.”

And, as specified in the Notice – “Prime A/E firms are to complete and submit a current Standard Form (SF) 330, Architect-Engineer Qualifications for each geographic zone they wish to be considered for, to include a completed, current SF 330 Part II only for each proposed Consultant/ Subcontractor listed in Section C.”

Additionally, the Notice will be updated under this Amendment 2 to revise the maximum page count for submissions from 50 pages to 75 pages.

30. Section F: All projects provided should be designed and completed within the last ten (10) years.

The AE firm may submit the same projects for multiple Evaluation Factors if they address the specified information required for each. The total number of projects provided under Section F shall not exceed ten (10) and the total number of pages provided for each project shall not exceed three (3) pages each. See "Stage 1 Evaluation Criteria" for specific information related to each of the Evaluation Factors. Ensure each project specifically notes which Factor it is being submitted for. / In the Evaluation Criteria they state: Submit a maximum three (3) page narrative for each project, including any photographs and drawings as applicable, for no more than five (5) projects that illustrate specialized experience of projects completed within the last ten (10) years, each having a construction value of $1 million or more. Projects submitted may be for both renovations as well as new construction.

Does this mean include 10 projects in the SF330 and a supplemental portfolio that focuses on 5 projects? Or should we go with the 10 projects and just focus on a complete SF330?

Answer: See Questions 23 Answer.

31. Can the prime small business architecture firm joint-venture with another firm with a branch office in a zone?

Answer: This is allowable, and as specified in the Notice – “Prime A/E Firms that fully meet the requirements described in this notice are invited to submit a qualification package including the following: a cover letter referencing the FedBizOpps announcement and briefly describing the firm and its location, the geographic zone they wish to be considered for, organizational makeup, noteworthy accomplishments, and the proposed working and legal relationship between its components if the A/E Firm is a Partnership, Corporation, Association, Joint Venture, or other legal entity;”

32. Is the 50-page limit meaning up to 50 sheets of paper with double-sided printing (meaning potential of up to 100 pages)?

Answer: See Question 15 Answer.

33. There appears to be significant duplication of requested information between Section E

(resumes) of the SF330 and Evaluation Factor 2. Can you elaborate regarding any differences in expectations?

Answer: The SF330 counts towards the maximum page count for submissions, and is to be used to address all evaluation criteria specified.

Resumes as required by Evaluation Factor 2 – Professional Qualifications and Experience of Key Personnel, are to be provided under Section E of the SF330. Only resumes for the team members listed under Factor 2 are to be provided.

34. There appears to be significant duplication of requested information between Section F (projects) of the SF330 and Evaluation Factor 3. Can you elaborate regarding any differences in expectations?

Answer: The SF330 counts towards the maximum page count for submissions, and is to be used to address all evaluation criteria specified.

All projects identified under Section F must clearly specify the Evaluation Factor it is being submitted under (ie. Specialized Experience, Past Performance, Knowledge of Locality.). The same project may be submitted for multiple Evaluation Factors; if this is the case, ensure it is clear which Evaluation Factors the project is being submitted for and

35. We are wanting to JV on GSA Region 9, Zone 2 projects; our primary office is in San Luis Obispo

(SLO), and JV firm has offices in SLO and San Francisco (SF). There will be a written JV agreement that authorizes use of JV SF office as necessary and convenient for the projects in Region 9, Zone 2. Does that satisfy the branch office requirement, or does there need to be a written sublease between Prime A/E firm and the JV providing for use of SF office? Or is there more specific requirements needed for a JV?

Answer: Submission of JV Agreement will be sufficient to satisfy local office requirement within a specific Zone. Also note updated requirement in Notice for interested firms to have active registration in SAM, including Joint Ventures.

36. What are the insurance requirements for Zone 9?

Answer: Insurance requirements will be specified in the Solicitation after Stage I and Stage II Evaluation is complete.

37. Will a firm’s chances for selection be improved by being able to offer offices in multiple zones?

Answer: No.

As specified in the Notice – “Prime A/E Firms who are interested in performing work in multiple zones must submit a separate Qualification Package for each zone. The prime contract A/E Firms must have a main office and/or branch office located within the applicable geographical zone as of the date proposals are due in order to be considered.”

38. Can you provide any level of estimate of the number and types of projects slated for Zone 3?

Generally budgets are prepared years in advance, resulting in some kind of forecast projections.

Answer: This information is not available.

Also reference, “Requirements Under the Contract” Section of the Notice.

Additionally, as specified in the Notice – “Each contract awardee must have the capability to concurrently perform design and engineering work for at least five (5) GSA projects.”;

“Task Orders issued under the awarded contracts may range from $10,000.00 to $4,000,000.00 each“;

“The total aggregate Maximum Order Limitation (MOL) per awarded contract, covering the base year period and four (4) consecutive one (1) year option periods, shall not exceed $25 Million.”

39. In responding to task orders, will the firms under contract within a zone, be required to compete against each other for each task order? Our past experience has been that each task order opportunity has required a comprehensive work plan proposal, fee quotation and competitive process to win a task order, even though qualifications have been thoroughly vetted during the IDIQ evaluation process.

Answer: Ordering procedures will be specified in the solicitation, to be issued after completion of Stage I and II Evaluation. It is anticipated that ordering procedures will specify Fair Opportunity requirements as necessary based on estimated dollar threshold of each Task Order.

40. Regarding anticipated Courthouse projects – would the scopes be mostly remodeling or new construction?

Answer: This information is not available. Task orders to be placed under the anticipated A/E IDIQ contracts may cover a wide range of projects/ dollar values. Reference, “Requirements Under the Contract” Section of the Notice for wide range of services that may be required.

41. Will this IDIQ also include furniture related services, such as development of standards and preparation of bid packages for comparative assessment and procurement from GSA approved dealerships?

Answer: This information is not available. Task orders to be placed under the anticipated A/E IDIQ contracts may cover a wide range of projects/ dollar values. Reference, “Requirements Under the Contract” Section of the Notice for wide range of services that may be required.

42. When does GSA estimate that the final firm selections will be made and contracts awarded?

Answer: The following are provided as estimates only and may change anytime as necessary prior to final issuance of awards: Completion of Stage II Evaluation – Estimated February 2019; Issuance of Zonal A/E IDIQ Contract(s) – Estimated June 2019.

43. Regarding the SF330 forms, are the 10 projects we will list within Section F of the SF330 the only projects we are allowed to include in the Evaluation Factors?

Answer: All projects identified under Section F must clearly specify the Evaluation Factor it is being submitted under (ie. Specialized Experience, Past Performance, Knowledge of Locality.). The same project may be submitted for multiple Evaluation Factors; if this is the case, ensure it is clear which Evaluation Factors the project is being submitted for and

44. The 50 page limit - is that 50 sides or 50 pages double-sided (100 sides of content)?

45. Please clarify what is included in 50 page count. Are any of the following exclusions?:

a.Front/Back Covers? b.Table of Contents? c.Tabs? d.CPARS?

Answer: There are no “exclusions” allowed in the page limitation. See Question 15 Answer.

46. Can the Prime submit as a “joint venture” or “in Association” with another firm having a local office in the zone as acceptable to GSA?

Answer: See Question 31 Answer and Question 35 Answer.

47. Can performance evaluations be an Appendix and not counted within the 50 page count?

48. What type of documentation constitutes acceptable proof of the A/E Firms small business socio-economic status?

Answer: See Question 25 Answer.

49. Can the hard copies of submissions be hand delivered or is only mail acceptable? If mail is required, must it be U.S.P.S. or can we use other services (UPS, Fedex, etc.)?

Answer: Submission of hard copies must be by mail ONLY; GSA will not accept hand delivered packages. A/E Firms can use whatever means to “mail” the required hard copies to GSA; hard copy submissions are to be postmarked October 19, 2018.

As a reminder, Email submissions are required; no originals will be accepted by mail without the email submission having already been received. Separate submissions are required for each geographic zone the A/E firms are interested in being considered for.

50. Regarding the 50 page limit on the hard copies, the solicitation says “The assembled content for the Stage 1 portfolio shall not exceed fifty (50) pages.” Please confirm whether or not each of the following items will count toward the page limit: Cover page, Cover letter, Org Chart, Part II of the SF330, tab dividers (for the hard copy).

51. We have a teaming arrangement question: If one of our sub-consultants provides both cost estimating and construction management services, would their participation as a cost estimator on a work order preclude them from providing CM services once the same project goes into bid / construction?

Answer: There are no Brooks Act, FAR, or GSAM requirements that would preclude an A/E consultant to compete under a CM services solicitation for a project they provided a cost estimate for.

52. We assume that the 50-page limit does NOT include the Small Business verification documents and the Organization Chart of Section D. Is this correct?

53. May the Org Chart be included on an 11” X 17” sheet?

Answer: As specified in the Notice – “All documentation shall be in an 8 1/2" x 11" format, with Arial Font, minimum 10 pitch.”

54. We have assumed that the 50-page limit does NOT include the Part II forms for all firms with Key

Subcontractor-only roles, and not very specialized consultants that have no resume included in Section E, but are shown on our Org Chart and mentioned in Section H. Are we correct in these assumptions? We are concerned about how these assumptions may be impacted by the page count limitation of 50 pages and any requirement for having Part IIs for any anticipated specialty firms to be required in the submittal.

Answer and Question 29 Answer.

55. Does the term “portfolio” used in the solicitation refer to the SF 330 Part 1 submittal?

Answer: The term “portfolio” refers to the Stage I “Submission”/ “Qualification Package”.

These three terms are used interchangeably throughout the Notice.

56. If we have multiple phases of the same project awarded as separate task orders under the same IDIQ (location, overall mission, continuation due to funding changes, etc.), may we combine the task orders as one Project for submittal in Section F?

Answer: One project is considered one design task order; multiple design task orders should not be combined as one project.

57. Are Evaluation Factor Nos. 1, 3, and 4 supposed to be addressed within the SF330 Section F project pages, or are they supposed to be submitted separately from the SF330 project narratives? If they are to be included as part of the SF330 Section F projects, then how many projects should be included total? The solicitation instructions say “the total number of projects provided under Section F shall not exceed ten (10)”, but the instructions for each Evaluation Factor says “no more than five (5) projects”.

Answer: See Question 23 Answer and Question 27 Answer.

58. Questions about Team / Personnel: Would you like us to include our cost estimating consultant in

Section C and their key personnel in Section E?

Answer: See Question 12 Answer.

59. Questions about Team / Personnel: Would you like us to provide the specific licensed fire protection engineer in Section E? (We anticipate fire protection services will be managed by our MEP engineering firm)

60. Questions about Firm Capacity: As we plan our strategy to potentially take on the IDIQ work (5 concurrent GSA projects with task orders between $10K and $4M), could you provide more specifics on scale / type of project that would likely make up this IDIQ? For example, can you advise if the IDIQ would likely include more +/- 25K square foot adaptive-reuse type projects or more +/- 200K SF commercial interiors or +/- 10K SF new build?

Answer: This specific information is not available.

Reference, “Requirements Under the Contract” Section of the Notice for types of projects.

61. Questions about Firm Capacity: Can you advise whether we the projects in the IDIQ will all be design-bid-build? Or should we anticipate bridging or design-build projects as well? Would that be the same for MEP as for architectural and structural services?

Answer: This specific information is not available.

Reference, “Requirements Under the Contract” Section of the Notice for types of projects.

62. Question about Timeframe: If our team is selected to move through phase 2 of the process, can you advise about the timeframe for that?

Answer: See Question 42 Answer.

63. For Past performance evaluations from GSA, they tend to be three to four pages each. Do these count as part of the 50 page count, or do you want us to only list some of the information out of the performance evaluation, in order to keep the page count lower?

Answer: See Question 9 Answer and Question 45 Answer.

64. I am writing to inquire as to whether there is an existing incumbent performing the required services for the subject solicitation.

65. I have been asked to partner and submit with another architect. Since we provide interiors only, which do you recommend, us submitting independently or along with full service architect?

Answer: See Question 1 Answer.

66. Can you please advise if the 50 page is limited within single page or can 50 pages be double-sided?

67. Attached is our signed Amendment #1 for the above solicitation # 9P3PSLC181250. Is there anything other than this do we need to get back to you? It indicated 2 copies, so that mean wet signed and sent to you?

Answer: Acknowledgement of all Amendments issued under the Notice are to be included in the final submission. Acknowledgment may be provided via a statement in the A/E Firms cover letter or be providing the signed page 1 of the Amendment SF30; note the signed SF30 page 1 will need to be included in the submission page count limitation.

Multiple copies of the SF30, if submitted as Acknowledgement of the Amendments, are not required.

68. Are all qualifications required to be included in the SF330 format and limited to 50 pages or is the

“Stage 1 Portfolio” an additional document that supplements the SF330 forms and is limited to 50 pages?

Answer and Question 55 Answer.

69. The Submission Requirements note “SF330 Part 1 – Section F” should not exceed (10) projects with (3) pages each but “Evaluation Factor No. 1 – Specialized Experience” requests no more than (5) project with (3) pages allowed for each project and “Evaluation Factor No. 3 – Past Performance” requests no more than (5) projects with (3) pages allowed for each project, and “Evaluation Factor No. 4 – Knowledge of Locality” no more than (5) projects with (3) pages allowed for each project. Can you please clarify how many projects we are allowed to provide in our response? Are you asking for a total of (15) projects with a designation of either the “Specialized Experience” or “Past Experience” or “Knowledge of Locality” designation?

Answer: See Question 23 Answer.

70. Please confirm SF 330 Part II is required for the prime and each proposed subconsultant.

Answer: See Question 29 Answer.

71. The posting recommends that the teams should include the following disciplines: Architect, Electrical engineering, Mechanical engineering, Plumbing, Structural engineering, Civil engineering, Cost estimating, Fire protection engineer, Interior designer, Historic preservation architect, Landscape architect, Vertical transportation / elevator consultant, Blast consultant, Materials conservation, Sustainability, and Hazardous materials. The required resume list varies slightly and includes: Project Manager / Lead Project Architect, Principal Architect, Civil Engineer, Structural Engineer, Mechanical engineer, Electrical engineer, Plumbing engineer, Fire protection engineer, Historic preservation architect, Interior designer. Should we provide firm information but not resumes for select disciplines?

72. Would like some clarification regarding the page limit. As it's stated, "the assembled content for the Stage I portfolio shall not exceed fifty (50) pages". What do you consider the "portfolio"? Is that the response to the Stage 1 Evaluation Criteria? Does that also include the SF330? If we are to follow the given page allocations for each Evaluation Factor, we will quickly exceed the limit.

Please advise.

Answer: See Question 15 Answer and Question 55 Answer.

73. We wanted to get clarification on Zone 2. We do not have an office in any of the specific counties listed, but our firm has done a substantial amount of work in those areas and our Reno, NV office is within proximity of the Northern California Zone. Does our office need to be located specifically in one of the counties listed under Zone 2? Or do we qualify based on our Reno, NV office location for Zone 2 Northern California?

Answer: As specified in the Notice – “The prime contract A/E Firms must have a main office and/or branch office located within the applicable geographical zone”.

The counties listed for each Zone define the geographic area for that zone; if an A/E Firm does not have a main office or branch office in the geographic area specified for that zone, they will not be considered.

74. Does the 50 pages mean 50 pages with each having 2 sides?

75. Do page tabs/dividers count towards 50 page count total?

76. Do pages that are left intentionally blank count towards the 50 page count total?

77. Does a cover letter count towards the 50 page count total?

78. Landscape Architecture is specified in the Notice, but it’s unclear the extent of their role. Can you confirm if it would be acceptable for Landscape Architects to prime on this project?

79. Does the historical architect need to be licensed or can they be a consultant under the direction of the Lead Project Architect?

Answer: A/E firms, and consultants as applicable, are required to be licensed/ registered within the applicable state(s) for each geographic zone they are interested in and must conform to all laws, rules, and requirements of that state governing the profession of architecture or engineering.

80. Evaluation Factor No. 1: Specialized Experience – Should the narrative requested be included as part of section H on the SF330 forms?

Answer: Projects submitted for Evaluation Factor 1 are to be included under Section F of the SF330.

81. We are a small business and we offer some of the services identified under the requirements of this contract opportunity. We would like to know if this is new IDIQ or a re-compete. If it is a re-compete who are the incumbents?

82. We are looking at this opportunity and have a question regarding small business certification. Is there a special process for becoming certified as a small business eligible for this pursuit?
