Statement of Need

(SON) Narrative

Including Base Contract Requirements

Optional Contract Line Items

Summary:

The NOAA Global Monitoring Laboratory (GML) Mauna Loa Atmospheric Baseline Observatory (MLO) is in need of a new 30 meter tower and optional 10 meter tower for atmospheric sampling.

The current tower, located at MLO, was built in 1986 and stands 40m tall. It is an internal-climb, staircase-scaffolding, sampling tower and has platforms located at every 2m. Additionally, four of the platforms are outfitted with quad receptacle power outlets. There is no known structural damage to the tower itself, however the guy line anchor points are rusted, and the tower is already 36-years old and does not meet current code requirements.

The MLO facility is located at the end of an 18-mile one-lane access road reachable from Saddle Road. The start of the Mauna Loa Access Road is located just to the east of the more well-known access to the Mauna Kea Visitor Center and telescopes. Logistically, the site is at over 11,200 feet in altitude and the sun (UV) conditions can be strong and the air temp significantly cooler than elsewhere on the island. The 18-mile driveway can be challenging for longer vehicles due to the narrow width, rolling topography, and occasional sharp corners. The power lines do cross over the road in multiple locations along the upper half of the MLO access road and may pose an overhead obstruction issue for very tall vehicles (no known issues with the power lines obstructing access to the site historically). The one-way commute time to the MLO site from either Hilo or Kona typically takes ~90-min.

NOAA has developed a comprehensive banned construction materials (chemicals) list and each product used at the site must be cleared against this banned chemical list prior to use (attachment -3).

1. Furnish a 30-m internal-climb sampling tower:

Attachment -1

a. Tower designed to meet applicable State and County of Hawaii code(s).

b. Internal work platforms needed at (approx) 9m, 19m, and 29m.

c. Tower anchors and guy-lines (per manufacturer specs).

d. Fall-arrest system must be included with tower design and installation.

e. Vertical cable management system included on tower to accommodate:

i. Tubing of up to 5/8”OD (x12) from top of tower to base.

ii. Cabling of up to 3/8”OD (x12) from top of tower to base.

f. Lightning protection system.

2. Deliver all materials to the MLO site

Furnish an Additional 10-m of Tower

1. Furnish an additional 10-m of internal-climb sampling tower:

a. Tower designed to meet applicable State and County of Hawaii code(s).

b. Internal work platform needed at (approx) 39m.

c. Additional, tower anchors and guy-lines (as needed, per manufacturer specs).

d. Fall-arrest system for additional 10-m must be included with tower design and installation.

e. Vertical cable management system for additional 10-m to accommodate:

i. Tubing of up to 5/8”OD (x12) from top of tower to base.

ii. Cabling of up to 3/8”OD (x12) from top of tower to base.
