VBA Phoenix – RLP Package Questions:

• What is it the Government would like us to test fit and have priced out? The RLP requirement is for 95,558 ABOA SF, not to exceed 114,670 RSF.

• Are the 14 EV charging stations included in the 84 reserved parking spaces? No. If not, can any building tenant using the parking garage utilize the EV charging stations? Yes

• I have a question on RLP 3.06 AC (request for completed TICS table). The TICs table is a detailed break out of costs that represents the Offeror’s TI Budget in offer. The Government requires the Offeror to submit the estimated pricing to provide the improvements depicted in the test fit to ensure compliance with the scope of work and the proper allocation of shell and TI costs,

• I don’t see anything in the RLP to indicate the contents of the TICS table factor into the evaluation of the proposal The TICS table pricing is not an evaluation factor, but it is a required submittal.

• Do the 14 EV stations go within the Govt’s 84 spaces? No

• Can we exceed 95,558 BOAUSF if we remain below 114,670 RSF (i.e. 95,558 is a minimum)? The requirement is for 95,558 ABOA SF, not to exceed 114,670 RSF

• Are we required to do a test fit? Yes

• As an existing building, do we need to do a Phase I ESA? No

• Note a big discrepancy between 124,599 BOUSF in special requirements vs. 95,558 BOAUSF in

RLP- something we need to worry about? The Agency Special Requirements are VBA’s standards for the build out and the SF is subject to adjustment based on the specific project/SF requirement. For this specific project the requirement is for 95,558 ABOA SF.

• Assuming we’re to follow the specs in the RLP vs VA special requirements which resemble new construction, and there are numerous conflicts The Agency Special Requirements are VBA’s standards for the build out and the SF is subject to adjustment based on the specific project/SF requirement. If you are not offering new construction, then those standards would not be applicable.

• Why are we submitting a TICS table as this is not a turnkey lease and all TIs will be negotiated.

The TICs table represents the Offeror’s TI Budget in offer.

• How will TICS table be evaluated, if it all? The TICS table is a required submittal and will be reviewed by GSA to ensure no costs associated with the building shell are included in the offeror’s TI budget.

• Is price a factor at all? if so, how much compared to qualitative factors Please review RLP

Section 4.04.

• Both L100 4.11 and 6.08 are listed as modified paragraphs in the Lease document but I couldn’t spot the change. This will be addressed in RLP Amendment #1
