PROJECT NUMBER: SGBP 26-0013
PERIOD OF PERFORMANCE: Design: 60 days – Construction: 120 days
1.0 TASK ORDER SUMMARY
This Design-Build (DB) Contract Statement of Work (SOW) defines requirements for services to develop the design and construction of the following project at Offutt Air Force Base (AFB), Nebraska.
a. Design and construct an independent HVAC system for the B301 Upper-Level rooms outlined in red. (see attached map)
Provide all labor, materials, tools, equipment, Architect-Engineer (AE) services, and DB services necessary for design and construction of the project described below and other specific tasks as further defined by this SOW. Both design and construction services are part of this project. Work includes but is not limited to professional services (structural, mechanical, electrical, plumbing, etc.); general demolition and construction; mechanical and electrical work. Perform all necessary travel and services required to compile engineering data. Furnish plans, specifications, and design analyses covering the work required for the investigation and design of the project. Work shall be completed in a neat, substantial, and competent manner.
The AE must conduct all necessary investigations required to validate project design requirements, and to further develop the requirements into a 100% design and construction project.
Primary technical services must be performed by individuals who are credentialed members of architectural, engineering, and related design professions. Possible disciplines include, but are not limited to, architects, interior designers, engineering, and other design disciplines typically associated with design and construction of facilities, industrial hygienists, cost estimators, specification writers, and drafting technicians. Generally, a credentialed professional is licensed (e.g., registered professional engineer) to practice in the state where a facility is located; and commands the necessary expertise, in terms of knowledge and experience, to undertake the specified task to be identified at the task order level.
The Design-Build (DB) Contractor shall assign a Project Manager (PM) as a single point of contact for this project. The Contracting Officer (CO) or designated representative shall be advised, in writing, of any change in this appointment during the performance of this contract.
This project shall comply with current Offutt Air Force Base guidance regarding security and classification markings. Refer to attached Security Requirements for additional information.
2.0 DESCRIPTION OF AE SERVICES
The new independent HVAC system shall consist of two small package units or air-handlers mounted on the roof of the outlined rooms within B301. The units shall have variable speed compressors. The units shall be controlled by thermostats and averaging sensors. The existing used and abandoned ductwork shall be removed from the ceiling of the space. The units’ new Supply and Return ducts shall be routed through the roof and the distribution trunk shall run in the ceiling of the space they are feeding. The Supply duct shall be insulated. The new units shall be installed in water-tight containment pans that will be 6 inches deep and extend beyond the edges of the unit by 6 inches; the units will rest on blocks within these containment pans so that the unit itself does not sit in water. The new units are expected to be rated at approx. 5 tons cooling capacity. The HVAC for the two outlined room areas shall operate independently. Outside Air (OA) for these 2 new units shall be connected to the OA ductwork feeding to AHU-0. Power for the new units shall be routed from the roof electrical panels or from the existing AHU-0 panel or from nearby panels. The package units shall be DX cooling with electric heating.
Primary objectives include, but are not limited to the following:
a. Investigate, vet, and incorporate comments, critiques, and learned information from project stakeholders.

a. Hot Works Permits (burn permits – torching, grinding, soldering, brazing, welding. Issued by Offutt Fire Department)
3.3 Field Investigation and Site Access: In support of project initiation, evaluate the project site(s). Coordinate site access with the Offutt AFB PM.
a. Obtain all necessary dimensional, utility, physical, and functional data.
b. Field verify all applicable as-built drawings and determine any relevant existing conditions not illustrated on existing as-built drawings.
c. Interview the user/ occupant(s) to obtain detailed functional requirements.
d. Field verify and document special work conditions and restrictions for inclusion in the project specifications. This includes, but is not limited to, security, working hours, hauling routes, disposal areas, staging areas, and utility interruptions.
e. Field investigation shall include all major components needed to construct and coordinate a complete and usable project, to include but not limited to: civil, architectural, structural, fire protection, plumbing, mechanical, electrical, communications, and security.
3.4 Drawings: Develop drawings as the result of an integrated design process. Organize and index drawing sheets in compliance A/E/C CAD/ Graphic Standard.
Provide drawings complete, accurate and explicit enough to show the entirety of the project. Reflect proper detailing for each system to assure appropriate use, proper fit, compatibility of components and coordination with the design analysis and specifications. Coordinate drawings to ensure there are no conflicts between design disciplines and between drawings and specifications.
Full size drawings are considered ANSI “D” (22-inches x 34-inches). Half-size drawings are considered ANSI “B” (11-inches x 17-inches). Title block will be provided by Offutt AFB. Drawing project code numbers on all border sheets for the design and construction drawings are as indicated in paragraph “Project-Specific Constraints.”
3.5 Specifications: Complete all technical specifications necessary to deliver the project scope of work as designed. Revisions must be tracked for all specification edits, at all design phases. The specifications must not be edited in a manner that reduces the level of quality for equipment, services provided or materials. The specifications must be edited in accordance with the designer notes associated with each specification section.
Coordinate preferred submittal requirements with the Government. Minimize the number of submittals required to be reviewed by the Government during construction, but any “extension of design” submittals will be designated “G” in each specification submittal requirements. Code other submittals requiring Designer of Record review “D” or other designation as identified after contract award.
a. Guide Specifications: Use unedited Unified Facilities Guide Specifications (UFGS) for developing project specifications. UFGSs are available at http://www.wbdg.org/ffc/dod/unified-facilities-guide-specifications-ufgs.
In the event that the scope of work requires products and/or specifications for which there is no UFGS, the A-E will develop a performance specification from applicable project requirements and industry criteria. Develop such specifications in the same format and structure as UFGSs, using SpecsIntact software and file format.
b. Specification Processing/ Publishing: Edit specifications in a manner that is error free and coordinated with the project design, scope, and associated criteria. Ensure all references are current and reflect project requirements. Produce error reports and conduct quality control reviews to ensure that processing of specifications will occur without conflict.
c. Specification “Front-End” Coordination: The Government will provide the specification “front-end” to general project requirements for this project. The AE must review and coordinate technical inputs to the specification “front-end” for consistency with the project scope.
d. Applicable Publications: Include in the specifications only those referenced publications that are necessary for the subject project. All references must be available for review in the Contractor's office.
