About this file
This is Amendment No. 001 to Request for Quotation (RFQ) #9594CS26Q0057 issued by the Court Services and Offender Supervision Agency (CSOSA) for Psychotherapy and Counseling Services. The amendment responds to 27 contractor questions and modifies Section 3.5.4 of the Statement of Work. The incumbent contractor is Waller Psychotherapy, LLC (award no. 9594CS24P0031). CSOSA anticipates awarding the contract no later than September 27, 2026, with the successful contractor prepared to participate in a Kick-Off meeting prior to September 30, 2026. This will be a single-award, fixed-price contract where the contractor proposes the contract value.
Key service requirements include individual psychotherapy sessions and group therapy services (psychotherapy, trauma, violence and victimization, and relational therapy groups) provided by licensed psychologists, LCSWs, or LPCs. The contractor must provide evidence-based or research-based curricula approved by CSOSA. Services must be performed in accordance with District of Columbia regulations. Administrative and documentation activities (30 minutes per session) are included in unit pricing. The contractor must provide a single separate unit price for translation services. All supervisee records must be electronically transmitted through CSOSA-controlled systems. The successful offeror must provide a Certificate of Insurance prior to performance, including $5 million commercial umbrella and sexual or physical abuse and molestation coverage. Insurance can be obtained after award but must be in place before service commencement. Services are funded entirely by CSOSA without Medicaid reimbursement. The prime contractor may satisfy licensing requirements through employed or subcontracted clinicians, and a PMHNP-led organization may compete as prime, though Psychiatric-Mental Health Nurse Practitioners cannot provide the clinical services. Past performance questionnaires for two to three similar projects are required.
