Each training session is one full day (six hours including one hour lunch). The contractor must provide all role-player and scenario support personnel, develop curriculum aligned with CSOSA's Use of Force and OC deployment policies, and maintain documented medical response procedures. Training equipment, facilities, materials, and CSOSA-furnished support are specified in SOW Section G. This is a Firm-Fixed-Price contract with invoicing on a monthly basis for services rendered; contractors must include all local travel, parking, and transportation costs within the DC area in their fixed unit prices. The anticipated period of performance is a Base Year with one Option Year. Quotations must be valid for 90 calendar days, submitted as Adobe PDF files not exceeding 10MB, with technical proposals limited to 8 pages for Factor 1 and resumes limited to 3 pages per person for Factor 2 Key Personnel qualifications.

The purpose of this Amendment A00001 is to provide answer to questions received prior to the close of the RFQ questions and answer period. This amendment also provides an updated version of the Combined/Synopsis RFQ containing changes in blue text, identifies changes to Attachment A-3 SOW with changes in blue text, and adds an Attachment A-4 Contract Administrative Data.

Quoters responding to this RFQ must use only the Attachment A-1, Cover Letter and Attachment A-2, Pricing Schedule Worksheet provided by the Government in its RFQ. The quoter's substitute version of these documents will not be accepted.

Procurement-related responses to be completed by the Contracting Officer / Contract Specialist are noted as such. All references to the Statement of Work (SOW) cite section number and page number of the SOW dated April 17, 2026.

Technical and Programmatic Questions

Q1. The RFQ requires submission of qualifications for four (4) proposed Key Personnel;

however, the SOW appears to reference a Project Manager and a minimum of four trainers.

Please clarify whether the Government expects offerors to propose four total individuals (including the Project Manager), or five total individuals (1 Project Manager + 4 trainers).

A1. A minimum of four (4) total individuals is required as Key Personnel. One of the four trainers may concurrently serve as the Project Manager, provided that individual meets all qualification requirements for both roles. Reference Section F in the SOW.

Q2. May one individual serves in dual roles (e.g., Project Manager and Instructor), provided all qualification requirements are met?

A2. See the answer to question Q1.

Q3. Please confirm the anticipated number of participants per session for Train-the-Trainer (T4T) and End User Officer Safety Training (OST).

A3. Total Government training population:

• Train-the-Trainer (T4T): 24 CSOSA staff total.

• End User Officer Safety Training (OST): 260 staff total across the 11 scheduled end-user sessions.

Q4. The pricing schedule identifies session quantities but does not specify session duration.

Please confirm the intended duration of each training session (Half-day, Full-day, or Multi-day) for T4T and OST.

A4. One session is equivalent to a full day. Offerors shall arrange their programs around the session being one day. A full one day session is equivalent to six (6) hours including one hour for lunch.

Q5. Does CSOSA anticipate the 11 end-user training sessions being delivered during one continuous training cycle, or distributed across multiple weeks during the September–October performance window?

A5. Distributed across multiple weeks within the October 1 – September 31 annual delivery window. Sessions will be delivered in consecutive workweek blocks (Monday–Friday) as coordinated with the COR. Reference SOW Section C.

Q6. Does CSOSA expect all proposed key personnel to be present during every T4T and OST session, or may staffing be adjusted by session based on instructional requirements and subject matter expertise?

A6. The Contractor may adjust staffing by session based on instructional requirements and evidence-based best practices, provided the instructor-to-participant ratio follows industry best practices. Which states, “that for 25 participants there can be 1 lead trainer and 1 co-trainer for optimal engagement”.

Q7. Should the contractor assume responsibility for providing all role players and scenario support personnel required for scenario-based exercises, or will CSOSA personnel participate as role players during training delivery?

A7. The Contractor is responsible for providing all role-player and scenario support personnel required for safe and effective scenario delivery.

Q8. Please identify the anticipated training location(s) within the DMV area or provide expected primary training sites for pricing purposes.

A8. 800 North Capital St., NW DC 20001 is the primary location and the Washington, D.C.

area Also, the Government reserves the right to relocate training to an alternate CSOSA site in Washington, DC with 48 hours’ advance notice. The addresses of the alternate sites are as follows: 1. 1900 Massachusetts Avenue NE 2. 2101 Martin Luther King Ave., SE 3. 633 Indiana Avenue NW. Reference SOW Section B. For pricing purposes, Offerors should assume a primary CSOSA-furnished site within CSOSA Washington, DC locations.

Q9. If the Government relocates training within the 48-hour notification period, should associated travel, parking, and local transportation costs be included in firm-fixed pricing, or are these costs separately reimbursable?

A9. Yes, the cost must be included in the firm fixed price. Because this is a Firm-Fixed-Price (FFP) requirement and all delivery will be at a CSOSA, Washington, DC location; offerors shall include local travel, parking, and transportation costs within DC in their fixed unit prices. No separate reimbursement for local travel.

Q10. Does the Government expect the contractor to develop an entirely new curriculum, or update and modernize an existing CSOSA training program, and will CSOSA provide its existing Use of Force policy, defensive tactics framework, OC deployment policy, relevant incident data, and existing training curriculum or lesson materials?

A10. No, the contractor must leverage their existing curricula and subject matter expertise and the training has to be specific enough for parole and probations officers that are in the field and are exposed to the situations that they face day to day – (e.g., potentially aggressive offenders, civilians who may also become threats to staff) to meet the safety needs of Community Supervision Officers and the Agency. Training curriculum and materials must be approved by the COR. CSOSA will provide for reference the Use of Force and OC deployment policies and Defense tactics framework. The Contractor shall create curriculum and collaborate with CSOSA.

Q11. Will CSOSA provide any of the following training equipment or aids, or should the contractor assume responsibility for fully providing and pricing these items: Training OC spray devices; Training mats; Protective suits / protective gear / role-player equipment; Medical simulation supplies; Radios or communication props?

A11. See Attachment A-3 SOW Section D

Q12. Will CSOSA provide existing training scenarios, scoring rubrics, pass/fail standards, evaluation forms, certificates, or attendance templates, or is the contractor expected to develop all instructional and evaluation materials?

A12. See Attachment A-3 SOW sections G & H Q13. Does the 10-page technical quote limit apply to File 2 and File 3 combined, or does each factor file receive its own 10-page limit?

A13. Section B.1.2.2 and Sections B.1.2.3. of the RFQ has been changed.

2) In Section B.1.2.2 a paragraph 5) has been added and it states, “The page limit for this factor is 8 pages.”

2) In Section B.1.2.3 a paragraph 4) has been added and it states, “The evaluation of qualifications may be demonstrated through the quoter presenting resumes for the Key Personnel. Resumes are limited to a maximum of 3 pages. Any licenses provided to support the resume does not apply to the page count.”

See amended RFQ. All revisions and changes are in blue text.

Q14. Attachment A-1 states pricing is good for 60 calendar days from submission, while the synopsis says quotations must be valid for at least 90 calendar days. Which requirement controls?

A14. Attachment A-1 has been paragraph 8. has been changed as follows:

8. The pricing provided in the Pricing Quotation is good for 90 calendar days from the date of submittal.

Q15. The synopsis states the submission email shall not exceed “twenty Megabytes (10MB)” and later instructs offerors to split emails if attachments exceed 10MB. Which file-size rule controls?

A.15. The synopsis Section B has been changed as follows:

Quotations shall be submitted electronically as Adobe (pdf) files in an email whose size shall not exceed ten Megabytes (10MB) no later than the due date and time for RFO quotations.

Q16. Attachment A-1 asks for a signed SF1449 and any SF30 amendments after the cover letter. Because this procurement was issued as a combined synopsis/solicitation, should offerors expect an SF1449, or should they instead sign and acknowledge the combined synopsis and any amendments?

A16. Fill out the Cover Letter and sign all SF30s that are issued as amendments to this RFQ.

This is a combined Synopsis/Solicitation that does not include a SF1449. CSOSA does not require the contractor to provide a SF1449.

Attachment A-1 paragraph 7. has been changed as follows: “7. A copy of all Solicitation Amendments (SF30) (if issued), signed by an individual authorized to bind the quoter, shall be provided following this Cover Letter.”

Q17. The synopsis says the four submission files are PDFs, but the pricing section also says price support can be submitted as XLS, Word, or PDF. Is File 4 required to be a PDF, or may the pricing backup be submitted in native spreadsheet format?

A17. As explained in the RFQ, the Contractor can submit the breakdown of its pricing in a spreadsheet (XLS), MS-Word, or PDF document. It must be submitted in Microsoft XLS, MS- Word, or PDF document. The Government will not accept submittals in a native spreadsheet format that is not Microsoft XLS, MS-Word, or PDF document.

Q18. Where should the completed FAR 52.212-3 representations/certifications and amendment acknowledgments be placed: in File 1 with the cover letter, or in a separate attachment?

A18. The RFQ Cover Letter requires the quoter to acknowledge that its Representations and Certifications are up to date in SAM.gov. The government will not accept copies of the quoter’s Representations and Certifications.

Q19. Factor 2 requests information for four proposed key personnel, but the SOW requires a project manager and a minimum of four trainers. Should the offeror identify five individuals, or only four key personnel with additional non-key support personnel available as needed?

A19. See answer to question Q2.

Q20. Depending on date and time scheduling of the training, will CSOSA allow alternate trainer resources to be listed, depending on their availability to meet the TBD scheduled training?

A20. Yes. Offerors may identify alternate qualified trainer resources in addition to the four Key Personnel. These personnel must be approved by the COR to ensure they meet the contract qualifications requirement.

Q21. May one individual serve as both project manager and lead instructor?

A21. Yes. See answer to question Q2.

Q22. Will CSOSA consider highly analogous work for unarmed but public-facing personnel, such as court staff, hospital staff, or workplace-violence response training, as “similar scope/complexity” for this requirement?

A22. No. See answer to question Q10.

Q23. Are resumes, certifications, and staffing tables expected to fit within the 10-page technical limit, or may they be included as attachments?

A23. RFQ sections B.1.2.2 Submission requirements for Factor 1 - Relevant Corporate Experience and B.1.2.3 Submission requirements for Factor 2: Qualifications of Proposed Key Personnel have been revised. See the answer to question Q13. above. Staffing tables do not count against page limits.

Q24. Factor 1 of the Evaluation Criteria states that “similar in size is measured as any project valued at an overall minimum of $300,000.” Would CSOSA consider revising or clarifying this criterion to allow broader consideration of relevant corporate and personnel experience (aggregate experience, multiple smaller projects, key personnel experience, program/contract management capabilities, etc.) without requiring a single-project minimum dollar threshold?

A24. No, CSOSA will not reconsider allowing broader consideration of relevant corporate experience.

Q25. What is the expected duration of each T4T session and each end-user session in hours?

A25. See answer to question Q4.

Q26. What is the target class size per session, and what is the total annual participant population expected to be trained?

A26. See answer to question Q3.

Q27. Are the 11 end-user sessions expected to be delivered within one consecutive workweek block, across multiple consecutive weeks, or through parallel daily tracks?

A27. The schedule will be determined during the kickoff meeting and review of the comprehensive training plan.

Q28. For CLIN 1001, should the “Train-the-Trainer Booster” be priced as a full refresher delivery, a sustainment calibration event, or another format?

A28. CLIN 1001 T4T shall be priced as full sessions.

Q29. Are post-delivery reviews, material updates, and per-iteration facilitator packets included in the existing CLIN pricing, or does CSOSA expect separate pricing support for those efforts?

A29. Yes. post-delivery reviews, material updates, and per-iteration facilitator packets are within the scope of the Firm-Fixed-Price.

Q30. Will CSOSA provide the same participant counts and site availability in the option period as in the base period?

A30. Yes, CSOSA will provide the same participant counts and site availability in the option period as in the base period.

Q31. Is parking or dock space available for on- and off-loading training equipment, such as striking pads?

A31. Yes, a loading dock is located at the primary location of 800 N. Capital St, NW DC.

Q32. Is CSOSA parking available for two vehicles for all training events or should public parking be priced, which could vary depending on TBD training locations?

A32. CSOSA is not responsible for providing the contractor with parking.

Q33. What are the anticipated training locations, room types, room capacities, and flooring conditions?

A33. See answer to question Q8. 800 North Capital St., NW DC 20001 is the primary location .

Reference SOW Section B. The training room has carpeted flooring, capacity is 40 in classroom style, typical training room.

Q34. What CSOSA-furnished items will actually be available at each site, especially AV support, tables/chairs, mats, office supplies, copier support, and storage space?

A34. See Attachment A-3 SOW Section G.

Q35. May contractor equipment be staged overnight at the training site?

A35. No. Overnight staging is not permitted. Storage of equipment is acceptable.

Q36. Are building badges, background checks, escorts, drug testing, or any special facility-access requirements required for instructors?

A36. Yes, contractor personnel will be required to comply with standard CSOSA facility-access procedures, including visitor sign-in, temporary government-issued identification, and any required CSOSA visitor badging. Escorted access will be required in both public and may be non-public areas. Specific requirements will be confirmed at the post-award kickoff meeting.

Q37. Is any personnel security clearance required, or is the requirement limited to ordinary facility access and ID verification?

A37. See answer to question Q36.

Q38. Are there any restrictions on using contractor-owned laptops, tablets, or printers if CSOSA IT access proves unnecessary?

A38. Yes, contractor-owned laptops, tablets, and printers may be used to deliver training.

Contractor devices will not be connected to the CSOSA network.

Q39. Does CSOSA want a dedicated on-site medical standby capability beyond a documented medical response plan and first-aid controls?

A39. No, A dedicated on-site medical standby capability beyond the documented medical response plan, is not required. The Contractor shall maintain documented procedures for emergency activation of 911 and local EMS as part of the medical response plan. Reference SOW Section I.

Q40. Should local travel, parking, tolls, and site-shift costs within the DMV area be embedded in CLIN unit prices, or may they be invoiced separately if a training location changes on 48 hours’ notice?

A40. See answer to question Q9.

Q41. What invoicing cycle does CSOSA prefer for this FFP buy: monthly, by completed session, or by completed training cycle?

A41. The quoter will invoice monthly for any services provided in any given month. See Attachment A-4 added to this RFQ identifying CSOSA invoicing terms.

Q42. Does CSOSA require any agency-specific invoice template or acceptance documentation beyond normal COR validation?

A42. See the newly added RFQ Attachment A-4.

Q43. Will payments be made by direct ACH bank deposits to banking accounts identified in SAM.gov?

Q44. Are there any agency-specific clauses, local provisions, or instructions not visible in the uploaded package?

A44. See all changes and updates as a result of these questions and answers and the addition of Attachment A-4.

Q45. No DFARS clauses appear in the visible synopsis. Can CSOSA confirm that DFARS does not apply to this RFQ?

A45. No, the DFARS does not apply to this RFQ. CSOSA is a civilian federal government agency.

Q46. Are there any additional required forms besides Attachment A-1, Attachment A-2, FAR 52.212-3, and amendment acknowledgment?

A46. Please see Attachments listed in Section VI of this RFQ. Also, see answer to question Q18.

Q47. Does CSOSA intend to issue answers to technical questions and clarifications only by amendment on the SAM announcement, or by separate email as well?

A47. The answers to the technical questions and clarification will only be communicated via Amendment on SAM.gov. CSOSA will not answer by separate email.

Q48. Is there an incumbent contractor currently performing these services, and if so, will past performance information be made available?

A48. No single incumbent contractor is currently performing the full scope of services described in this SOW.

Q49. Can you provide an estimated period of performance, start date, including any option periods?

A49. The anticipated Period of Performance is a Base Year with one (1) Option Year with annual training delivered between October 1 – September 31 window each performance year.

Specific start dates will be established at award by the Contracting Officer.

Q50. What is the average number of students per class?

A50. See answer to question Q3.

Q51. Will the Government provide training facilities, equipment, and materials, or should these costs be included within the quote?

A51. See Attachment A-3 SOW Section G.

Q52. Are there any anticipated travel requirements associated with performance of this contract?

Q53. Could the Government clarify the evaluation criteria and relative importance of technical capability, past performance, and price?

A53. Please refer to page 7, Section II Evaluation Method and Basis for Award in the RFQ. That section specifically identifies the evaluation process for this RFQ.

NOTE: Past Performance is not a Non-priced Evaluation Factor in this RFQ.

Q54. Can the Government confirm whether this requirement is expected to remain an open-market acquisition or if a set-aside determination may be considered?

A54. This RFQ is an Open Market acquisition however it is a total small business set-aside.

Q60. The SOW references maintaining continuity with CSOSA’s established defensive tactics framework, Use of Force policy, and prior agency training. Will CSOSA provide access to applicable officer safety, de-escalation, defensive tactics, and OC guidance documents necessary to support curriculum alignment and continuity requirements?

A63. CSOSA will not be exposing the staff to live OC spray during trainings. Only inert OC Spray if applicable. Reference SOW Section C.

Q64. Please clarify whether CSOSA maintains established participant proficiency or pass/fail standards for defensive tactics, de-escalation, use-of-force decision-making, and Train-the- Trainer evaluation, or whether the Contractor is expected to provide the assessment methodology and minimum proficiency standards.

A66. CSOSA has delivered officer safety training in prior years through a combination of internal and contracted resources. The current requirement is designed to strengthen instructional consistency, scenario realism, T4T sustainability, and the integration of de-escalation, defensive tactics, OC decision-making, and critical incident response into a single progressive scenario-based program. There are no specific capability gaps, lessons learned, or performance areas from previous training provided to its officers that the Government would like to improve through this requirement.
