About this file

This is a Standard Form 30 amendment to solicitation 9594CS26Q0004 for Medically Managed Intensive Inpatient Withdrawal Management Services issued by the Court Services and Offender Supervision Agency (CSOSA). The amendment is effective February 18, 2026, and was issued on January 29, 2026.

The amendment addresses three questions received during the solicitation period and makes corresponding changes to the solicitation documents. In response to Question #1, CSOSA clarified that services must be provided at the level of care identified in Attachment J-1, section C.4.3.2, with no deviation from the specified level. In response to Question #2, the amendment revises Attachment J-1, section C.2.1, to add Charles County, Maryland to the service delivery area, which previously included only Montgomery and Prince George's counties in Maryland, in addition to the District of Columbia and specified Virginia counties. In response to Question #3, CSOSA confirmed that no in-person question and answer session will be held, and all requirements are contained in the posted solicitation documents and this amendment. The amendment also deletes and replaces section H.3 (Government Information) to clarify that all patient treatment files must be retained according to terms in Attachment J-1, Section C and section H.20 (Records Management). Additionally, the amendment updates the FAR clauses table in section I.2 with current clause versions and dates. The quote due date remains unchanged at February 23, 2026 at 5:00 PM Eastern Time. Offerors must acknowledge receipt of this amendment by providing a signed copy of the SF30 form with their submitted quote.

Solicitation 9594CS26Q0004 Amendment 0001

SF30 Block 14, Continued

a. This amendment provides responses to questions received regarding solicitation 9594CS26Q0004, Medically Managed Intensive Inpatient Withdrawal Management Services, and makes changes to the solicitation.

b. Responses to all questions received are as follows:

Question #1: Capital Region provides detox but at a LOC of 3.7; will 3.7 LOC be acceptable and meet the need for this RFP?

Response: Services are required to be provided at the level identified in solicitation Attachment J-1, section C.4.3.2.

Question #2: I noticed immediately that Charles Co. was not mentioned though Prince George Co. in Maryland was listed. CR is located in Waldorf which is in Charles Co. Not knowing the reason for Charles Co. not being listed, I would like to request that CR be allowed to apply since we already have a contract with CSOSA. Would this be possible?

Response: This amendment revises solicitation Attachment J-1, section C.2.1, to add Charles County.

Question #3: Will there be an opportunity to attend a Q&A with CSOSA about this PFR, or would it be possible for CR to pull together an meeting and invite you and/or others to discuss the PFR and possibilities of CR hosting a Detox LOC service line?

Response: The solicitation provided interested parties with an opportunity to ask questions.

There will be no in person Q&A for this RFQ. All information identifying CSOSA’s requirement is included in the posted solicitation documents and this Amendment 0001.

c. This amendment makes the following changes to the solicitation:
