a. This amendment provides responses to questions received regarding solicitation 9594CS25Q0078, FM:Systems Consultant, and makes changes to the solicitation.
b. Attachment 1 to this amendment provides responses to all questions received.
c. This amendment makes the following changes to the solicitation, Section C, Statement of Work:
(1) Section C.4.4, Project Manager, change to read as follows (changes in red font):
C.4.4 Project Manager. The Project Manager is responsible for the oversight and successful performance of all on-site consultations, technical support, and training to the CSOSA Office of Facilities, in addition to fulfilling the reporting and meeting requirements identified in Sections C.6 and C.7. All Project Manager responsibilities can be performed virtually.
(2) Section C.7, Ad Hoc Meeting Requirements, change to read as follows (changes in red font):
C.7 Ad Hoc Meeting Requirements. Either party may request a meeting with the other party on an ‘ad hoc’ basis to discuss urgent or compelling issues. All ad-hoc meetings will be held virtually.

Amendment 0001 – Response to Questions
Question #2: SOW section C.2, How long has CSOSA had FM:Systems software implemented?
Response: CSOSA has been using FM:Systems software since at least since 2020.
Question #3: SOW section C.2, What specific modules under what specific FMS product does the current licensing include?
Response: FMS Product: FMS Workplace. Modules are:
• Space Management
• Asset Management
• Strategic Planning
• Move Management
• Real Estate Portfolio
• Room Scheduling
• Hoteling
Question #4: SOW section C.4.1.2, How many total spaces are currently defined in the database/system within the campus?
Response: There are a total of 2,182 spaces in FMS distributed within 6 buildings.
Question #5: SOW section C.4.1.2, Is there a desire to update or upgrade from the current product and configuration to a new, SaaS or other IWMS system?
Response: No; there are no current plans to change the current product usage.
Question #6: SOW section C.4.1.2, If so, what is the desired migration timeline?
Response: Not applicable.
Question #7: SOW section C.4.1.2, Is the current system on premise?
Response: Yes; the current system is on premise.
Question #8: SOW section C.4.1.2, Is this scope for a local campus only or for national portfolio?
Response: Solicitation section F.2 states the following regarding where on-site services are to be performed:
F.2 Place of Performance. The Contractor will primarily perform the work under this purchase order at the CSOSA facility located at 800 North Capitol Street, NW, Washington, DC, 20002-4260. However, the Contractor may be required to perform work at other CSOSA facilities located within Washington, DC.
Question #9: SOW section C.4.1.3, How many currently curated reports are run in a month?
Quarter?
Response: Currently CSOA receives seven automated reports each week. Some months require additional reports to be run based on need.
Question #10: SOW section C.4.1.3, How many custom reports are requested and created in a year?
Amendment 0001 – Response to Questions
Response: The FM:Systems Consultant will be asked to create other reports not already created on an as needed basis. This effort may be required while providing on-site support or may be requested to be provided using the remaining hours that can be performed on-site or remotely as determined by the Contracting Officer’s Representative (COR). Historically, most of the reports we use are a run from an existing report query. However, there may be additional reports (maybe a dozen each year) that need to be created.
Question #11: SOW section C.4.2, How many new OF staff are expected in the coming Period of Performance?
Response: At this time, no new OF staff are expected.
Question #12: Is there a price ceiling for this procurement, and are you able to share that information?
Response: No, there is no price ceiling that can be shared for this procurement. The solicitation, Section B.5, includes Table 1 which identifies the specific hours to be performed by each of two labor categories. In addition, the Statement of Work provides the qualification/experience requirements for each labor category. The requirement is to provide Contractor personnel that meet the qualification requirements and to provide a fully burdened hourly rate for each labor category included in the solicitation.
Question #13: Once an award is made, what is the projected start date?
Response: It is anticipated this award will be made prior to the end of fiscal year 2025, i.e., September 30, 2025. Once award is made, if not already cleared, the personnel performing work on-site will need to complete the required security forms and be cleared by CSOSA’s Office of Security. Once cleared, the one day a month on site performance can begin.
Question #14: For the project manager role, is it required that they be on-site during the one 8-hour day?
Response: No; there is no requirement for the Project Manager to be on-site. See Amendment 0001 which adds language to solicitation section C.4.4 that all Project Manager duties can be performed virtually.
Question #15: Do you have a sense of the preferred days/times for when the FM:Systems consultant will need to be in-person, so we can ensure the proposed resource has that time consistently reserved? Additionally, is it a hard requirement that the consultant be physically on-site for this day? We’re asking because we’ve identified a highly qualified individual who is located about six hours away and would need to commute for that day. Understanding whether this is a fixed date each month would help us plan and ensure their availability.
Response: Solicitation section C.5.1.1 requires one 8-hour day to be performed on-site. This will be one Wednesday a month. The second 8-hour day, which is additional hours beyond the regularly scheduled work hours, will be performed per the requirements outlined in solicitation section C.5.1.2. As stated in solicitation section C.5.1.2, this day will be scheduled by the Contracting Officer’s Representative (COR) as needed and the day is to be performed on-site unless otherwise agreed to by the COR.
