QUESTION #1: Section C.1.1 – Wall painting: Prepping and Painting of approx. 3,543 sf of wall surfaces. The hallways, corridors and bathroom walls are currently covered in wallpaper.
Does the scope of work include the Contractor to remove the wallpaper as part of the prep work for the painting? Or will the wallpaper remain?
RESPONSE: Any wallpapered wall will not be part of the scope.
QUESTION #2: Section C.2.1.1.1 indicates the Contractor is to protect or temporarily remove 10 doors, and then section C.2.1.1.6 indicates Contractor is to prepare and paint 10 door frames. Question: Are the doors that are to be protected, or temporarily removed, to be painted as well, or are they to remain (and/or be re-installed) as-is and not painted?
RESPONSE: See changes to the SOW Sections C.2.1.1.1 and C.2.1.1.6. (10 doors and frames will be painted.)
QUESTION #3: Section C.2.1.2 – Color Specifications with further reference to Section C.2.5.2.2 and Section C.2.5.2.3 – These sections specify Contractor is to match existing color of the walls. Per number 1 above, for the walls that are currently covered in wallpaper, does the Government have a color spec?
RESPONSE: The wallpapered walls will not be part of the scope.
QUESTION #4: Section C.2.2.4 – Does the Government have a particular spec for the metal transition strips?
RESPONSE: No

Amendment 0001 - Attachment 1
QUESTION #10: Section H.1.2.4 states that we must provide proof of automobile liability insurance covering $1M per occurrence. Our business, Square and Lot, does not own any vehicles. Can this be omitted in our offer submission or is this a requirement regardless of vehicle ownership?
RESPONSE: All insurance requirements flow down to subcontractors. If the transport of materials, tools, equipment, etc. to the work site is being performed only by a subcontractor, then the statement in the quote needs to reflect that:
1. For the automobile insurance requirement, the insurance certificate will be provided within the required timeframe after award from the prime Contractor’s subcontractor that is performing this transportation;
2. The prime Contractor does not own or operate any company vehicles;
3. Any vehicles used in the day-to-day performance of the work by Prime Contractor personnel will only be via individually owned vehicles and these vehicles are not:
• Registered with the prime Contractor;
• Owned by the prime Contractor; or
• Insured by the prime Contractor.
QUESTION #11: Section C.4 Parking: Can we park in shopping center across the street?
RESPONSE: As stated in the solicitation section C.4, Parking, street parking is available. No other information regarding available parking areas can be provided. Also as stated in the solicitation section C.4, the Contractor is solely responsible for all parking fees and/or fines. It is incumbent upon the Contractor to determine parking arrangements/costs for this project.
QUESTION #12: Is it possible to bid on this project as we currently are as a painting/drywall/carpentry/etc. contractor or is this only for flooring contractors and 8A contractors?
RESPONSE: The NAICS code identified in the solicitation section B.3 does not need to be listed in the Contractor’s representations and certifications in SAM.gov. However, in order to ensure compliance with the total small business set-aside regulations for this acquisition, solicitation section L.6.1.6 has been added. Refer to this section for information required to be submitted with any quote if the NAICS code in section B.3 is not included in the prime Contractor’s representations and certifications.
QUESTION #13: Is there a cost estimate, budget or ballpark figure for the project listed? Is there an actual start date for the project?
RESPONSE: Solicitation section C.2.1.1 identifies the start date for the project. The award for this project will be made by September 30, 2024. Regarding a project budget, the work specified in section C provides adequate specificity for Contractors to provide firm-fixed price quote for this work.
QUESTION #14: I was wondering if you could kindly let us know if there’s an incumbent and what the value of the previously awarded contract was.
RESPONSE: The work identified in the solicitation is new. There is no incumbent.
