Questions from interested vendors:
1) What are the qualifications for the Group Facilitator?
Answer: The qualifications for the group facilitator can be either a Psychologist or Licensed Clinical Social Worker (See Section C.7.2 and C.7.3 of the RFQ).
2) Do the Psychologist and the LCSW have to both facilitate the groups at the same time?
Answer: No. either the Psychologist or LCSW can conduct a group. There are no groups that are conducted simultaneously.
3) Are there additional qualifications other than DBHDS licensing requirements?
Answer: See Section C.7.2 and C.7.3 for a list of requirements. That section of the SOW contains the details of the license requirements. There are no other requirements.
4) Virginia or DC Wage determination, please advise?
Answer: These services are required to be delivered in the District of Columbia (D.C.).
Therefore, the Wage determination that applies to the acquisition is D.C.
5) . I would like to clarify if our mental health clinicians could be licensed in another state to provide services for the Court Services and Offender Supervision Agency. The Solicitation states: "A full, current, and unrestricted license to practice clinical psychology or counseling psychology at the doctoral level in the District of Columbia, or a state, territory, or Commonwealth of the United States."
Answer: The clinician can be licensed in any state or territory of the United States.
6) Do you happen to know if there was an incumbent for this solicitation?
Answer: There is no incumbent for this requirement. The agency has not awarded a contract for these services in the past.
7) What was the contract number and value?
Answer: See the answer to question #6 above.
8) Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
Answer: There is no incumbent for this requirement. The agency has not awarded a contract for these services in the past. See the answer to question #6 above.
9) Can we use a LPC-R? *Licensed Professional Councilor in Residence.
Answer: No, these requires a Licensed Clinical Social Worker (LCSW) or Licensed Professional Counselor.

10) My business is in Texas but I’m looking to hire someone in D.C., can I still qualify?
Answer: The Government will not dictate where the contractor hires its employees, if they meet the requirements of the SOW. The contractor shall be aware of Section, C.10.1.4, “The contractor must have a local office within 50 miles of the Re-entry and Sanctions Center.” The Government will require the contractor to demonstrate that it meets Section C.10.1.4 upon contract award.
