Short/Long Term Residential and Long-Term Residential for Women with up to 2 Children (ages 0-5) 9594CS19Q0032 Amendment 0003

1. This Amendment 0003 is being issued to answer the following questions:

a. We have read Amendment 0001 for 9594CS19Q0032, and it did not seem to fully clarify the Case Manager/Counselor issue. We have the following question. -- RFQ Pages 30 and 31: Is it required that our staffing pattern include BOTH a Case Manager and a Counselor? This has not been the case in the past and it would increase our costs significantly. Currently we combine both of these functions in the Counselor position.

Answer: The Contractor is required to have both a Case Manager and a Counselor.

However, an appropriately qualified individual can fill both positions.

b. C.4.3.13.3.a. requires "three (3) hours per week minimum" of individual counseling in the short-term residential phase. The same requirement is also listed for long-term residential in C.4.3.14.3.a. Three hours per week is much more than we currently provide and will require more staff time (which will add to the daily rate). Currently our primary counselor sees each patient daily in primary group as well as minimally 1 hour of individual counseling/supervision weekly, so the primary counselor sees and works with each client for several hours each week. Would that suffice, or are three hours of individual counseling per week required?

Answer: The requirement for individual counseling is three (3) hours per week minimum.

2. There is no change to the date for submissions, which is June 22, 2019 between the hours of 9:00 AM local and 1:00 PM local Washington, DC time.
