Questions and Answers

1. Question: Does an agency have to apply for all CLINs or can the agency apply for just 0001, 0002, 0003 and 0004?

Answer: Quoters may submit quotes for one (1) or more CLINs.

2. Question: In section C.5.7.3, which is titled Case Manager and C.5.7.3.1 Duties describes the duties of a Case Manager not a Counselor, however C.5.7.3.2 Qualifications subsection (b) describes the qualifications of a counselor. Is this position for a Case Manager or a Counselor?

Answer: The reference to Counselor was a mistake and has been corrected in Amendment 0001.

3. Question: If the Case Manager is only providing case management services (linkages to mental health and medical providers, referrals for housing/vocational services and entitlements), are they still required to have a Master's Degree?

Answer: Yes

4. Question: Is the agency required to have a CACI or CACII because the solicitation does not address this under staff required and a CACI or CACII is required for certain documentation and facilitation of certain groups?

Answer: See Amendment 0001 to the Solicitation which adds the Counselor labor category. The Counselor is required to have a CAC-II certification.

5. Question: C.5.7.3.2 (b) The word counselor is used in this paragraph. Would CSOSA accept a position titled counselor as long as they meet the qualifications defined therein? This appears to be a semantic problem.

Answer: See the Answer to Question 2. Whether the Contractor calls the individual performing this function a Case Manager or a Counselor is irrelevant so long as the individual meets the qualifications stated in the statement of work for the Case Manager labor category.
