Subject: Request for Proposal (RFP) # 959006-22-R-0009 – Amendment #01. DEIA consulting services for the Morris K. Udall and Stewart L. Udall Foundation in Tucson, Arizona

The following answers are provided in response to all questions received by the Government prior to the cutoff for question submission, in response to RFP #959006-22-R-0009. The PWS has been revised in response to the questions received, see B08_Attachment 1 - Performance Work Statement_Revised 08/30/22.

Question #1: Reference Section 9.2: Please clarify if the period of performance in one year or 8 months (i.e., estimated 26 September 2022 through 25 June 2023)?

Answer #1: The period of performance for the base tasks is 9 months, estimated to begin 26 September 2022 and end 25 June 2023. The PWS has been updated to illustrate this correction.

Question #2: Reference Section 11.1: Can we provide resumes of key personnel? If so, can they be outside of the 10-page Technical Approach Section?

Answer #2: Resumes submitted within the Technical Approach section shall be considered as an attachment to the Technical Approach and will not be counted as part of the 10-page limit for this volume. All resumes shall be redacted of all personally identifiable information, in accordance with the proposal instructions in the Request for Proposal.

Question #3: Reference Section 11.2 (a): The RFP states; "Documented experience with leading a DEIA assessment "or "equivalent equity audit for a Federal agency." Can you clarify if documented experience leading a DEIA assessment at the State and local level will qualify?

Answer #3: Based upon the specific requirements for federal agencies regarding the implementation of DEIA policies and procedures, the assessment and other investigative/audit actions must be at the federal level.

Question #4: PWS, Page 6, Section 9.2 Period of Performance: “The period of performance will be 12 months from date of contract award (estimated 26 September 2022 through 25 June 2023).” Can you please confirm that the anticipated dates of the PoP are correct? Can you please clarify whether the PoP is anticipated to be 9 months and not 12 months?

Answer #4: The period of performance for the base tasks is 9 months, estimated to begin 26 September 2022 and end 25 June 2023. The PWS has been updated to illustrate this correction.

Question #5: Does the Udall Foundation have a ceiling for the overall total contract value for this project? Would you be able to share what your anticipated budget is for this work?

Answer #5: A government estimate was developed for this requirement; however, the Government cannot share this information. The awarded amount of the contract will be the total contract value for this requirement.

Question #6: Can you confirm whether this is a recompete of an ongoing project or if this is a new requirement? Is there an incumbent performing DEIA consulting services at the Udall Foundation?

Answer #6: This is a new requirement. There is no incumbent.

The proposal due date has been extended and is due via e-mail no later than Monday, 19 September 2022, by 2:00 p.m. AZ time. Note: Arizona remains on Mountain Standard Time (MST) throughout the year.
