RFP 95476724C0010 WAN Q&A
RFP Reference Offeror QUESTIONS USHMM RESPONSES
C.1.2.2, C.3.1.1
Will the Museum please provide the exact street address for the 2 x 10 Gbps point-to-point connection to the Megaport connection at the Equinix data center? If there is a specific floor or room number? If so, please provide that detail as well.
Megaport (USA) Inc

Are the Mega ports same address? Also please provide the cage number. See above
C.1.2.2
During the walk-through there were a number of circuits identfied that were not on the solicitation. Ie: Point-to-Point to DOI, 10GBx2 DIA at Equinix.
Will these need to be added? Please confirm the total current quantity, bandwidth, and addresses of Internet circuits and point-to-points.
Circuits which are listed in the RFP are those to be priced out. Others may have been discussed but are not in scope.
C.3
To increase network availabilty and business continuity would USHMM be open to a redundant circuit architecure with an SD-WAN mesh that provides multiple layers of fualt tolerance, self-healing, point to point WAN emulation, and cost reduction? This archituture could benefit USHMM in the future as an on-ramp to add services like cloud, VOIP/IPT, Internet, and firewall.
Yes
C.3.1.1
If the quanity of the current circuits is changed (referece to question C.
1.2.2). Will this be considered in the minumum technical requirements for the new WAN solution.
Quanity will not change; Offeror may propose redundancy
C.3.1.3 Does the contractors hardware need to be TAA compliant? Yes
C3.2.3
With the global exhaustion of IPv4 address space a full contiguous class c address block may not be available. Would USHMM consider a smaller public IPv4 address block, or IPv4 address blocks, using IPv6, and/or include NAT/PAT? This approach will allow more responses and lower priced solution.
The Museum prefers a contiguous class C
C.3.5 Does the offerers solution need to include security hardware or will USHMM be reusing any existing firewalls or GFE? USHMM will be responsible for the firewalls
Are there any USHMM preferred contract vehicles or can the USHMM procure services as a purchase order? GSA Schedule, NASA SEWP, NITAAC, etc
Is there any fiber transport infrastructure between Ross and the Museum and if so, is it owned by USHMM? Yes and yes
Can you please provide a list of current fiber providers in each building? Fiberlight, Verizon, Comcast, Zayo, Lumen (Museum) Verizon (Ross), Verizon, Fiberlight Comcast, might be others (Portals), Verizon, Comcast, Zayo (Shapell)
In additional to fiber WAN access, and a diverse path for redundancy and fault tolerance, will point to point fixed-wireless access (via microwave or millimeter) be considered?
Yes, this could be proposed and would be considered
Can USHMM approve roof access and if not, what are the restrictions and process to get approval?
Yes for the Museum and Ross; Roof access for Portals would be worked by USHMM through the building owner
Are there available entry points from the roof to the interior of the building, as well as a known path from the roof to the USHMM datacenter at each property?
Yes
Would there be a benefit to have one of the Megaport connections originate from Shappell and the other from the Museum?
It would be considered but not required. It would require several new security devices which the Museum does not currently own.
Given the requirement for separate "Contractor-provided endpoint devices" may we assume redundant utility power to feed these devices (UPS protection notwithstanding) on USHMM properties?
Yes
What are the key performance indicators (KPIs) that USHMM will use to evaluate a bidder’s solution? Refer to RFP 95476724R0010 Section M pages 28 - 30
Does the USMHH have 100 G capacity today? Not at this time
Do you have 100G Interfaces today to support upgrading from 10Gbps to 100Gbps? Not at this time
Are the “2 x” (10G, 1G, etc) needing to be delivered by diverse carriers, or will last mile diversity suffice if we are able to deliver it? It could be either
If a carrier cannot provide a full line rate 10G point to point, will they accept, 2 or 5G? No, the Museum aggregates the two 10G connections
If the carrier runs a protocol on all 10G and greater EPP links to ensure traffic is routed and delivered as efficiently over their network as possible-will USHMM have any issue with our doing so?
The Offeror may propose but would have to go through an internal secuirty review as part of the selection process.
What is your expectation for service delivery timings for the circuits? Given the bandwidth requirements, augmentation of partner vendor networks and equipment may be needed-will they be willing to sign an install SLA waiver and wait anywhere between 6-12 months or possibly longer in some cases we’re seeing with these kinds of network overhauls needed to deliver full 10G?
Expectation is based on the RFP which specifies 120 days; anything beyond that would require additional explanation for consideration.
Should the network equipment be capable of scaling to 100G of threat protection or just throughput? Throughput
What would be the timeline of potential migration to 100G 3-5 years
Do you want the network equipment deployed in a HA availability setup? Yes
We are seeing one of our vendors for the secondary 10G DIA, and EPP circuit at the Museum as ‘near-net’ which may entail some special construction costs to deliver, which can only be determined after an order is executed and a site survey is performed post sale-will that be acceptable?
All costs will need to factored into the proposal. If there is an overwhelming request from all Offerors, a second walk-through could be conducted before proposals are due.
Network Configuration – will USHMM be deploying Highly Available (HA) dual devices, license etc.… at each site. Yes
For the sites across the street from each other (the 1 Gig connection) is the traffic considered mission critical? We could look at a fiber connection or wireless dish between each site, otherwise we can still quote a circuit. Is the connection for strictly voice, do they have hosted VoIP or a phone system?
Yes. The circuit is for data and eventually VoIP. Today, there is a traditional phone switch outside of this connectivity.
Do they want ongoing management or co-managed solution? Do they deploy their own monitoring tools or want someone to monitor for them?
The Offeror will manage the circuits with the Museum augmenting that montoring.
Vendor will be responsible for notifying the Museum if there are issues.
How important is visibility to them (dashboards etc.….) Fairly important
For diversity, is the idea to have a point to point with Internet failover This can be proposed
Does USHMM intend to upgrade any of their physical infrastructure with this contract? No
L.04, L.05
L.04 establishes the date of October 25, 2023, for Site Surveys (Shapell & DC Campus). L.05 states that USHMM has scheduled site visit(s) for the week of Oct 23, 2023, limited to up to two (2) representatives from each Potential Offeror. Is it the government's intent to allow up to two (2) representatives at each of the sites named in L.04, or is it the Museum's intent to limit representatives to two (2) in total, covering both sites?
RFP orignally was a dual site visit, we determined that DC Campus provided the most physical attributes for this project. The USHMM would consider the site visit to Shapell if there is an overwhelming need presented by the majority of the Offerors.
L.07.3.3
Does the Museum require the Detailed Performance Schedule in an application (.mpp or similar) format or are offerors free to submit the Detailed Performance Schedule in graphic and narrative form?
Offerors shall submit in graphic and narrative form.
SF 1449, L.03.2, L.08.1
This section states "USHMM reserves the right to split the requirement and award contracts to more than one Offeror for certain connectivity services."
L.08.1 requires Fully itemized as fully-loaded, firm, fixed price billables in a manner appropriate to Offeror's proposed solution as part of the Business Proposal. Is it the Museum's expectation that Blocks 19-24 of the SF1449 also contain itemized fully-loaded, firm, fixed prices or bundled service as Item 0001 as well?
No, Offeror's please include pricing in the business proposal only.
L.08.1 Does the requested fully itemized as fully-loaded, firm fixed price Billables include taxes, fees and surcharges? Yes, please be mindful that the USHMM is a Federal entity and holds tax-exempt status.
Will the USHMM accept CKT's as soon as possible with objective of 4 months or less with a maximum of o 6 months?
Expectation is based on the RFP which specifies 120 days; anything beyond that would require additional explanation for consideration.
Is it possible to extend the option years to 7 years? Or more than the 4 years stated in the RFP?
Offeror shall propose additional option years, the USHMM will review this consideration during the evaluation stage and determine if it is best value to the Museum.
Does USHMM plan to work directly with the carrier(s) or would you consider working with a HUBZone firm as the single Point of Contact for issues?
This is a full open competition, it is not a small business set aside. We will evaluate on best value to the Musuem.
What is the end date of the current WAN contract? It ends 3/31/2024.
Is this considered a Government contract and are there requirements to be an approved vendor to participate in the RFP? This is a Federal procurement, registration in SAM.gov is required.
Does USHMM have to meet any small business goals? The USHMM is in the process of evaluating our small business goals, however nothing is in place at this time.
