Q&A # RFP Par. Question USHMM Response

1 B.1.2 Supplies and Services

States “Support a transition of services from the incumbent.” Will the Government please clarify if our pricing needs to support a transitional period? If so, how long is the transition?

USHMM does not intend to extend FOH's support services beyond September 30.

As such, there will be no transitional period.

2 B.1.2 & C.1.3 Are current medical staff GS employees or contract employees. Will contractor have the ability to hire incumbent staff?

The current staff are contract employees with whom the Museum does not have contractual privity. As far as the Museum knows, FOH has to date contracted with a company called Spectrum.

3 C.1.3 Who is currently providing the onsite health unit services? FOH via interagency agreement.

4 C.1.3 Please provide the current interagency agreements.

FOH to date has only supported federal staff, therefore this information is not relevant to the present requirement, the scope of which exceeds the support provided through the interagency agreement and which precipitated this solicitation.

5 C.2.1 General

We didn’t see a document that outlines the required staffing categories and head count for each category. This information is needed in order for us to be able to submit a fixed price proposal. Will this document be provided?

This information is irrelevant to the published managed services requirement.

Offerors should propose a best value solution that fulfills the minimum service requirements described in the RFP.

6 C.2.1 General Can government provide historical census of procedures performed, # of population served, historical average number of visits per day/year. Museum does not have access to this information.

7 C.2.1 General We would also like to request a utilization reports from 2019 (pre-covid) and 2022, as well as the total number of employees that USHMM has.

Museum does not have access to this information.

8 C.2.1. General

States “Contractor shall maintain the Health Unit with staffing, equipment, and medical supplies (including on-hand inventory of needed vaccines and prescription and over the counter pharmaceuticals) sufficient to meet the emergency services needs of the general public and Museum’s occupational health needs for staff and designated personnel.” Please provide a comprehensive list of all equipment, medical supplies, vaccines, prescriptions, and OTC pharmaceuticals the contractor is responsible for providing.

This is a managed services requirement. Per par. C.2, " Offeror shall provide all services and work product related to performance of the tasks described below and as otherwise described in paragraphs B.1 (“Supplies and Services”) and Exhibit I (Performance Work Statement) herein." Please note that Offerors' completed Performance Requirements and Quality Assurance Surveillance Plan Matrix (RFP Exhibit I), in conjunction with the services described in the RFP shall comprise the performance work statement for purposes of contract administration post-award.

9 C.2.1 General Please provide a list of medical equipment that is currently in use at the onsite clinic

USHMM will provide standard office furniture and infrastructure (e.g., phone, internet, electricity), but is not providing any medical equipment as government furnished property.

10 C.2.1 General States “Contractor shall maintain the Health Unit with staffing...”

Please provide the current staffing model and scheduling.

Understanding that this information is likely irrelevant to the published managed services requirement, FOH currently provides USHMM with a (1) registered nurse 7 days a week, 8 hours each day.

11 C.2.1 General Does USHMM have a list of anticipated medical supplies and equipment needed, or will this be determined and compiled by the awarded vendor?

This should be determined and compiled by Offerors in a competitive manner capable of fully supporting Museum's managed services requirement. Consistent with RFP par. L.06.1.2(4), Offerors are expected to complete and submit Exhibit I (Performance Requirements and Quality Assurance Surveillance Plan Matrix) in a manner commensurate with their proposed solution as a component of their Technical Proposal.

12 C.2.1 General What is the anticipated patient volume per day? Currently 1 or 2 patients per day, which is anticipated to increase to about 8 to 10 per day at contract start.

13 C.2.1 General What are the top 5 conditions for which people are seen? Trips, falls, nausea, dizziness, and chest pains

954795476723R3500 Health Unit Services RFP Q&A723R3500 Health Unit Services Q&A page 2 of 6

14 C.2.1 General Are the patrons of the museum charged for medical care and if yes, how? This is a Museum-provided service. Patrons and staff are not charged.

15 C.2.1 General What are the top 5 supplies ordered? Over-the-counter drugs (first aid), bandages, dressings, ice packs, and antiseptics

C.2.1.1.

Operating Hours

States “Operating Hours shall be continuous from 9:45am to 5:45pm, ET (until 6:45pm during extended hours)…” Will the Government please explain what “extended hours” are and, historically, when/how often they occur?

Extended hours occur during the Museum's busy season, April through August, Monday through Friday, 1 additional hour each day. This usually lasts 16 to 20 weeks.

17 C.2.1.2 Can you provide the approximate square footage of the clinic space? Rooms 145 and 146 total approximately 250 sq. ft. Each are roughly 10' x 10'. They are connected by a hallway and include access to a bathroom.

C.2.2 Emergency Services

Please provide historical data/utilization/costs related to all care associated with emergency services at the clinic. Museum does not have access to this information.

C.2.2.2 Emergency Services

Number of times EMS is called per month to transfer a patient to a hospital? EMS is called about once a week.

C.2.2.2 Emergency Services

Is there a preferred provider network and hospital that you are currently using if specialty services are needed? No

21 C.2.2.5 Is contractor required to maintain and purchase replacement AED units when needed?

No. This will be government furnished property. Museum currently maintains and Contractor shall be responsible for monthly review of six (6) AED units at the Museum and two (2) at the Ross administrative building

C.2.3 Occupational Health Care Services

Can you provide the total number of employees including contractors, interns, fellow, and volunteers in your building?

This number is not consistent, however about 200 are assigned to the Museum complex. Some portion of those work remotely.

C.2.3 Occupational Health Care Services

Does the current clinic offer Occupation Health Care? If yes, what services do employees use from the clinic (i.e., annual surveillance exams vs. sick call)?

The current clinic does not offer regular exams and is used for staff that feel ill or need minor medical assistance. Museum has historically offered yearly flu vaccines and on occasion shots required for staff traveling for the Museum. Offerors should propose a best value solution that fulfills the minimum service requirements described in the RFP.

24 C.2.3.02 What are the primary destinations of foreign travel for employees? USHMM staff travels worldwide, predominantly to Europe but also to regions that include the Sudan, Myamnar, and other locations of relevance.

C.2.3.05[l] Occupational Health Care Services

Will onsite X-rays be required? Although fulfillment of x-ray services may be required on an ad hoc basis, this need will not be supported onsite.

26 C.2.3.03 & C.2.3.06

How often would you like health screenings- is this something that the museum would like available all the time or in a health fair type format?

The majority of screenings have taken place during the Museum's annual health fair. The Museum would like to resume its flu vaccine clinic, but this needn't be operated during the hours the Museum building is open to the public.

27 C.2.3.12 Respirator Medical Clearance Program- Does this include Respirator Fit testing? Yes, for about a dozen staff.

28 C.2.3.13 Please define “Management” of Lactation Room. What would you like the management to consist of?

We currently have 2 rooms defined for this purpose on the Museum complex.

Contractor should spot check these rooms once a week.

C.2.4.3 Operational Constraints

Can USHMM confirm the awarded vendor will be expected to identify and implement an EHR system? Yes, the vendor is expected to identify and implement an EHR system.

C.2.4.3 Operational Constraints

Does the clinic currently use the EHR, if yes please provide the name? FOH uses an EHR, the name of which Museum is not privy to.

C.2.4.3 Operational Constraints

How are the records currently stored? Museum does not have access to this information.

32 C.2.4.4 Is the USHMM clinic considered to be under the federal rules and regulations? Yes

C.2.4.6 Operational Constraints

Do the services require someone with a current and active DEA license?

As stated, Contractor shall be responsible for complying with all state and federal health and safety regulations.

C.2.4.6 Operational Constraints

Please provide a comprehensive list of all required health care facility licenses, permits, and certifications required for this opportunity.

As stated, Contractor shall be responsible for complying with all state and federal health and safety regulations.

35 E.3 Quality Control

The intent of this section is, in part, "to assure... the security force [is] managed productively." What do you mean by this?

This is an artifact of an unrelated solicitation. The term "health staff" should be substituted here for "security force."

36 F.1.1 Period of Performance

States “Contractor shall be ready and begin to perform as of October 1, 2023; the base year period of performance of this Contract shall be from Contract award through December 31, 2024.” The base period of performance appears to be 14 months long. Please confirm the period October 1, 2023 through December 31, 2023 is the “transition period” and should be included as part of our firm fixed price for the base period. Additionally, should offerors propose a 14-month payment schedule for the base period, or 12-month payment schedule?

Museum has requested an extended base year for the convenience of retaining annual renewals that are not synchronized to its fiscal year. This has nothing to do with any transition requirement.

F.2.3 Minimum Performance Standards

States that no contract employees may park on the USHMM property.

If someone needs to drive, where is parking allowed and is there associated cost(s)?

Parking off site is the responsibility of the Contractor. The Museum does offer a parking space on weekends for the Health Unit unless the spaces are limited due to construction or large special events.

38 H.2 Travel and Expense

States “Consistent with the support services defined in the RFP, the Contractor must have local support available on-site within 1 (one) working hour. No travel or expense cost will be separately reimbursed.” Will the Government please define what is meant by “local support”?

Contractor must be able to provide any and all contracted services which cannot be immediately fulfilled onsite via transport or other support within one (1) working hour of the request.

39 I - FAR

52.245-1 Who is responsible for internet, phone, and utilities? The Museum is responsible for internet, phone, and utilities, and will also make a

Museum-secured laptop available for Contractor's use.

40 I - FAR

52.245-1 Is contractor charged rent or are facilities included? No. Museum will not charge rent for the use of its facilities.

41 I - FAR

52.245-1

Is there a government furnished equipment list or inventory of equipment / furnishing that will be transferred to the awardee?

Museum will provide only standard office furniture, facilities access, and basic infrastructure (e.g., those available to Rooms 145-6). Contractor shall be responsible for all medical supplies, staffing, and equipment.

L.06.2.1(6) Description of work performed and location

This section makes reference to "armed and unarmed officers."

Please clarify.

This is an artifact of an unrelated solicitation. The term "health staff" should be substituted here for "armed and unarmed officers."

L.06.2.2 Chronological Performance History

This section makes reference to "armed and unarmed officers."

Please clarify.

This is an artifact of an unrelated solicitation. The term "health staff" should be substituted here for "armed and unarmed officers." Likewise, the term "security staffing"

44 L.06.3.4 & L.11 Is this solicitation full and open / unrestricted? Yes

45 L.07.1 Price Does contractor have the ability to bill insurance for services rendered or should all costs be included in FFP proposal? All costs should be included in FFP Proposal.

46 L.07.1 Price Is there a pricing template that you would like the bidders to fill out and submit as part of the business proposal?

No, as stated, Contractors should submit firm, fixed pricing in the manner appropriate to their proposed solution(s).

47 L.07.1 Price Please confirm the Quality Control Monitor can be the contractor-designated project/program manager.

This is theoretically acceptable. USHMM has no opinion or preference with regard to this.

48 L.07.1 Price Will the Government please provide the annual and/or 5-year budget for this requirement?

The Museum has set aside adequate funds to support this requirement and is seeking a best value managed services proposal for a solution. Offerors should bid in a manner commensurate with their expertise to competitively fulfill the Museum's requirements with a total five year cost in a value between $2M to $3M

49 L.07.1 Price How should vendors propose pricing for anticipated medical supplies and equipment? Would USHMM like to see an itemized breakdown for proposed equipment and supplies?

No, except to the extent relevant to explain and justify any caps on Offerors' firm, fixed price solution for managed services.

50 L.07.1 Price

States “Offerors shall submit fully burdened hourly rates for all relevant labor categories against which the cost of anticipated optional services may be estimated.” Will the Government please clarify what optional services they are referring to?

This is up to each Offerors' discretion.

L.07.6 Availability for On-Site Presentation / Interviews

May we reach out via phone call to discuss and/or arrange to visit the facility? Can we tour the current clinic space?

The Museum is not hosting site visits for this requirement. The rooms described in the solicitation are of standard construction. The dimensions of the current health unit space are 12' 10" x 28' 6" totaling 368.43 sq. ft. The treatment area is 12' 10" x 12' 10". See attached schematic for further details.

52 M.2.2.1 This section indicates that one evaluation factor shall be "longevity, including a minimum of 5 years experience performing security staffing." Does experience providing health services qualify?

Yes
