RFP 95476723R3000 Q&A

Q&A # RFQ Secon / Sub Secon Page # Item Queson Answer also changed to replace

1 A 1 SF33

Security Services 954... opens with "Secon B (cont'd). Could you please confirm if “Secon A” is considered the Standard Form 33? If not, could you please provide or advise which document is considered “Secon A.”

Yes, the SF33 is Secon A

2 B.2.2 2 Please confirm that, pursuant to Secon B.2.2, offerors are to apply an escalaon factor to all labor categories, including security officers.

B.2.2 does not dictate pricing approaches. It establishes a cap on what increases are allowable.

B.4. C.2.3.13, C.5.2.2, C.6.3.1, E.3, F.2.0.4, and

G.2.2

Mulple

Using B.4 as an example: “B.4 DOCUMENTATION REQUIRED BEFORE CONTRACT START-UP. Contractor shall support a transion of services from the incumbent/predecessor Contract, by subming the following to the COR within 30 days of Contract start-up:”

We are unsure of the use of "within 30 days of Contract start-up."

Usual pracce of this phrase signifies the days following the event, not in this instance prior to the event. The references listed have similar concerns. Would the Government please clarify when the documents or services are required?

The term ancipates a 60 day window around Contract start-up. If Contract start-up is October 1, transion requirements must be fulfilled by October 31. Award subject to availability of funds may permit such efforts to get underway as early as September 1, however.

4 B.4 & L.08.1.3 3 & 50

Please confirm if it is USHMM’s intent to provide successful Contractor with a 30-day transion period, or if USHMM ancipates a longer transion period (ie. 60 or 90 days).

As described in par. B.4, USHMM requires a seamless transion of performance at Contract start-up, and intends to make an award sufficiently in advance subject to availability of funds to permit the preparaon essenal to success, as described in this secon.

5 B.4.2 3 Documentaon Required Before Contract Start-Up Please confirm that Contractor will be able to store all firearms in a safe, in Contractor-designated Office Space. Yes, in a Contractor-provided safe.

6 C.1 3 Background What challenge(s) is USHMM currently experiencing with regards to the current security program?

Maintaining full Low and High Season staffing of a technically proficient and professionally responsive security officer/protecon services force is USHMM's biggest contract challenge.

7 C.1.3 4 "Access to the site by vehicle traffic..." Please confirm that contractor-provided vehicles are not a requirement of the contract. No contractor-provided vehicles are needed or requested.

8 C.1.3 4 "Access to the site by vehicle traffic..."

Since Contractor personnel are unable to park on USHMM property, is USHMM able to provide a summary of other parking opons that are available?

This informaon lies outside of USHMM's area of experse and is readily available to the public.

9 C.2.2 4 Temporary Addional Services (TAS)

This paragraph states, in part, "The COR will normally provide a minimum of 24 hours’ noce of increased staffing; however, as few as four (4) hours' noce may be given in case of exigent circumstances as such are communicated in wring to Contractor by the COR no later than 24 hours of the inial noce." Does this mean that, during exigent circumstances, the inial direcve to provide Temporary Addional Services may be verbal, and that a wrien direcve will follow within 24 hours thereaer?

Yes. Please note that this paragraph is "as few as four (4) hours'" with "shorter." That sentence should now read, "The COR will normally provide a minimum of 24 hours’ noce of increased staffing; however, shorter noce may be given in case of exigent circumstances as such are communicated in wring to Contractor by the COR no later than 24 hours of the inial noce." (The insert will not be underscored in the actual contract.)

10 C.2.3.07 5 Ulity Systems Please provide addional details regarding this scope of work and a few examples of what “perform minor operaons” may include.

This would be extremely limited and may include incidents such as the reporng of electrical outages or water leaks. In an extreme case, it could include turning off the water via the main shut-off valve if this became necessary and no engineer was available.

11 C.2.3.09 5 Medical Emergency NOTE: update/correcon of RFP clause language The last sentence is hereby changed to read, "This may entail heavy liing." (Deleon not noted; the insert will not be underscored in the actual contract.)

12 C.2.3.12(1) 6 Incident reports Can you share what the name is of the internal database program is for subming incident reports? Does this security program require a separate guard patrol system to be put in place?

The name of the database is "Resolver." No separate guard patrol system is required.

13 C.3.01 7 Quality Control Monitors Is the Quality Control Monitor considered an overhead posion or will a separate billable line item be established to bill for this posion? It is considered an overhead posion.

Documentaon Required Before Contract Start-Up & Phase-

Q&A # RFQ Secon / Sub Secon Page # Item Queson Answer

14 C.3.01 & L.09.01 7 Quality Control Monitors, Labor Categories and Rates

There are no hours for QC Monitors on the pricing schedule and the laer paragraph states that USHMM prefers to treat Quality Control Monitors’ performance as a funcon of Contractor overhead. What is the number of hours that the government has determined as adequate for the category of labor?

This is le to Offerors' discreon within a best value compeve context.

C.3.06, 3.07 and C.3.08 8 Armed Officers, Unarmed Officers and Console Operators

Secon C.3.07 states that there are currently no unarmed officers, but such posions may be instuted in the future. Console Operators are not designated as armed or unarmed. Are Console Operators armed or unarmed?

All officers on post are armed.

16 C.5.3.2 11 Uniform Items and Quanes Please confirm what the desired “uniform/look” for the Project Manager is.

See C.5.3.7: " Contractor is responsible for assuring that all employees maintain a professional, office-appropriate appearance in accordance with generally-accepted standards of the community and the specific requirements of the Contract." (Emphasis added)

17 C.5.4.1 14 Firearms and Ammunion/Standard Issue Is there a specific brand of weapon that is needed for this program? No specific brand is required, only that the weapon be a 9mm semi-automac.

18 C.5.4.2 14 Storage & Handling Is the safe GFE or Contractor purchased and controlled? The safe is Contractor purchased and controlled.

19 C.5.4.2(5) 14 Storage & Handling NOTE: update/correcon of RFP clause language The first sentence shall now read, "All firearms and ammunion shall be accounted for at each shi change."

(The insert will not be underscored in the actual contract.)

20 C.5.5 15 Body Armor Can you provide examples of when officers would be required to wear body armor?

As stated in C.5.5, " USHMM reserves the right to determine, in the absence of the Contractor deciding, that the wearing of the body armor is mandatory while performing producve hours. USHMM also reserves the right to make the wearing of body armor mandatory during periods of heightened security or specific threat."

USHMM prefers to make such determinaons as circumstances dictate, rather than in the context of a hypothecal.

21 C.5.6.3 15 Supplementary Equipment So that an offeror may capture the appropriate quanes of radio equipment accessories in their pricing, can you please provide the number of radios that will be provided to the awardee?

80 Radios will be provided.

22 C.5.6.4 16 Working Surveillance Kit Please advise if USHMM has any addional requirements / specs regarding the “working surveillance kit.”

The kit is a PMLN8342A, 2 wire surveillance kit with a loud audio translucent tube.

23 C.6.2.2 16 USHMM-Provided Training Will any training provided pursuant to Secon C.6.2.2 be considered billable as a separate line item?

The specialized console training referenced in this secon is currently performed as two days of on the job training, with an addional day added as needed. As such, it is not separately billable.

24 C.6.2.5 17 USHMM-Provided Training Will an offeror be reimbursed for all costs associated with training hours provided to an employee (i.e. payroll taxes and insurances) or will reimbursement be limited to only to wages?

All reimbursable training is billable against the relevant blended rate.

25 C.6.3 17 Contractor-Provided Training Is USHMM able to provide a breakdown of how many hours by Post the current contractor is providing? See Exhibit 7 (Esmated Staffing Requirements)

26 C.6.3.2 17 Contractor-Provided Training Please advise if the 12 hours of Supervisor Training is billable back to USHMM. Yes, this training is billable back to USHMM.

27 C.6.3.3 17 Contractor-Provided Training Please confirm if there is a specific number of required hours for Baton Training

Training must be conducted by a cerfied baton instructor, meeng the me requirements set for carriage cerficaon.

28 C.6.3.5 18 Contractor-Provided Training Please advise if the 12 hours of Museum Scenario Training is billable back to USHMM. Yes, this training is billable back to USHMM.

Q&A # RFQ Secon / Sub Secon Page # Item Queson Answer

29 C.6.3.6 18 Advanced Training Is there a minimum number of advanced hours of training to be provided to all employees pursuant to Secon C.6.3.6 of the solicitaon? Is there a specified frequency for this training to occur?

There is no minimum number of hours applicable to the force as a whole; sasfactory compleon of required training remains a prerequisite for each officer to beginning producve (billable) hours. This training should be reviewed as necessary during roll call briefings or incorporated as a scenario training topic.

30 E.3 20 Quality Control Please confirm if there are any ancipated contractual SLAs/KPIs with financial penales that the Contractor should be aware of.

See Exhibit 3 (Contract Adjustment Table). Offerors are welcome to propose addional SLAs/KPIs, which may but need not include penales and incenves as part of the Quality Control Program (QCP) described in the RFP.

31 F.2.03 21 "Contractor may use a combinaon of..." What is the incumbent contractor’s current workforce combinaon (as a percentage) of full-me and part-me posions? All members of the current workforce are full-me.

32 F.2.04 22 "As stated throughout this Contract..."

USHMM here requires that "… To ensure mely availability of qualified replacement SPOs, Contractor shall retain a minimum of six (6) replacement/alternate employees, capable of filling officer, field supervisor, and shi supervisor posions, who meet or exceed the minimum qualificaons stated herein, who have cleared the USHMM background check process required hereunder, and whom USHMM has approved for work as a Contract employee. Contractor shall also submit a detailed, wrien plan to the COR within thirty (30) days of Contract start-up on how Contractor will fill open posts within one (1) hour of vacancy."

Are the hours for these “retained” personnel considered producve and therefore billable against the appropriate CLINs?

No, these hours are not considered producve or billable.

33 F.2.06.3(1) 23 "TAS" How many hours of temporary addional services were requested in the last year?

The TAS hours for FY22 were: Museum (40), Console (1741), Shapell (395). FY23 TAS hours through the end of April are as follows: Museum (87) Console (2064), Shapell (4). Each of these reflect Covid-related adjustments in the Control Center causing TAS hours to be higher than normal. Neither are indicave of normal operaons.

34 F.2.07 (2) 23 Breaks

The solicitaon states that contractors must provide a replacement officer for each employee during relief periods. Is the me spent by the contractor providing officer relief (including travel me to and from the post site) considered producve hours (billable) or does the government consider them as contractor overhead?

Contract employees are not permied to leave the work site during work hours. As such all travel between posts, including relief posts, is just movement around the Museum campus. These are billable hours.

35 F.2.07.2 23 Breaks Can USHMM please confirm supervisors may not be used to provide breaks or relief while on shi as this results in an open supervisor post?

Supervisors are not expected to be used for relief or breaks. Any shortage caused by the absence of a relief post will result in and be treated as an open post.

36 F.2.07.2 23 Breaks Can USHMM idenfy any self-relieving posts? Only the Control Center, all R-posts, and supervisor posions meet this descripon.

37 F.2.07.2 23 Breaks Do employees currently leave the site during their break and lunch periods? Are employees currently completely freed of their dues during their unpaid lunch period?

Employees are expected to remain on site for emergency response needs. They will be compensated if pulled from their break or lunch.

38 F.2.10 24 Retenon Rates Please provide a current seniority list and the associated current annual retenon rate.

In accordance with USHMM retenon requirements, the incumbent was required to maintain a security officer staff of 99 personnel for High Season and 91 for Low Season. There were 98 acve personnel assigned as of April 30, 2023 maintaining a retenon rate of 98.9% for High Season operaons. Latrice Black, the most recent service entrant, arrived 4/15/2023. A seniority list is aached.

Q&A # RFQ Secon / Sub Secon Page # Item Queson Answer

39 G.2 (C.3.02 & C.3.03) 27 Contractor Representaves

If possible, please provide the names and contact informaon for the Project Manager and Captains who currently serve in those respecve posions on the incumbent contract.

If applicable, this informaon will be compiled and shared with the awardee at the appropriate me pursuant to FAR 22.1020.

40 G.2 and L.08.3.5 27, 52 Contractor Representaves; Key Personnel

This paragraph states that "The project manager, the captain(s), shi supervisors, and field supervisors shall be considered "Key Personnel," along with all other Contract employees idenfied by name below and in Contractor's Proposal." Would USHMM clarify which Key Personnel resumes are required in technical proposals under this RFP?

This applies to all individuals filling the posions specified in paragraph G.2 as well as any others whom Offerors are commied to aaching to their proposals in this capacity.

41 G.3.4.1 28 General Warranty & Cerficaon

We note the specificaon that Contractor personnel be US cizens. A federal statute, 8 USC 1324b, prohibits discriminaon on the basis of cizenship status and requires employers to consider any person who is legally authorized to work in the US, and not just US cizens. Please clarify the legal basis for that requirement.

All Contract employees assigned to or associated with this Contract must be US cizens. Offerors seeking a beer understanding are encouraged to consult the excepons to 8 USC 1324b.

42 G.3.5 29 Suitability Checks What is the average processing me for the suitability checks referenced in secon G.3.5 of the solicitaon?

Fingerprint results take 5 to 10 days on average to obtain.

USHMM must obtain both fingerprint results and summary reports before an individual can be cleared to work.

43 G.3.7 31 Health and Physiological Requirements Are prospecve Contract employees required to take a physiological test?

See, e.g., RFP par. G.3.7.1: "Contract employees shall be required to pass a medical physical fitness examinaon prior to employment and a minimum of once a year thereaer."

44 G.3.7.2 32 Health and Physiological Requirements

This secon states, "Incumbent contract employees who have cerficaons of medical suitability accepted by USHMM within the past year are not required to submit another cerficate…" Can USHMM provide the number of incumbent personnel whose medical suitability is scheduled to expire before October 1, 2023?

Health examinaons are scheduled on an annual basis.

None of them will be expired as of October 1, 2023, but some may be due again starng early in FY24, based on when their last medical was performed. As a maer of praccal scheduling, only a few officers can be scheduled and sent at any one me. The incumbent has typically arranged to send a few officers for their respecve cerficaons each month.

45 G.3.7.3 32 Health and Physiological Requirements Are security personnel required to have any specific vaccinaons (ie.

COVID)? No

46 G.3.7.3 (5) 32 Health and Physiological Requirements Will all employees assigned to the contract be expected to complete a psychological examinaon as part of the annual medical requirement? No

47 G.3.8.1(4) 33 Drug Screening One of the 11 checks included in the drug screening required in the RFP is cannabis. Given that recreaonal use is legal in DC, is a posive result for cannabis sll a disqualifier?

This is a DC SOMB requirement and as such, remains a disqualifier.

48 G.3.8.2 33 Drug Screening What is the contractually-required percentage and frequency of random drug tests to be conducted?

This is an annual requirement for all members that is administered on a random basis.

49 G.3.9 34 Physical Fitness Standards and Tesng NOTE: update/correcon of RFP clause language The last sentence shall now read,"The tesng will be performed as outlined below:" (The insert will not be underscored in the actual contract.)

50 G.3.9 34 Physical Fitness Standards and Tesng

Is the Physical Fitness Standards and Tesng described in Secon G.3.9 conducted while employees are “on the job?” If this is not conducted during an employees regularly scheduled shi, is this me considered billable? What is the esmated duraon of the tesng during each session?

This tesng occurs while the employee is on the job.

51 G.3.9.1 34 Physical Fitness Standards and Tesng Have the physical fitness standards been validated by an occupaonal specialist and found to address essenal job dues?

The current physical fitness standards and tesng were iniated in 2010 in conjuncon with the union and in consultaon with our General Counsel by Wackenhut Security's management (then serving as contractor). They are unchanged since then.

Q&A # RFQ Secon / Sub Secon Page # Item Queson Answer

52 G.3.9.1 34 Physical Fitness Standards and Tesng Secon G.3.9.1 requires employees to climb 5 floors or 7 flights. Is there a me limit for employees to complete this climb?

The climb must be completed within a me necessary to successfully complete the respecve tesng standards described as G.3.9.1(1) through (4).

53 G.4 35 Waivers of Minimum Qualificaons/Requirements Please confirm if incumbent personnel are “grandfathered,” meaning they do not have to undergo the criminal background screening, physical examinaon, drug screening, etc.?

Pursuant to RFP par. G.3.7.2, "Incumbent Contract employees who have cerficaons of medical suitability accepted by USHMM within the past year are not required to submit another cerficate unless specifically requested to do so by the CO or COR." Otherwise, waiver is a maer of USHMM discreon and will be determined on a case-by-case basis in accordance with relevant facts and circumstances.

54 G.4 35 Waivers of Minimum Qualificaons/Requirements Does USHMM have a preference to retain incumbent employees that are in good standing and meet the hiring criteria of the Offeror, in conjuncon with the CBA and requirements of the RFP?

Not in the abstract. USHMM reserves discreon to consider the respecve value of incumbent employees designated by Offerors as Key Personnel on a case by case basis.

55 G.7.1 35 Invoices Please confirm USHMM’s invoicing and payment terms are monthly, NET 30. That is correct

56 H.4.2 37 Insurance and Indemnificaon Requirements

This requires the Contractor to maintain Umbrella Liability Insurance with minimum limits of $4,000,000 to supplement the General Liability Insurance specified in Secon H.4.1 on page 37. Our company carries Excess Liability Insurance, but we do not carry Umbrella Liability Insurance. May we substute Excess Liability Insurance in place of Umbrella Liability Insurance? Our Excess Liability insurance, although not wrien on an Umbrella form, nonetheless follows the form of the General Liability policy, so there will be no gaps in coverage. In the alternave, may we increase the limits of the General Liability policy by $4,000,000?

The Museum is open to considering this alternave in the context of RFP pars. L.09.4 and M.3.2 ("Contract Excepons"), but reserves the right to discuss or reject any proposed alternave policy that does not meet or exceed the Museum's published minimum standards (e.g., coverage gaps). See RFP par. L.10 ("Clarificaons, Discussions...")

57 H.4.4 37 Insurance and Indemnificaon Requirements

Our company rounely adds clients as addional insureds on our insurance policies, so long as our obligaons are limited to the extent of our negligent performance of the services and the specified insurance limits we have agreed to provide. The foregoing parameters are stated in our contracts, and the addional insured endorsements to all of our insurance policies cover each addional insured to the extent of those contractual requirements. Our addional insured endorsements are broadly wrien to cover each addional insured “where required by wrien contract.” Furthermore, because our addional insured endorsements are blanket endorsements, addional insureds need not be expressly named in order to be covered. Can Secon H.4.4 be revised as follows to reflect those parameters? Specifically:

On line 2, replace the word “naming” with the word “covering.”

On line 3, delete the word “named.”

Insert the following as the last sentence: “Anything to the contrary notwithstanding, USHMM’s rights as an addional insured under the Contractor’s insurance policies shall apply to the extent of the Contractor’s negligent performance of the services and up to the required insurance coverage amount. Addional insured coverage may be provided by a blanket endorsement that covers addional insureds where required by wrien contract.”

The proposed substuons on lines 2 and 3 of RFP paragraph H.4.4 are acceptable. USHMM will also accept the following modified inseron: "Anything to the contrary notwithstanding, USHMM’s rights as an addional insured under the Contractor’s insurance policies shall apply to the extent of the Contractor’s negligent performance of the services. Addional insured coverage may be provided by a blanket endorsement that covers addional insureds where required by wrien contract."

58 J 45-46 Exhibits & Aachments Have all relevant/required documents posted for the RFP? To the best of our knowledge, yes.

59 K.1 46 FAR 52.204-8 Annual Representaons and Cerficaons Please confirm there is not a “small Business” as defined on page 46 designaon for this contract? If so what is the percentage?

USHMM has not established any small business set-asides for this requirement.

Q&A # RFQ Secon / Sub Secon Page # Item Queson Answer

60 L.05(b) 48 FAR 52.216-25 CONTRACT DEFINITIZATION We request an extension of the proposal deadline. Granted. The deadline for proposals is hereby pushed back to June 14, 2023, 5 PM ET.

61 L.06 48 FAR 52.237-1 Site Visit We request a copy of the list of aendees for the site-visit sessions. See aached. The outline of topics we covered is likewise included.

62 L.08.1 49-52 Technical Brief Are secon and/or subsecon headings included in word counts?

No, so long as the heading does not require close aenon, parsing, or extended reading, or dwarf rather than support the content it is labeling. A rule of reason applies with respect to word count and total paginaon.

63 L.08.1 49-53 Technical Brief Please confirm all secons that do not include word count parameters in the proposal instrucons are not subject to word limitaons.

That is correct. USHMM recommends that Offerors conform to RFP organizaonal structure and avoid interpolang irrelevant content to expedite evaluaon and reduce the risk that USHMM's technical team misses otherwise material informaon. Offerors are generally advised to communicate as intelligibly and clearly as they can.

64 L.08.1.1 49 Understanding of the Requirements Will USHMM please clarify what types of illustraons are allowable such as charts, Gan charts, etc. to ensure offeror's do not provide an illustraon that will count towards the 500 maximum word limit?

Offerors can be responsive with a simple table or checklist approach.

65 L.08.2.2 51 Chronological Performance History Please confirm prospecve offerors should not exceed a maximum of 10 clients for the Chronological Performance History secon of the technical?

That is correct.

66 L.08.3.1(5) 51 “posive cash flow dang back at least three (3) consecuve years”

Please advise if USHMM will accept a paragraph describing such, or if USHMM is requesng audited financial statements, etc. as proof.

A descripon is sufficient. Ideally, this would be a statement aested to by an authorized financial officer.

67 L.08.3.4 52 "Large Business Firms selected for award..." Please confirm that all applicable Contractors are NOT required to submit a Small Business Subcontract Plan at this me. That is correct.

68 L.08.3.4 52 "Large Business Firms selected for award..."

Please confirm the following:

i. There is no requirement for Contractor to subcontract security services.

ii. There is no DBE/MBE/SBE goal that has been established for the solicitaon.

iii. There is no evaluaon criteria associated with DBE/MBE/SBE parcipaon or the lack thereof.

USHMM has not established any small business set-asides or goals for this requirement and it is not a requirement.

Qualifying Offerors are welcome to take advantage of the price evaluaon preferences established in the FAR (see, e.g., FAR 14.408-6 and FAR 19.1307).

69 L.08.3.5(3) and (4) 52 & 53 Key Personnel

Please clarify the posions which require a resume to be submied, as it seems Item (3) state resumes are required for PM, Captains (2), and Shi Supervisors, while Item (4) appears to be stang resumes are required for only the Shi and Field Supervisors? Please confirm.

L.08.3.5(3) requires a narrave descripon, not resumes.

The resume submission requirement of L.08.3.5(4) applies only for project manager and captain candidates.

70 L.08.3.5(4) 53 Key Personnel

Paragraph (4) states "the resume submial requirement… is limited in applicaon to Offeror's respecvely proposed project manager and captain candidates." However, it also states "Shi and Field Supervisors may not be excluded from the resume submial requirement." These two statements seem to contradict one another.

Can USHMM please clarify what posions require resumes to be submied with the Technical Proposal?

The word "not" should be deleted from the last sentence of the clause so that it reads, "Shi and Field Supervisors may be excluded from the resume submial requirement." The resume submission requirement applies only for project manager and captain candidates.

Q&A # RFQ Secon / Sub Secon Page # Item Queson Answer

71 L.09.1 53 Price What is the total contract value for the current contract?

The current contract was awarded in FY19 at a value of NTE $8,374,502.56 in the base year, resulng in an esmated total value of NTE $41,454,641.64 with exercise of all opon years. USHMM's actual FY22 contract spend was $8,261,161.89, but the Museum nonetheless obligated NTE $9,302,875.02 of FY23 funds to support its service needs in the last year of the contract. Please note the correcon of a typo in L.09.1.1 such that the affected sentence now reads: "Said escalaon should be a percentage covering Contract employees and/or performance periods not covered by the incorporated CBA that currently expires September 30, 2023, and take into account that if a new CBA is negoated during the course of the awarded Contract, the prevailing wages set forth in that Agreement will be obligatory and subject to equitable adjustment of Contract rates for non-supervisory employees."

72 M.1 54 Method The statement incorrectly cites a performance start date of October 1, 2018. Please confirm the correct start date is October 1, 2023.

Yes, this was an arfact of an obsolete template. The correct start date is October 1, 2023.

73 Exhibit 1 N/A USHMM CBA (2020-23) Is a new CBA currently being negoated by the incumbent contractor?

If so, will prospecve offerors be afforded an opportunity to adjust their pricing to reflect the amended economic terms?

The new CBA will be the collecve responsibility of USHMM's contractor and the union to determine. The Museum is not privy to these discussions. Otherwise, and as stated in RFP B.2.2, "Notwithstanding anything herein to the contrary, in the event that a new CBA is negoated during the course of this Contract, the prevailing wages set forth in that agreement will form the basis for renewal rates and be subject to equitable adjustment of Contract rates for nonsupervisory Contract employees."

74 Exhibit 1 N/A CBA Expiraon Date Given the current CBA provided as Exhibit 1 is due to expire September 30, 2023, how does USHMM prefer bidders price wage rates for all collecve bargaining personnel?

Wage rates should be priced in a reasonable, compeve, and jusfiable manner. Offerors should explain all assumpons underlying their pricing.

75 Exhibit 1 Secon 32 CBA Health & Welfare

Pursuant to Secon 32 of the Collecve Bargaining Agreement incorporated into the solicitaon, Health & Welfare was to be updated on October 1, 2021 and October 1, 2022, however the amendments to the CBA, including the 2022 opener that raised the H&W rate from $4.80-$4.90 were not included. Please provide.

USHMM does not have access to this informaon. To our knowledge, it was not associated with an RFEA or other contract modificaon.

76 Exhibit 2 N/A Pricing + Schedule [CLINs 9 & 14] Line items 9 and 14 of the pricing schedule are reserved for “training.”

Could you please confirm which training components are considered billable and can directly invoiced against these lines?

Instructor hours may be billed for the 12 hours of scenario training.

77 Exhibit 2 N/A Pricing + Schedule [CLINs 10 & 15]

Line items 10 and 15 of the pricing schedule are reserved for hours provided by a training instructor. Could you please advise which hours of training instrucon provided are considered billable and can be directly invoiced against these lines?

Instructor hours may be billed for the 12 hours of scenario training.

78 Exhibit 2 N/A Pricing + Schedule [CLINs 13-15]

CLINs 13-15 each have 144 hours. Is this the maximum number of hours for TAS and Training for the guards? Is inial training and recurring training of contractor personnel considered producve (billable hours) or should those hours be included in overhead?

This is the planned amount of billable training for the year. Inial training and recurring training, other than scenario training, are not considered producve (billable) hours.

79 Exhibit 2 & Exhibit 7 N/A Pricing Schedule

There is a difference in hours between Exhibits 2 and 7 in CLINs X005 and X006. CLIN X005 has 524 more hours on Exhibit 2 and CLIN X006 has 416 less hours on Exhibit 2. Can the Museum clarify which hours should be incorporated into the Offeror’s pricing?

We find no discrepancy. The hours from F37+F97 in Exhibit 7 total the 117,512 hours of CLIN X005 on Exhibit

2. Likewise, the hours from F50+F112 in Exhibit 7 total the 13,312 hours of CLIN X006 on Exhibit 2.

80 Exhibit 7 N/A Post R-6 and R-8 The exhibit indicates that these posts are Relief Plazas and Relief Annex. Please clarify what these represent.

The Annex shi is assigned to the Ross Administraon Building and requires separate relief assignments.
