RFP #95332422Q0084 – Sierra Leone Productive Use in Energy Questions and Answers
The following questions were received before the deadline (July 8, 2022 at 2:00PM ET) in response to the solicitation:
# Question Response
1 Would MCC consider extending the proposal submission deadline by two weeks to August12, 2022? This extension would allow Quoters adequate time to prepare a more informed and competitive proposal response.
The submission deadline is not extended.
Responses are due no later than 2:00PM ET, July 29, 2022.
2 Would MCC allow Quoters to include an organizational chart as an annex that does not count against the total page limit?
The total page count for Volume 1 – Technical Quotation is increased to 25 pages.
In accordance with Section L.6. Page Limits - only Résumés, CVs, letters of commitment (if applicable), additional past performance matrices and Contractor Performance Assessment Reports (CPARs) may be included in an appendix to the Technical Quotation without a page limit.
3 Please advise which of the ongoing studies referenced in Section C.2.8, Page 13, and Section F.3.4, page 21, will be available to the consultant prior to initiation of this work and how these will inform the refinement of the value chain selections?
Critical components of each will be made available to the consultants. It will mainly be the Agriculture Market Assessment study which will inform the focus value chains of this study. Prior to Productive Use study finalization and completion, the list may also be further refined by key preliminary findings of the Access to Finance Study (Technical Assistance Facility and Blended Finance Design).
a.F.3.4 page 21, “Findings from prefeasibility climate change related studies on risks to the power sector, can be made available by MCC.”
Yes. This study will be made available.
b.C.2.8 page 13, Other Planned Studies “Other Planned Studies’ is the title of this section.
It is not a specific reference to any other studies not included under C.2.8
# Question Response i.C.2.8.1 Agriculture Market Assessment Study Yes. Key deliverables such as the validation study and early quantitative and qualitative findings will be shared and made available from the Ag Market Assessment, which will be a study running concurrently with this one. Preliminary deliverables and findings from ongoing studies will be shared among firms at consultancy coordination meetings. The final report of the Ag Market study will be made available for use prior to the completion of the Productive Use of Energy study to refine and finalize the final deliverable of this Productive Use study.
Deliverables from the studies are staggered in this order:
1. Agriculture Market Study
2. Productive Use Study
3. Access to Finance and ii.C.2.8.2 Technical Assistance Facility and Blended Finance Design
Yes. Key deliverables such as the validation study and early quantitative and qualitative findings will be shared and made available from the Technical Assistance Facility and blended finance Design (“Access to Finance”) study, which will be a study running concurrently with this one.
Preliminary deliverables and findings from ongoing studies will be shared among firms at consultancy coordination meetings. The final report of the Productive Use of Energy study will be made available to the firm executing the Access to Finance study prior to the completion of the Access to Finance study to refine and finalize the final deliverable of this Access to Finance study.
iii.C.2.8.3 Energy Infrastructure Feasibility Study Preliminary findings of the Energy Infrastructure Feasibility Study will be made available
4 Section C.2.6, page 11, states that five value chain categories including 11 individual value chains (not including forestry that is specifically excluded). Additionally, this section includes category of emerging value chain opportunities, which includes an additional five value chains specifically.
The Government of Sierra Leone has designated the first five value chains mentioned under C.2.6.
are designated as “priority” value chains. Due to already-known local and global market conditions and limitations; MCC’s scope will not include consideration of all of the Government of Sierra Leone’s priority value chains. As noted - neither forestry, nor the maritime fishing industry are part of the potential compact’s focus areas of consideration.
a. However, this same section on page 12 refers to the electrification of only feasible value chains. Who determines what value chains are feasible – does this list exist already?
The Agriculture Market Assessment study will help to narrow the list to specific value chains of interest for the compact and will feed those inputs into the Productive Use study.
b. Section C.3.2.4, page 19 refers to previously identified value chains. Are these previously identified value chains part of an ongoing study that will be available before inception?
Yes. These value chains will be made available via a concurrent study to this one (the Ag Market Assessment).
c. Section F.3.4, page 21 refers to value chains identified through the ongoing market assessment. Is this ongoing market assessment a separately funded project that the Quoters should be aware of?
The assessment will be concurrent. Inputs and findings of the Ag Market Assessment will be shared.
d. Section C.3, page 13 refers to a Task List specifying the validation of opportunities for key value chains that includes all upstream and downstream processes and processing opportunities. Do Quoters determine what value chains are key?
No. Kindly see above responses. This is determined by the concurrent Market Assessment.
e. Please clarify the value chain selection process amongst these lists and their criteria.
The value chains will be determined by the concurrent Market Assessment.
5 Section C.2.6, page 11. Would MCC kindly make the Dahlberg VC study cited available to Quoters?
Following a successful procurement, the Dahlberg study will be made available to the selected firm.
6 Section C.3.2.4, page 19. MCC mentions economic rate of returns (ERR) for scenarios of100% reliable electricity, 90% reliable, etc.
Are Quoters to determine the further sensitivity analysis parameters?
Yes, based on analysis of local conditions.
7 Section C.3.2.4, page 19. Power pricing will be a crucial parameter to the ERR simulations. Can MCC indicate the likely range of power prices for inclusion in this assessment, or is this determined by the Quoters?
Yes. MCC and the Sierra Leone Compact Development Unit are regularly updated on changes to the range of power prices.
8 Section C.3.2.4, page 19. MCC states that the ERR will not factor in the distance of existing or planned electrification. Please confirm that MCC will not require the capital costs of electrification to be factored into the ERR simulations.
MCC regrets any confusion in the wording of the SOW. Capital costs will need to be factored into the ERR simulations.
9 Section F.3.3.1, page 21. What type of data does MCC foresee being collected under this institutional assessment and is this data included as a part of deliverable F.3.3 or is it a separate deliverable?
This is part of deliverable F.3.3 This will include a qualitative listing and description of institutions and actors (public, private, civil society) engaged in support to value chain development specifically as it relates to targeting value addition and/or preservation along value chains, with an eye towards identifying institutional efforts and dynamics and harnessing, amplifying, or capitalizing-on existing initiatives via the compact intervention.
10 Section L.5, page 61 states, “All quotation pages must be numbered.” Can MCC confirm that this does not apply to the price proposal Excel file?
The page count will not apply to the excel file.
