Section M - Evaluation Factors for Award
The following clauses are modified:
Clauses incorporated by full text
Section M - Evaluation Factors for Award
SECTION M - Evaluation of Quotations
Evaluations will be conducted in accordance with the FAR Part 13.106-2.
M.1. Basis of Award
The Government will award a contract resulting from this solicitation to the responsible Quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors, shown in descending order of importance, shall be used to evaluate quotes:
(i) Technical Capability;
(ii) Past Performance; and
(iii) Price.
Technical capability and past performance, when combined, are more important than price. Quoters are cautioned that an award may not necessarily be made to the lowest priced Quoter. However, if nonprice factors are evaluated as comparatively equal between two or more Quoters, price may become a determinative factor. The Government reserves the right to award without discussion; therefore, it is incumbent upon all Quoters to submit their best quote.
M.2. Factor 1: Technical Capability
M.2.1. Sub-factor 1: Team and Key Personnel Qualifications
The Government will evaluate the extent to which the Quoter's proposed staffing plan meets the required staffing requirements (per Section H) and generally possesses the required skills to execute each task in Section C – Statement of Work. As part of this evaluation, the Government will also evaluate the extent to which the Quoter proposes key personnel that meet the
95332422Q00840001 requirements stated in Section H of the solicitation.
M.2.2. Sub-factor 2: Technical Approach/Methodology
The Government will evaluate the Quoter's: (i) demonstrated understanding of the country context, how well the Quoter anticipates potential challenges or risks involved in the specific work included in the SOW and realistic mitigation measures for each type of challenge in a way that demonstrates a clear understanding of the requirement; and (ii) proposed approach to conduct assessments and periodic check-ins with MCC to update on the progress of key tasks, activities and deliverables.
M.3. Factor 2: Past Performance
The Government will evaluate reference information and past performance questionnaires provided to ascertain the ability of the Quoter to successfully perform the required tasks. The Quoter shall submit specific reference information demonstrating past experience in all required contract tasks within eight (8) years of the quote submission deadline. In evaluating this factor, the Government will consider the relevance, recency and quality of performance.
M.4. Factor 3: Price
While price will not be assigned a rating during the evaluation, it is a criterion in the overall evaluation of quotes. Price quotes will be analyzed for fairness, reasonableness and completeness. A price quote found to be unrealistically low or unreasonably high may be considered to reflect a lack of understanding of the requirements. Quoters are cautioned that unreasonably high or unrealistically low quoted prices may be grounds for eliminating a quotation from consideration for award.
The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced.
Evaluation of options shall not obligate the Government to exercise the option(s).
