AMENDMENT CONTROL NUMBER :
SUMMARY OF CHANGES :
95332421Q00170001
The purpose of this Amendment is to:
1.) Provide questions received for this solicitation and answers offered by MCC as follows:
a) Page 18-19 : 1) A copy of unofficial Academic Transcript(s)
Can the proposed PSC provide copies of official college degrees and certifications in lieu of obtaining transcripts from universities? Unfortunately, transcripts, either official or unofficial are required.
b) Page 19 2) A completed and signed Bio-Data Form (see Section J List of Documents, Exhibits, and other Attachments of this Solicitation)
If (page 47) states "None" (under attachments), should we add the transcripts or photos of degrees as Exhibits to the Bio-Data form add it to the curriculum vitae/resume? This is marked "None" because there are no clauses attached, you have to read on to the top of the next page to see that. If you read further, you will see "Attachment J.1. Bio-Data Form".
Attachments should be included in the CV or resume. Nothing should be attached to the Bio- Data Form.
c) Page 19 3)
Will the Required Documentation count towards the 10 page limit if added to the candidate's resume or should we add the attachments to the Bio-Data Form? No, these documents will not be counted towards the page limit.
d) Page 4
Can you confirm if the calculations for New Hourly Rate is correct? Hourly Rate $60.00 / Pay Supplement (15% of $60.00) = $9.00 / New Hourly Rate = $69.00. Correct
e) Page 14 In reference to the submission of this contract, the Government indicates that it is to be awarded to an individual, and not a firm. Can this be updated to allow a firm to submit their candidate to serve as a PSC? Not unless the "firm" is registered in SAM as a "sole proprietor" and they intend to report to MCC for the work.
f) Page 19 Will a copy of our Diploma / Degree satisfy the Government request for unofficial Academic Transcript(s)? A copy of the diploma/degree is all you ever submit, never the original. What shall accompany it is the "unofficial" transcript. The diploma/degree itself is not enough.
g) (Page 19) : What determination does MCC make when allocating the number of earned hours (4, 6, or 8) for annual leave that is accumulated? Is there a table that you can provide or reference? This requirement follows the OPM annual leave rules.
h) (Page 33) Is a signed NON-DISCLOSURE

AGREEMENT required before the contract award? Yes. If you review the solicitation, it is included in paragraph "H.2" on page 33.
: Will the contractor have an opportunity to gain a Top-Secret Clearance? Not if the position does not require it. This position does not require it.
Does MCC offer reimbursement for IT Certifications that are tied directly to the PSC's job duties? If the respondent already possesses the certifications, no. If the respondent does not possess the certifications they are not qualified to apply if that is the requirement. If the certification is required to be maintained then at the government's discretion, they may reimburse, subject to the availability of funds.
Does MCC offer performance-based incentives for PSC's? Yes.
Can an Appendix be created to include certifications and/or training? Yes.
