Q.1. In consideration of the complexity of the project proposal in relation to the allowed time for its preparation, we would kindly ask for an extension of the submission deadline until the 8th of September.

MCC has agreed to extend the deadline of the procurement to

25th of August, 2020 at 4:00pm EDT.

Q.2 - In the Section M of the Order document, it is indicated that “Firms will be evaluated on their performance under existing and prior contracts for similar experience”. Could you please better specify what is meant by “similar experience”?

This procurement is for a firm to carry out research and propose a design for a number of potential education interventions in

Timor-Leste. We will be assessing firms' experience designing education interventions that reflect tasks and deliverables equivalent to the scope and scale of those proposed under this solicitation, and working in Timor-Leste or similar contexts. Sub-

Factor 1 provides an overview of the technical expertise we will be looking for. See section L.3.3 for additoinal information on

Past Performance.

Q.3. -As Past Performance of the applicant, can an ongoing project be considered?

Yes. We will consider on-going projects for past performance.

However, descriptions of on-going projects must follow the same format described on pages 61 and 62 of the solicitation.

Q.4 - Please clarify if the applicant needs to use a specific template for: the CV of the proposed personnel, the methodology, the workplan, and for the Price document and any other templates useful for the submission of the offer.

There are not standardized templates that the bidders must use aside from formatting for the past performance section (Volume

II). See section L.3.3.

Q.5 - Please clarify if the applicant needs to provide specific certificates e.g. Non-bankruptcy certificate, Criminal record of the company and legal representative, Power of attorney of the legal representative.

Offerors must be registered in SAM.gov and provided information reguested for registration. MCC does not require any of the informaiton memtion in the question.

Q.6 - An expert covering the requirements for more than a Non-Key Personnel position, can be proposed for more positions?

A single individual may be proposed as long as he/she does not bill beyond a 40 hour work week and is capable of carrying out all duties without disruption. We are open to bidders proposing staff with multiple skills sets in a single role as long as it is justified with an explanation of how that individual meets the requirements of the role.

Q.7 - Please clarify whether dispositions at page 31-32 of the Order document apply to this tender. In particular, please clarify if a non-USA consultant is eligible to be proposed as Key or Non-Key Personnel for the project.

Non-US citizens may be proposed as staff on this contract, Individuals who are employed by an external entity (not MCC), are not considered PSCs. Therefore, requirements identified under 32 CFR Part 2002 are not applicable to this particular procurement. Citizenship does not play a role in the evaluation process.

Q.8- - Please clarify if our company can constitute a temporary joint-venture with another legal entity for the purpose of this project. In the positive case, please indicate if the Past Performance of the no-leading joint-venture company would be considered and assessed on equal terms as the one of the leading company.

Yes. In accordance with FAR Part 9. The offeror may enter into a teaming agreement .The past performance of the leading firm will the one evaluted. As the leading firm will be contractually responsible for the performance of the contract.

Q.9 - In the Section M of the Order document, it is indicated that “MCC will evaluate the proposed key personnel in terms of their 1) availability 2) qualifications and 3) demonstrated experience working in Timor-Leste or similar developing country contexts.” Please clarify if also the Non-Key Personnel will be evaluated and scored.

MCC will evaluate the staffing plan and all personnel proposed by the quoter.

Q.10- Please clarify if for the Non-Key Personnel position the entire CV of the consultant is required to be presented, or a short resume / profile will be considered as sufficient.

MCC refers the questioner to page 61 of the solicitation

(subfactor 3-key and non-key personnel qualifications, paragraph two), which indiacates, "For each position, the Quoter will provide a complete and current resume, in a consistent format, detailing the requisite qualifications and experience of the individual and references with contact information. Resumes should be no more than three pages per position."

Q.11 -In the Section M of the Order document, it is indicated that “In terms of relative weights, Technical Capability is more important than Past Performance and Price individually”. Could you please specify the proportion of the evaluation factors in the overall scoring (how much each of the factors counts: Technical

Capability, Past Performance and Price)?

The Source Selection Official will make a best value determination based on his/her best value determination rather than on a mathermatical determination.

Q.12 Could you please share the list of companies invited to bid? This is a full and open competition. MCC has not targeted specific organizations to bid. All who meet the described requirements are welcome to bid.

Q.13 Is it possible to extend the due date (currently set as August 18, 2020) for this bid?

Q.14 LOE ceiling for option 2:

- Section 6. Timeline (Base and Option Periods) on p. 20 states that “The LOE for

Option Period will not exceed 1,200 hours”; however, in section F.7 Estimated

Level of Effort and Travel on p. 24, it is stated that hours for Option 1 are estimated at 360 hours.

MCC has differentiated between optional tasks and optional year. In order to make funds avaible for all tasks in year one

(both base and option), we have allotted the majority of funds to the base year. However, these funds can be carried over into the option year, to complete on-going tasks and to exercise options that are not exercised in the base year. Therefore the total hours should be divided accordinly across the two years, depending on when the option tasks are exercise. Please note that the total

LOE is an estimate by position. The number of hours may be adjusted, however, they should not exceed the total number of estimated hours (6,490 hours). The totals estimates are as follows: Team Leader (1160 hours), Teacher Professional

Development Specialist (1,000 hours), School Principal

Professional Development Specialist (680 hours), Education

Materials Specialist (570 hours), Classroom Assessment

Specialist (520 hours), Costing Specialist (640), Education

Economist (680 hours), Gender and Social Inclusion Specialist

(520 hours), Program Manager (580), Project Design Workshop

Facilitator/Translator (140 hours).

Q.15 Please clarify the discrepancy. Are 360 hours for Option 1 meant only for in-country/Timor Leste 360 hours? What is the LOE ceiling for option 1? See the answer to Question #14

Q 16. - In section 6. TIMELINE (BASE AND OPTION PERIODS), it is stated that "the

(Level of Effort) LOE for Option Period will not exceed 1,200 hours". In section F.7

ESTIMATED LEVEL OF EFFORT AND TRAVEL, the number of hours to be allocated to the different experts for the option period in the TOTAL row is 360; at the same time, all 10 experts are allocated 40 hours each , whose sum is 400.

Furthermore, it is stated that “Estimated hours may increase or decrease, but shall not exceed the total hours per year”. Can you please clarify both the number of hours foreach expert and the overall LOE expected for the option period?
