Responses to the questions submitted and asked during the teleconference on February 6, 2019:

General questions:

1. With the US Government partial shutdown and the furlough of MCC employees and PSCs causing the second pre-proposal conference to be cancelled and to give offerors a chance to incorporate Q&A responses, can MCC extend the due date for submission by 2 weeks?

A – Yes, the updated deadlines are posted in amendment 0003.

2. You mentioned that the schedule has changed. Could you give us an idea of the revised timeline?

A - The updated deadlines are posted in amendment 0003. In case of a potential US Government shutdown on February 15, 2019 the evaluation time, negotiations and award time will be updated once the US Government will be back in operations.

3. On page 7, it talks about the total amount of the contract is to be decided, will you provide a total contract estimate?

A – This is a time and materials solicitation wherein MCC provided a list of the guideline labor categories and estimated level of effort (LOE). The contracted amount for a base period and optional periods will be determined at the time of contract award and in part determined by revised LOE estimates and funding availability.

4. In the schedule breakdown, is there a way to figure out how many trips / days in the field are anticipated.

A – The number of projected trips to Cote d’Ivoire and MCC headquarters, if applicable, are listed in section F.3 TRAVEL REQUIREMENTS, on page 29. If an Offeror’s office is not located in or near

MCC’s office in Washington DC area, that Offeror must include an additional budget estimate of round trip travel from that Offeror’s office(s) and MCC’s office located in Washington, DC.

5. MCC had mentioned in a brief program overview that there are 2 basic parameters of the scope of the

Skills Project investment to be overseen by MCC and MCC’s consultant. Could you talk a bit more about the Ecoles Normales?

A - Yes. The Skills Project scope also includes a third element to provide two (2) Ecole Normale or teacher training academies anticipated to be located in the Gbeke and San Pedro regions of Cote d’Ivoire.

6. In the schedule breakdown, is there a way to figure out how many trips / days in the field are anticipated.

A - The number of projected trips to Cote d’Ivoire and MCC headquarters, if applicable, are listed in section F.3 TRAVEL REQUIREMENTS, on page 29. If an Offeror’s office is not located in or near

MCC’s office in Washington DC area, that Offeror must include an additional budget estimate of round trip travel from that Offeror’s office(s) and MCC’s office located in Washington, DC. Generally MCC would endeavor to have a Consultant travel to Cote d’Ivoire an average of four times per year with each trip lasting between one week and two weeks, and at a lower frequency when progress is slow and a greater frequency when progress is fast. The Consultant would perform a variety of tasks during each trip Cote d’Ivoire, such as conducting field visits to ten (10) schools under construction in the Gbeke region, which MCC will prescribe in advance through a mechanism referred to a “Technical Directive,” a

“Work Order Authorization” or similar term.

7. The scope talked about improving opportunities for women and girls. How will the consultant be used in driving that discussion?

A - The general scope of services related to education infrastructure design and construction oversight includes oversight of adherence to applicable MCC policies and provisions of the compact with the

Republic of Cote d’Ivoire. MCC has a gender policy which is available for public review at www.mcc.gov and applies to MCC programs. The Skills Project includes some specific gender and social inclusion objectives, mostly related to improving education and security of girls, which will require indirect oversight assistance by experienced and qualified individuals employed or sub-contracted by the

Consultant. The scope of services does not include specific gender and social inclusion tasks or deliverables beyond providing MCC with assistance overseeing implementation of Skills Project infrastructure.

8. Assuming that there is no design firm already selected by the MCA for the schools construction, do we know the size of these schools (one or two levels)? Do we know the location of the schools.

A - The approach that MCC will take will be to continue following that of other donors, particularly the

World Bank and Agence Francais de Developpement, which are site adopations of standard designs called “play types”. There are currently two plan types envisioned, one called a “Base 2” with eight (8) classrooms and one called a “Base 4” with sixteen (16) classrooms. MCC expects most of the final school designs will be one level and some of the designs will be on two levels likely due to site constraints. The scope of services will require an Offeror to assist MCC oversee the design and construction of schools performed by others who will be retained and/or contracted by the MCA-Cote d’Ivoire. MCC anticipates the bulk of the Consultant’s effort to be a combination of office support for tasks such as design reviews and field work for tasks such as construction progress site visits in Cote d’Ivoire.

The Skills Project identifies a range of schools to be designed and constructed to be between 74 and 84.

The actual number will be determined by a number of factors such as the mix of Base 2 and Base 4 plan types, the availability of land parcels for new school sites, the budget available and the amount of time available before Compact End Date (which has not yet determined).

The Skills Project identifies two regions, Gbeke and San Pedro, to be the location of about 80 new secondary schools and two (2) teacher training academies and between 3 to 5 Technical and Vocational

Education and Training (TVET) centers not yet determined. The decision making process to identify the specific locations and land parcels is currently underway within the Government of Cote d’Ivoire with technical assistance from MCC. MCC may direct the Consultant to provide limited technical assistance to the Government of Cote d’Ivoire and other consultants in the identification, evaluation and selection of potential school sites.

9. Please let us know if LOE are editable for a company to propose a well-functioning team.

A – Offerors shall prepare proposals with the same sub-total LOE person-hours for the base period and each option year indicated in Section B.3. Offerors may deviate from the mix of estimated labor hours within and across labor categories in order to reflect a particular approach and justified within the narrative portion of the proposal. Offerors may add additional labor categories to those listed in the solicitation if justified in narrative format within the proposal within the subtotal LOE person-hours for the base and each option year indicated in Section B.3.

10. Are individuals or organizations that were involved in developing the MCC Cote D’Ivoire Compact eligible to be included in the offeror’s proposal?

A - MCC will need additional information for this question, this is a case specific question. A simple clean response is do not include these individuals or organization in your quote. However, if you will decide to do so, please provide more information and submit a mitigation plan together with your quote.

Please follow FAR 9.5 instructions.

Questions by Section:

http://www.mcc.gov/

1. Section B.4 – Page 13: It is stated that “In addition, during the performance of this contract, it may became necessary to add other MCC Compact-Eligible countries.” Could MCC please clarify what other countries and scopes might be added?

A – MCC’s Board of Directors determines which countries are eligible for Compact and Threshold

Programs which generally are low and lower-middle income countries that pass particular indicators.

The country eligibility criteria and process are outlined on MCC’s website located at www.mcc.gov. A country may become ineligible for a compact or threshold program and MCC’s Board of Directors may suspend or terminate implementation of a compact or threshold program.

MCC recently obtained new statutory authority under the African Growth and Opportunity Act and

Millennium Challenge Act Modernization Act (AGOA and MCA Modernization Act, HR 3445), which will enable MCC to make cross-border, regional investments to promote economic growth, maximize poverty reduction, and facilitate trade and investment. This and potential new statutory and/or regulatory authority may affect NCC’s policies and/or oversight of compact implementation during the Consultant’s period of performance.

2. Section B.3 – Page 13: After the Total Labor Hours table, it is stated that “The contractor should propose well-functioning team to successfully implement the SOW.” Could you please confirm that the offeror can provide different labor categories and/or different LOE mix to execute the work?

A – Quoters shall prepare quotes with the same sub-total LOE person-hours for the base period and each option year indicated in Section B.3.

3. Section C.7.1 – Page 23: When discussing Key personnel, it stated that “Contractors may propose alternate roles and responsibilities for MCC to consider during the proposal evaluation phase”. Can the offeror propose a different mix of Key personnel as long as not to exceed 6 positions as currently envisioned in the RFP?

A – Offerors shall prepare proposals with the same sub-total LOE person-hours for the base period and each option year indicated in Section B.3. Offerors may deviate from the mix of estimated labor hours within and across labor categories in order to reflect a particular approach and justified within the narrative portion of the proposal. For example, an Offeror may have a particular expert on staff who may qualified in more than one role but be reflected in one labor category. Offerors may add additional labor categories to those listed in the solicitation if justified in narrative format within the proposal within the subtotal LOE person-hours for the base and each option year indicated in Section B.3.

4. Section E.2 – Page 27: It is stated in this section that “All reports, plans and analysis are to be submitted in English in electronic copy using WINDOWS based MS-Office products including WORD for text, data tables in EXCEL, appropriate MS-Office 2010 or later versions of programs for exhibits, and schedules using MS-Project.” Could MCC please confirm that we are not required to provide any reports in French other than the 10 pages stated in Section F.7?

A – This is correct. All reports shall be in English except the 10 pages stated in Section F.

5. Section F – Page 27: Please confirm that the POP for the dates of the 5 Line items should be sequential and span 5 years for the full Period of Performance and that not all of these dates are March

2019 until March 2020.

A – Yes, these dates are system generated and will be updated for the award.

http://www.mcc.gov/

6. Section L.4 – Page 44: It is stated in this section that “The electronic text shall be in Microsoft Word

2010 or later (.doc or .docx), uncompressed files.” With the exception of Excel spreadsheets associated with the financial proposal, can electronic submissions be in Adobe (*.pdf) format?

A – Offerors must submit technical quotes in both Adobe Acrobat (*.pdf) and Microsoft Word (*.docx) file formats.

7. Section L.5 – Page 46: It is stated that “Cover pages, dividers, table of contents do not count against the limitation”. However, the breakdown provided (table on page 46) by MCC states that the Cover page counts as 1 page against the 31-page limit. Does the Cover Page count against the page limit of 31 pages?

A – The cover page with the firm/company information counts towards the total pages count. Other additional cover pages that might be needed for the quote design, like for the dividers, etc will not be counted.

8. Section L.5 – Page 48: Can the Staffing Plan be submitted as an annex to Volume I, not counted against the 31-page limit?

A – Yes.

9. Section L.5 – Page 50: It is stated that “Detailed budget/prices with details in Excel format with open formulas for CLINs in Section B. See the template provided in Attachment J.3, each Tab in the excel file shall represent one budget year.” Can the Government provide Attachment J.3?

A – There is only Attachment J.1 for this RFQ. There is no J.3.

10. We identified a reference for attachments J.1 and J.3. Is there attachment J.2? If yes, please provide such a file.

A – There is no attachment J.2.

11. Based on the teleconference on February 6th, we understand that the labor categories and associated level of efforts are illustrative and can change after the inception phase/report or based on technical directives issued by MCC. We also understand that MCC requires resumes for key personnel to evaluate each offeror’s proposal. However, since the labor categories for non-key personnel might change, providing these resumes appears to be unnecessary and illustrative in nature. This will put unnecessary burden on the offerors during the proposal preparation and unnecessary burden on the MCC to review the non-key personnel resumes. We respectfully ask MCC to confirm that resumes for the illustrative non-key personnel are not required to be submitted as part of this submission. Obviously, Key personnel resumes will still be required.

A – The quoters are not required to submit non key personnel resumes. A summary qualification table for proposed non-key personnel is desirable but not required.
