Questions and Answers:

1. Please see attached Power Point from the Teleconference I.

2. For several positions in Section C.7, it is written that the candidate shall have experience “in at least one francophone country and CIV”. The requirement to have experience in a specific country (e.g. Côte d’Ivoire) seems somewhat excessive. A bidder could certainly propose candidates who might not have worked specifically in Côte d’Ivoire but with considerable experience in several other countries and context of sub-Saharan Africa, and highly qualified for the assignment. Can MCC clarify/revise this wording?

Answer – The requirement to have experience “in at least one francophone country and CIV” is revised to have experience “in at least one African francophone country.”

3. Which entity will procure, produce and issue the design documents?

Answer – The Skills Project under the Cote d’Ivoire Compact will be implemented by the Millennium

Challenge Account – Cote d’Ivoire (MCA-Cote d’Ivoire) which will be part of the government of the

Republic of Cote d’Ivoire. This means that MCA-Cote d’Ivoire will have privity of contract with the designer of record, perhaps a company or joint venture, as well as construction works contractors in the role of the “Employer” in the FIDIC construct. MCC will function in the role of a donor, but will significant implementation oversight responsibilities. The role of the selected consultant will be to assist and advise MCC in overseeing implementation by MCA-Cote d’Ivoire. Provision of technical advisor services by the selected consultant to MCC will require a varying degrees of oversight assistance “on the ground and in the field” with travel to various sites within Cote d’Ivoire, primarily in the Gbeke and San Pedro regions.

4. Does the scope of the Skills Project include public-private partnerships?

Answer – Perhaps, but it is not yet clear and the scope of services to assist MCC would generally be independent of such partnerships or particular forms of governance. The scope of the Technical and

Vocational Education and Training (TVET) activity is not yet fully defined but it is known that industry associations, private sector employers and government ministries are all TVET stakeholders. It is possible that and some form of public-private partnership may evolve for one or more of the TVET centers that would be funded in whole or in part under the Compact. This uncertainty exists in part because the objective is to close gaps between skills of workers and needs of private sector employers in

Cote d’Ivoire, and not all of the gaps are currently understood by MCC. However, a hypothetical example might be the establishment of a training program for high-voltage electricians which may require the design and construction of a new training facility funded under the Compact. In this hypothetical example, there may or may not be some form of public-private partnership, but MCC would likely require technical assistance from electrical engineers from the selected consultant to assist in overseeing the implementation of the design and construction of a high-voltage electrician TVET center.

All other terms and conditions remain unchanged.
