Quoter Question MCC Response

Approve an extension of 3 weeks

MCC has an urgent need to mobilize the consultant and cannot extend the submission of quotes deadline. Approximately 6 weeks were provided in order to give prospective teams adequate time to prepare good quotes.

The TASK 2 is optional; Is it mandatory to quote this as well in the same financial proposal?

Or can it be freely chosen to be quoted separately or not?

Quoters are required to submit pricing for Optional Task 2.

It is mentioned that the initial 6 month period of the assignment will require significant travel and continuous presence of at least the core team (= non-key personnel = 16 labor categories) in Burkina Faso. Could you please specify in more detail the number of people required to be in Burkina Faso and how many man/months for each this would be?

Based upon the Statement of Work, Quoters should assess and determine what travel is required to complete the tasks.

C.6.A.5 Economic and financial assessment and M&E : We understand that the Consultant’s scope does not include willingness-to-pay survey, or other socio-economic surveys. The analysis will only be based on existing data. Could you please confirm?

This is correct. There is a separate requirement for the willingness to pay surveys which is to be launched imminently by MCC.

C.6.B Cost effective and reliable energy supply (introductory section p.22). We understand that the mention “Not part of this assignment” applies to the entirety of the paragraph starting with “Improving Private Sector Participation…”. Could you please confirm?

This is correct. There are no tasks in the current RFQ associated with the proposed 'Improving PSP' Activity.

C.6.C.2 and C.6.C.3. The activity description refers to “A methodology developed by UCF to calculate the benefits”. Could you please confirm that this analysis will have to be conducted in addition to the economic assessment and beneficiary analysis described in C.6.A.5? Could you please confirm that no large-scale socio-economic survey is to be carried out to support this analysis and that only existing data will be used?

We can confirm that no large scale socio-economic survey will be conducted as part of this assignement, as that is covered by a separate procurement to be launched imminently by MCC.

C.6.C.2 Regional Development Projects. Could you please confirm that this activity does not include the distribution networks downstream of the 90/33kV substation?

Distribution system analysis for regional transmission lines is associated with C.6.C.3.

C.6.B Activities. Please confirm whether or not preparation of TdRs are not part of the deliverables for C.6.B.1, C.6.B.2 and C.6.B.3.

Confirmed. There are no tasks associated with preparing terms of reference for these project components.

C.6.A.1 Preliminary Engineering and Implementation Assessments. Is the institutional analysis part of the assignment ( see page 8 ToR Implementation and sustainability plan)?

Please confirm.

There is a separate procurement which to be launched imminently that will focus on institutional arrangements and options. However, the current assignemnt includes tasks related to the sustainability of the infrastructure being studied, including operation, maintenance and financial requirements over its useful life as well as proposed ownership arrangements.

Is there a distribution network model already available, if yes, could you please provide with us the name of the software used?

There is a distribution model which was developed by EDF for the grid master plan in 2013. It is in

NEPLAN.

C.6.C Grid Development and Access Project (page 34), there are many transmission and distribution infrastructure projects underway with different donors in the Compact development such as:

• A. PASEL by World Bank

• b. PERREL by IDB

• c. PEPU by ADB

• d. Yeleen by AFD Could you please provide the lists of these projects if possible?

In addition to those noted here, there are other projects and interventions by donor partners including 2 regional projects sponsored by the World Bank (solar park and Dorsal Nord). We will furnish a list of all known ongoing projects and their anticipated scope upon award of the contract.

Solicitation 95332419Q0010

C.6.C Grid Development and Access Project . Tasks related to transmission and distribution projects for activities C.6.C.1, C.6.C.2 and C.6.C.3:

At page 34, it is written that the contractor shall: “Develop the terms of reference to prepare bidding documents for and support procurement of EPC contractors”.

At page 36, Item 14 : it is stated that the contractor will: “Prepare detailed specifications and cost estimates for the contract to be undertaken after the signature of Compact in order to produce tender documents for all EPC contracts to be financed by MCC (on the basis of the results of this assignment) and act as technical supervisor during the execution of the EPC contract”. Please confirm if the “detailed specifications” has the same meaning as the terms of Reference and it is not relating to Employer’s requirements of the bidding documents?

We confirm that the Contractor will only be required to prepare the scope, estimate the cost, and finalize the terms of reference of the follow-on design and technical supervision contract.

13 Section M - Sub Factor2 correction Section M - Subfactor 2 - Firm's Overall Capability, Sector Experience and Technical Approach

Does the Quoter have to be a US firm? No, it does not have to be a US firm. However, all Quoters must have an active SAM registration prior to submission of their quote, www.sam.gov.

We respectfully request an extension of the proposal due date to allow for establishment of agreements and price quotations (e.g. teaming, non-disclosure) with local partners to better manage MCC and bidder risk and ensure more accurate firm fixed price quotations.

MCC has an urgent need to mobilize the consultant and cannot extend the submission of quotes deadline. Approximately 6 weeks were provided in order to give prospective teams adequate time to prepare good quotes.

“The team shall be composed of key personnel (KP) and non-key personnel (CP), each meeting the following general requirements, respective of their area of expertise”, with reference to Bullet 3: “Fluent in French, including speaking, reading, and writing”. However, only the Project Manager Qualifications include “shall be fluent in both English and French”.

Can you please clarify for which KP and CP positions French fluency is required?

Burkina Faso is a Francophone country with limited English-speaking capability. Therefore it is a requirement for all personnel that must interact with stakeholders in the field to be fluent in French.

Only the team leader is required to be fluent in both English and French, as it will be necessary to have exchanges over deliverables and contract management discussions in English alongside the work being produced in country which will predominantly be in French.

An estimate of travel is provided in section F.7 for optional task 2, but an estimate of travel is not provided for the base period.

Please provide a notional estimate of travel requirements for the base period similar to the information provided for the option.

The Quoter shall determine the estimated number of trips required to complete the tasks in the Statement of Work. The Firm Fixed prices per deliverable shall be inclusive of travel.

“Where the consequence of unexpected results fall into unacceptable level of risk, an alternative should be proposed or a field and laboratory program should be recommended for the next phase”

Can you please confirm that cost of carrying out recommended field and laboratory programs would not be included in the scope of the present base contract, but rather in a subsequent contractual phase.

This is confirmed, no field/lab geotechnical work is envisioned as part of the assignment.

"The scope of the social and environmental work described below must be completed for all proposed compact projects, though some modification may be necessary to account for differences in scope and impact”.

Can you please provide additional clarification on the extent of potential “modifications” and the implications for bidders’ proposed LOE.

Is it possible to confirm that bidders should assume each of the components under the Grid Development and Access Project should be considered as Category A per the IFC Performance Standards.

Please confirm whether four separate and stand-alone Preliminary ESIA documents are to be developed for the four separate initiatives listed in section C.6.C, or whether one document is to be developed incorporating these four initiatives.

The scope of social and environmental work may change based on the feasibility studies. For example, in the Grid Development and Access Project, different routes may be explored. Some routes will have more social and environmental impacts than others and thus may require more extensive stakeholder consultation or environmental documentation. The bidder should make an assumption about LOE and then be aware that the LOE may increase or decrease by a certain percentage based on the findings of the feasibility studies.

It is a safe assumption that the component under the Grid Development and Access Project would be considered a Category A.

Separate stand-alone Preliminary ESIA documents are required for the four separate initiatives listed in section C.6.C. In addition, separate Preliminary ESIAs should cover initiatives under C.6.B and C.6.D.

Separate Preliminary ESIA documents will have to be provided to the National Office for Environmental Assessments for approval.

Can you provide an indicative number of field consultations per project component, or another metric by which bidders may price the implementation of the stakeholder engagement and consultation plan.

Does MCC expect house-to-house surveys or other quantitative surveys as part of the stakeholder consultation requirements.

Based upon the Statement of Work, Quoters should assess and determine the number and types of stakeholder engagement activities are required to complete the tasks. For example, under C.6.A.2 Section 2, requirements for initial stakeholder engagement and consultation for the Preliminary ESIAs is described.

MCC does not expect house-to-house or quantitative surveys to be conducted for the Preliminary ESIA or the Resettlement Policy Framework.
