95332418Q0136 Amendment 0002

1- The TOR does not mention any qualitative survey to be included in the evaluation design, could it be considered as an option or is the evaluation solely quantitative?

Response: Surveys include both quantitative and qualitative data, when and where needed, and when applicable.

2- What is the maximum amount of hours for the project staff for the entire duration of the project?

Response: The offeror will need to determine how many hours they need to complete the project based upon their understanding of the requirements.

3- Is the impact evaluation restricted to component 3 about Market Access Facilitation? Do we have more information about the features of this sub-component?

Response: Component 3 of Market Access Facilitation has the following sub-components:

• Support to market infrastructure and information systems. This includes construction or rehabilitation of livestock markets.

• Support to producer and inter-professional organizations and trade facilitation.

• More information on this Component is available through the following link:

http://documents.worldbank.org/curated/en/250471468000282631/pdf/PAD1091- PAD-P147674-IDA-R2015-0106-1-Box391422B-OUO-9.pdf

MCC believes that Component 3, per its structure, could be suitable for an impact evaluation.

However, the impact evaluation is not restricted to that Component alone. MCC is open to any methodologies likely to provide the best and most rigorous results and findings for all components.

4- Are the key personnel required to be based in country?

Response: The key personnel are not required to be based in country. However, MCC requires that there be at least one local/in-country representative/coordinator on the evaluation team.

5- Have all MCC components been implemented yet? If so, when did they begin? If not, when do you expect project benefits to reach beneficiaries (households, individuals)? Are there other beneficiaries beside households and individuals?

Response: The Compact has officially entered into force since last January. However, most PRAPS components (except Component 1) are in the final steps of the design phase and have not been implemented yet. The Animal Health component has begun since last year.

6- What are the criteria to be project beneficiaries?

Response: MCC defines project beneficiaries as individuals whose incomes have increased as a result of our investments. Under that definition, not every individual who has participated in the implementation qualifies as a beneficiary. They are mere participants and not necessarily beneficiaries.

7- If the option baseline survey is exercised, is it required that it be implemented in Option Period I? Can it be implemented in the first year (Base Period)? Can the contractor directly implement the data collection?

Response: If the vendor can convince that data collection could take place during the Base Period, MCC is open to that. However, note that the Base Period is less than a year.
