About this file

This document is a Justification for a Sole Source Acquisition for the Consumer Financial Protection Bureau (CFPB). The procurement is for Leaptree CRC QA Application License, specifically Leaptree Optimize Licenses Add-on tool for Salesforce, to be used as a centralized Quality Assurance scorecard tool for the Consumer Resource Center. The total contract value is $134,436.00, with a base 12-month period and four 12-month option periods, structured as a Firm Fixed Price contract.

The justification highlights that Leaptree Optimize is unique in the Salesforce AppExchange environment, with no other native applications capable of performing the required functions such as scorecard creation, scoring, case sampling, and auto-assignment. The solution is tightly integrated with Salesforce's Complaint Management System and meets the Bureau's access, integration, and security requirements. The contract will be awarded under FAR 16.505(a)(4) as an item peculiar to one manufacturer, with the Contracting Officer determining the pricing represents the best value through a lowest-priced technically acceptable quote in a competitive environment.

The CFPB has a need for a centralized Quality Assurance Scorecard tool to perform quality assurance for our Consumer Resource Center. Because there are distributed teams that need to access the tool, a premise-based solution is not a viable option. A FedRAMP authorized cloud-based solution native to the Salesforce environment has been licensed by Consumer Response for approx 5 years.

Leaptree Optimize (formerly Pexlify Scorecards) is a Salesforce AppExchange tool that is installed natively on the Salesforce platform, and does not extend beyond the boundary of the already Authority to Operated system. Because the quality assurance tasks are to be performed on data in Salesforce (the Consumer Response Complaint Management System), it is necessary that the chosen solution be tightly integrated with Salesforce.

Leaptree Optimize is unique in that there are no other native AppExchange applications that can perform the salient functions necessary to support the business need, including scorecard creation, scoring, case sampling, and auto-assignment. Other independent cloud-based tools were evaluated but none of them could meet the access and integration requirements of the business as well as the security requirements of the Bureau.

The Contracting Officer will determine that the proposed pricing represents the best value to the government based upon a lowest priced technically acceptable quote in a competitive environment.

As has been done over the course of the current contract, the Office of Technology and Innovation will continue to monitor the marketplace for potential sources and new technology solutions that are compatible with existing systems and software to determine if any provide benefit for the Bureau to change.

Since this effort does not exceed $250K, this certification also serves as approval.
