SOLE SOURCE JUSTIFICATION FOR

ACQUISITIONS UNDER THE SIMPLIFIED ACQUISITION THRESHOLD

In accordance with Federal Acquisition Regulation 13.106-1(b)(1) and CFPB-COO-Proc-02-2017, Contract and Legal Reviews - Policy and Procedures, I hereby determine that the Federal Human Capital Collaborative listed on ePRO-2025-16202 is available from only one source, and competition is precluded for the reasons indicated below. There are no substitutes available.

1. This acquisition is restricted to the following source:

Company: Partnership for Public Service Company Address: 6001 4th Street NW, Suite 600, Washington , D.C . 2 0 0 0 5 Company Point of Contact and Phone Number: Eric Feldman (202) 775 – 9111

2. The membership in the collaboration is estimated to cost $16,500 and is required to be delivered starting on 11/01/2024 through 10/31/2025.

The Federal Human Capital Collaborative is professional development program that allows up to 6 HR staff members to enroll in the Emerging HR Leaders Forum, conducts Public Service Leadership 360 Assessments, allows for the CHCO and CoS to attend quarterly meetings with federal human resources leaders, assistance on a Partnership research project, and participate in the Internship Coordinator Consortium.

3. Specific characteristics of the Federal Human Capital Collaborative that limit the availability to a sole source are the Partnership is the sole provider of a Federal Human Capital Collaborative, allowing for CFPB OHC members to work network and brainstorm with other federal human resource professionals who share similar issues and interests. Only this suggested source can furnish the requirements, to the exclusion of other sources, because of the network of other federal agencies hat participate.

4. Check and fill in all that are applicable:

The material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed. The current equipment is <insert description of current equipment>, and the new item/service must coordinate, connect, or interface with the existing system by <insert description of how the new item/service must coordinate or interface>.

A patent, copyright, proprietary data, or licensing agreement limits competition. The proprietary data are described as follows:
