REQUEST FOR PROPOSAL
TRAVEL ARRANGER SERVICES
SECTION B – CONTINUATION OF SF 1449
1.0 Project Overview
The CFPB plans to award a Fixed Unit Rate contract. A number of unique requirements have been identified and are presented in this Statement of Work (SOW).
1.1 Travel Arranger Customer Service Representative
The CFPB plans to award a contract based on negotiated transaction fixed rates for performing the tasks outlined in the SOW.
1.2 Background
The CFPB seeks travel arranger and related traveler assistance services. The Bureau defines travel arrangers as individuals authorized to book travel or assist with document creation in the travel system (currently Concur Government), on behalf of another employee or non-employee (invitational traveler).
Tasks include but are not limited to arranging travel reservations, explaining how the Bureau’s travel policies apply to travel situations, and developing travel authorizations and vouchers (excluding signature and submission). The CFPB is a small agency (about 1,500 employees) with a large geographic footprint requiring a large number of staff to regularly travel to destinations throughout the country.
1.3 Objective
The purpose of this procurement is to acquire service and support in conjunction with an existing Task Order for Online Booking Engine (OBE) and related services awarded to Concur Technologies (now SAP Concur) and delivered via a Service Level Agreement (SLA) with the Bureau of Fiscal Services (BFS). The awarded Contractor will provide Travel Arrangers to serve as Customer Service support for Bureau Travelers. The Contractor shall supplement the Bureau’s existing OBE and currently contracted services by providing additional support to travelers and travel approvers related to travel reservations, authorizations, related travel policy, and vouchers. This contract will provide CFPB the capability to have assistance with travel booking and authorizations/vouchers consistent with applicable Federal Travel Regulations and Bureau policies and procedures.1
1.4 Agency Parameters
This contract covers Travel Arranger services provided to any traveler for the Bureau, including Bureau employees and invitational travelers. It is expected that the Contractor will provide services primarily to infrequent travelers, but the service will be available to all travelers at the Bureau. Bureau travelers may voluntarily elect to use the service or continue to book their own travel. Travel approvers may also contact the arrangers for assistance, for example, they may ask an arranger to review whether a travel
1 The CFPB is not required to abide by Federal Travel Regulations (FTR), but voluntarily complies with parts. To supplement FTR, the CFPB has its own policies and procedures. FTR can be found here:
https://www.gsa.gov/policy-regulations/regulations/federal-travel-regulation-ftr/index. Bureau policies and procedures can be found in Attachment A.
https://www.gsa.gov/policy-regulations/regulations/federal-travel-regulation-ftr/index
5 CONSUMER FINANCIAL PROTECTION BUREAU (CFPB), 1700 G STREET, NW, WASHINGTON, DC 20552 authorization, or voucher, is in compliance with the Bureau’s policies. On average, there are approximately 200 trips for infrequent travelers per month, or 2,400 per year. Total trips per year for the Bureau are approximately 11,000. It is expected that infrequent travelers will be the primary users of the services. Expected services for international travel is minimal (1-2 trips per month) but is covered by this contract. The Contractor will be required to provide customer service as requested by each traveler over the phone or via email using CFPB mailboxes on CFPB-furnished equipment.
1.4.1 Performance Requirement
In coordination with and with approval of the Contracting Officer Representative (COR), the Contractor will create a customer satisfaction survey that is automatically sent to each traveler serviced. The survey must use a scale of 1 to 5. The survey will ask questions that are geared towards a traveler’s experience with the Contractor throughout the reservation process such as:
• On a scale of 1-5, with 5 being the highest rating and 1 being the lowest, what rating would you give this service?
• Would you use this service again?
The Contractor is expected to achieve a “target” of at least 75% of responses giving a score of 3.0 or higher each month service is provided.
Once the target is not met in any three (3) months, cumulatively, within a 12-month performance period, a disincentive in the amount of 1% will be applied to the Contractor’s total monthly invoice amount for each month remaining in that performance period.
If the target is not met in any four (4) months, cumulatively, within a 12-month performance period, a disincentive in the amount of 2% will be applied to the Contractor’s total monthly invoice amount for each month remaining in that performance period.
If the target is not met in any five (5) months, cumulatively, within a 12-month performance period, a disincentive in the amount of 3% will be applied to the Contractor’s total monthly invoice amount for each month remaining in that performance period.
If the target is not met in any given month, cumulatively, within a 30-day performance period, the COR will note the failure in CPARS performance reviews after the contractor has had an opportunity to respond.
2.0 Scope of Services/ Tasks and/or Services Contemplated
