About this file
This is Amendment 002 to Solicitation 9531BM26Q0029 issued by the National Transportation Safety Board (NTSB) Acquisition and Lease Management Division for the procurement of a pulsed laser cleaning machine. The amendment is effective September 21, 2026, with requisition number PUR260239.
The amendment revises three key technical and compliance aspects of the solicitation. First, the brand-name reference product is changed from the SFX BPC-500 Pulsed Laser Cleaner to the LaserStar 4104-M Series 300W Pulse Laser Cleaning Machine, with "or equal" products permitted. Second, the minimum laser output power requirement is reduced from 500W to 300W. Third, quoters must provide specific product information including manufacturer, make/model, country of manufacture, and certification of whether the product qualifies as a domestic end product under FAR 52.225-1 (Buy American—Supplies), with foreign end products requiring country of origin identification. The amendment incorporates ten vendor questions and NTSB responses addressing technical specifications, including confirmation that 208V single-phase power can be achieved with manufacturer-approved transformers or conditioning devices; that cable management and dedicated laser-head holders satisfy storage requirements; that both air-cooled and liquid-cooled systems are acceptable; that fiber line must have a minimum length of 8 feet; and that onsite training is not required. The solicitation remains a small-business set-aside under NAICS code 333517 (Machine Tool Manufacturing) with a 500-employee size standard. The Nonmanufacturer Rule does not apply, and Buy American requirements apply to all offerings.

Summary of Changes
The purpose of this amendment is to:
1. Revise the brand-name reference identified in the solicitation from the SFX BPC-500 Pulsed Laser
Cleaner to the LaserStar 4104-M Series 300W Pulse Laser Cleaning Machine;
2. Revise the minimum laser output requirement from 500W to 300W;
3. Clarify the information quoters must provide regarding compliance with the Buy American requirements; and
4. Provide responses to all questions received to date.
REVISIONS TO THE SOLICITATION
1. Brand-Name Reference
The solicitation is amended to replace references to:
"SFX BPC-500 Pulsed Laser Cleaner or Equal" with:
"LaserStar 4104-M Series 300W Pulse Laser Cleaning Machine or Equal."
2. Minimum Laser Output
The minimum laser output requirement is revised as follows:
DELETE:
"Minimum laser output power of 500W."
REPLACE WITH:
"Minimum laser output power of 300W."
3. Quoters shall provide the following information for the product offered:
Manufacturer: ______________________________
Make/Model: _______________________________
Country of Manufacture: ____________________
Does the offered product qualify as a "domestic end product" as defined in FAR 52.225-1, Buy American—Supplies? ☐ Yes ☐ No
If the offered product does not qualify as a domestic end product, the quoter shall identify the product as a foreign end product and provide the country of origin in accordance with the applicable Buy American certification requirements of the solicitation.
4. Vendor Questions and Government Responses
1. Requests clarification regarding Minimum Salient Characteristic No. 2. The solicitation states: "The laser cleaner shall be capable of operating on 208V single phase power."
We are evaluating a U.S.-manufactured 500W pulsed laser cleaning system as an "or equal" product.
The manufacturer's standard configuration is identified as 230V single-phase.
Would the Government consider the 208V requirement satisfied if the proposed system is supplied with a manufacturer-approved transformer, power-conditioning device, or factory electrical configuration that allows the complete system to operate safely from the Government's available 208V single-phase electrical supply?
NTSB Response: Yes. The Government will consider the requirement satisfied if the proposed system includes a manufacturer-approved transformer, power-conditioning device, or factory electrical configuration that enables the complete system to operate safely on 208V single-phase power.
2. If acceptable, would the Government require the transformer/power-conditioning equipment to be integrated into the machine, or may it be supplied as part of the complete system as an external manufacturer-approved component?
NTSB Response: Either approach is acceptable. The transformer or power-conditioning equipment may be integrated into the system or provided as a separate manufacturer-approved component.
3. Also request clarification regarding Minimum Salient Characteristic No. 6: "The laser cleaner shall have anti-reflection protection."
Would the Government please clarify whether "anti-reflection protection" refers specifically to laser-source back-reflection protection/isolation, or whether another form of optical anti-reflection protection is intended?
NTSB Response: The requirement refers to laser-source back-reflection protection and isolation capabilities designed to protect the laser source from reflected energy.
4. Regarding Minimum Salient Characteristic No. 7, which requires a sturdy chassis with storage for the cables and laser head, please confirm whether manufacturer-provided cable management and a dedicated laser-head holder mounted to the chassis satisfy the storage requirement, or whether an enclosed storage compartment is required.
NTSB Response: Yes. Manufacturer-provided cable management features and a dedicated laser-head holder mounted to the chassis are sufficient to satisfy this requirement. An enclosed storage compartment is not required.
5. Does the machine need to be air or liquid cooled?
NTSB Response: Either air-cooled or liquid-cooled systems are acceptable.
6. How many feet of fiber line is needed.
NTSB Response: The system shall include a fiber line with a minimum length of 8 feet.
7. The solicitation does not mention any required training, just tech manuals. Does the customer want onsite training?
NTSB Response: Onsite training is not required under this RFQ.
8. The RFQ identifies the SFX Laser BPC-500 as the brand-name reference product. We have received manufacturer pricing for an SFX Laser system that meets or exceeds the stated salient characteristics; however, the manufacturer identifies the equipment's country of origin as China. We also note that the amended solicitation incorporates FAR 52.225-1, Buy American—Supplies. Could you please clarify whether a Chinese-origin SFX Laser system may be offered and evaluated under this solicitation, including any applicable Buy American price evaluation, or whether the NTSB requires the offered end product to qualify as a domestic end product?
NTSB Response: Amendment 002 revises the solicitation to identify the LaserStar 4104-M 300W as the brand-name reference product and revises the minimum output power requirement from 500W to 300W. The solicitation remains a brand name or equal acquisition. Offerors may propose the LaserStar 4104-M 300W or an equal product that meets all solicitation requirements and salient characteristics.
FAR 52.225-1, Buy American-Supplies, is incorporated into the solicitation and applies to this acquisition. Offerors shall identify the country of manufacture of the offered equipment as required by the solicitation. Quotations will be evaluated in accordance with the solicitation and all applicable laws, regulations, and incorporated contract clauses.
9. The SAM notice metadata identifies NAICS 333517 with a 500-employee size standard, while the solicitation text also references NAICS 334516. Please confirm which NAICS code and size standard govern.
NTSB Response: As stated in Amendment 001, the applicable NAICS code for this acquisition is 333517, Machine Tool Manufacturing, with a corresponding small business size standard of 500 employees.
10. Because this is a total small-business set-aside for a supply item, please also confirm whether FAR 52.219-33, Nonmanufacturer Rule, applies and whether SBA has issued a class or individual waiver for this requirement. If no waiver applies, please confirm that a nonmanufacturer must furnish an end item manufactured or produced in the United States by a small-business manufacturer.
NTSB Response: The Nonmanufacturer Rule does not apply to this acquisition. Offerors are responsible for complying with all applicable solicitation requirements and incorporated contract clauses. In addition, FAR 52.225-1, Buy American-Supplies, applies as incorporated by Amendment 001.
Except as expressly modified by this amendment, all other terms and conditions of Solicitation No.
9531BM26Q0029 remain unchanged.
