Computer Simulation Aircraft Data Package for a Piper PA-44

Seminole, including Aerodynamics, Flight and Engine Controls, Ground Interactions, and Propulsion

BACKGROUND

The National Transportation Safety Board (NTSB) is an independent Federal agency charged by Congress with investigating every civil aviation accident in the United States and significant accidents in the other modes of transportation -- railroad, highway, marine, hazardous materials and pipeline -- and issuing safety recommendations aimed at preventing future accidents. The Office of Research and Engineering supports accident investigations in all modes.

The Vehicle Performance Division in the Office of Research and Engineering (RE-60) determines the motion of vehicles in transportation accidents and analyzes the physical causes of that motion. The Division also compares the computed performance of these vehicles to their expected or design performance, in order to identify unexpected or anomalous behavior.

Engineering simulations, in which the response of vehicles to physical forces is calculated in detail using computers, is an important tool used in accomplishing these tasks.

Computer simulation requires an accurate mathematical model of the aircraft of interest, contained in the aircraft data package. The aircraft data package shall represent the aerodynamics of the airplane, the control surfaces and control inputs, ground interactions, and a propulsion model including engine controls. To ensure accuracy, the simulation aircraft data package must be validated against flight-test data.

SCOPE OF WORK

To accomplish the Division’s objectives in this area, the Piper PA-44 Seminole aircraft data package must have the following attributes:

1. The aircraft data package must be developed and validated using flight-test data.

2. The aircraft data package must be physics-based. That is, the modeling of the components and systems that produce forces and moments that drive the motion of the airplane and its subsystems must reflect or be based on, and traceable to, fundamental physical laws and relationships, and the mathematics describing those laws.

3. The Piper PA-44 Seminole, computer simulation aircraft data package shall include:

a. Aerodynamic model

b. Propulsion model including engine controls

c. Ground interactions model

d. Flight controls model

e. Documentation explaining the structure and interactions among components, including the internal local variables and the units of measurement used

4. The aerodynamic model shall be representative of the aircraft in all flight regimes. The aerodynamic model shall be based on stability-axis aerodynamic coefficients for all six degrees of freedom (three translational and three rotational), including terms to define the contributions of primary and secondary control surface deflections, rate effects, power effects, and configuration effects (flap, spoiler/speedbrake and landing gear). The model shall include coefficient functionalities including aeroelastic, Mach, alpha, sideslip, height above ground, and power. The model shall be capable of incorporating system problems, such as the effects of jammed flight control surfaces, asymmetric thrust or asymmetric flap deflection. Icing effects on lift, drag and pitch shall be included in the model.

5. The propulsion model shall include all the different modes of operation of the engine, and incorporate thrust and propeller (beta, thrust coefficient and advance ratio) models.

The engine model shall include fuel controllers, electronic engine controllers or other control systems, and shall model both steady state and dynamic (changing throttle settings) engine performance, in all flight regimes. The model shall be capable of incorporating basic engine failure modes (such as loss of fuel or oil pressure).

6. The ground interactions model shall include tire and strut forces, braking incorporating the effects of the anti-skid system, and nose wheel castoring. The model shall include temperature effects on the tires and brakes. The model shall be capable of incorporating effects of problems such as an inoperative anti-skid system, overheating of brakes or tires, or tire blowouts.

7. The flight controls model shall link cockpit control positions to control surface deflections, and provide the forces applied to the controls developed through mechanical linkages or artificial feel systems.

8. All coefficients, parameters, tables, and other information describing the airplane in the model should be available to the user, with the units of measurement clearly identified.

9. Documentation for the model (either as hardcopy manuals or in electronic format) shall also be included.

10. Proof of match of the simulation aircraft data package against test flight data shall be provided.

11. A listing of the flight tests used to develop and validate the simulation model should be provided.

12. A set of check-out cases shall be included with the aircraft data package, in order verify that the model has been implemented correctly by the NTSB.

13. If the simulation aircraft data package has been certified to an FAA-specified level of fidelity per Title 14 Code of Federal Regulations Part 60, please indicate that level.

14. The simulation aircraft data package shall be delivered as simulation source code (such as Matlab, C or Fortran) incorporating the build-up equations and necessary data tables.

DELIVERABLES

The aircraft data package and documentation shall be delivered by October 1, 2021.

QUALIFICATIONS

The aircraft data package must have a proven record of successful and productive application by government, military, industry, and/or academic users. Areas of demonstrated successful application include:

a. Crew training.

b. Education and research and development.

c. Incident / accident investigation.
