QUESTIONS POSTED WITH RESPONSES

1. Question: Are continuity facilities required to be identified or do they exist currently?

Answer: The NTSB primary continuity facility is identified and active. The devolution continuity facility is tentatively a NTSB regional office but needs to be reviewed, and a permanent site needs to be formally identified in the COOP plan.

2. Question: Is there an existing budget for continuity facilities?

Answer: The NTSB has an existing budget for the NTSB Training Center COOP Site and tentative Regional Office devolution site.

3. Question: Where is the work expected to take place? Is the contractor permitted to telework, if yes – how much and do they have to be within a certain distance of the main office?

Answer: The work may be performed by the contractor via telework, at the NTSB Headquarters in Washington, DC., or at the contractor’s facility The contractor is permitted to telework when preparing and following up on tasks. Some meetings, including the COOP Workgroup Meetings and the Annual National Level Exercise (NLE) should be facilitated by the Contractor in person at the NTSB HQ or Alternate COOP Site.

4. Question: Does all of the work have to be conducted on Government Furnished Equipment (GFE)/network/VPN or can it be completed on contractor furnished equipment?

Answer: The work can be conducted on Contractor Furnished Equipment.

5. Question: Other than planned in person meetings/events, is the work conducted at contractor facility?

Answer: Yes.

6. Question: Is there a page limit for Volume I – Technical?

Answer: No there is no page limit to the Volume I – Technical

7. Question: Are there are specific requirements regarding font size, margins, font type, etc.?

Answer: The email file size that the NTSB e-mail server can accept, including attachments, is 15 megabytes (MB). The Offeror may segregate the Quote and submit in e-mails if the combined file size of the Proposal will exceed 15MB. The Quoter is encouraged to remove excess graphics from their Quote to ensure the Proposal will remain under the file size limit.

8. Question: I wanted to confirm if the requirement mentioned above considered as new requirement or are there incumbent contracts?

Answer: This is a new requirement. The NTSB previously contracted for the development of the COOP BPA/BIA Analysis Report.

9. Question: If there is an incumbent vendor, would you be able to provide the contract details (such as: Vendor Name, Contract Number, Award Date, Value)?

Answer: Not Applicable

10. Question: Reference Attachment 3, Section L, 1. Government Experience.

“The Quoter shall submit at least two (2) examples of recent (within the past 3 years) and relevant experience in developing Continuity of Operations (COOP) Plans comparable to the requirement described in this solicitation.” Question: If over the last decade the offeror has developed Continuity of Operations Plans comparable to the requirement for multiple US Federal clients, but has only done this task for a single dedicated client within the last 3 years, will the offeror be considered non-compliant and ineligible if only one (1) Past Performance example within the past 3 years can be provided?

Answer: The offeror is required to submit at least two (2) examples of recent (within the past 3 years) and relevant experience in developing COOP Plans. This is relevant since COOP requirements, guidelines, and standards change periodically.

11. Question: Reference Attachment 1, Section C, III, a., vi. Essential Records Management.

The Contractor shall develop a plan for the NTSB to identify, protect, and make accessible electronic and hardcopy documents, references, records, information systems, and data management support for essential functions during continuity activation. Question: Have all NTSB Essential Records been previously identified?

Answer: Yes, we believe all Essential Records have been identified in the recent NTSB COOP BPA/BIA Analysis Report.

13. Question: Attachment 1, Section C, III, a. The Contractor shall conduct and facilitate an onsite Out Brief Meeting for the NTSB Emergency Relocation Group (ERG), Devolution Emergency Relocation Group (DERG), and other applicable emergency or essential personnel.

Regarding the onsite Devolution Emergency Response Group (DERG), is the DERG located within a reasonable distance from the NTSB primary site, or will out of area travel expenses be required? If out of are travel is required, can NTSB provide planning factors for us to develop a cost estimate?

Answer: Some of the NTSB DERG are located out of state. However, the Contractor will conduct this out brief meeting onsite at NTSB Headquarters in Washington, DC. The NTSB DERG may participate in this briefing remotely via Microsoft Teams Meeting, Zoom, or other virtual resources.

14. Question: How many Mission Essential Functions has NTSB identified?

Answer: The NTSB has identified four (4) candidate MEFs and one (1) candidate PMEF that are pending approval by NTSB Management.

15. Question: Does the NTSB have an anticipated Level of Effort (LOE) in mind for accomplishing this work during the base years and each subsequent option year?

Answer: Yes. The NTSB will use this estimate along with price competition to determine price quotes in response to this RFQ to be fair and reasonable.

16. Question: Will any GFE be provided? If so, what will be provided and the quantity provided?

Answer: No GFE will be provided.

17. Question: In regard to the materials to be provided under Task 1 and Task 2: Are they at the cost of the contract company or NTSB?

Answer: Not Applicable. There is not a need for NTSB or the quoter to provide materials under Task 1 and Task 2 based on the Statement of Objectives. Therefore, there should not be a cost for materials.

18. Question: If the contract company is to provide the materials, will a separate line item be included or should these costs be allocated within the current line items?

Answer: The Contractor may use NTSB copiers and paper resources onsite at NTSB Headquarters in preparation for meetings.

19. Question: If ODC is to be provided by the contract company, how many average individuals will be in attendance at the meetings?

Answer: The contract is expected to result in a firm fixed-price contract. The contractor shall provide a price breakout with labor titles, rates and hours per the price instructions in Section L of the RFQ. The average number of individuals in attendance for COOP Workgroup Meetings and the NLE is thirty (30). Out brief meetings may consist of up to thirty (30) to fifty (50) participants.

20. Question: Will there be any travel under this contract that would be reimbursable? If so:

a. Where?

b. What would be the duration(s)?

c. Will it be billable back to NSTB?

Answer:

a. The contractor may be required to visit the NTSB Training Center in Ashburn, VA.

However, this facility is considered to be local.

b. Not Applicable

c. The NTSB does not anticipate reimbursing travel expenses under the resulting contract.

21. Question: Is this work being performed on a current contract?

If so, who is the incumbent and what is the current contract number, value, and total FTEs currently performing under the contract?

Answer: No, this work is not currently being performed under a contract.

22. Question: Would the government consider a one-week delay in the bid due date?

Answer: The NTSB will extend the quote closing date and time to Monday, 9/14/2020 at 5pm EST.

23. Question: Does the government require resumes for more than just the Project Manager?

Answer: No.

24. Question: Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number 9531BM20Q0030 will be a follow-on requirement to any work performed currently or in the past, or will this be a new requirement?

If possible, can you please provide the most recent contract or task order number?

Answer: This is a new requirement.
