About this file
This document is Amendment 0002 to a Request for Proposals (RFP) for a Supplemental Dental Benefits contract issued by the Commodity Futures Trading Commission (CFTC). The amendment modifies the original RFP by removing the requirement for contractors to have a systems security Authorization to Operate (ATO) and provides detailed responses to 14 vendor questions. Key clarifications include confirming 656 eligible employees, verifying orthodontia coverage for adults and children, acknowledging a union is associated with the employee group, and specifying that proposals must be emailed to the Contracting Officer by June 16, 2025, at 12:00 p.m. local time.
The amendment addresses various administrative and technical aspects of the dental insurance solicitation, such as census data availability, claims history, and proposal submission procedures. Notably, CFTC is not seeking alternate proposals and will evaluate offerors based on how closely their proposals match the requested plan design specifications. The contract will cover dental insurance for CFTC employees in Washington, DC; New York, NY; Chicago, IL; and Kansas City, MO, with an initial one-year period and potential for four additional one-year option periods, starting January 2026.

CONTINUATION PAGES
The purpose of this amendment is to change the terms and conditions of Request For Proposals (RFP) 9523ZY-25-R-0001 and to provide answers to questions received. The due date and time for receipt of proposals remains unchanged as June 16, 2025, at 12:00 p.m. local (Washington, DC) time.
Accordingly;
1. Under RFP Part I “STATEMENT OF WORK”, “Requirements”, subsection 4 “System and
Security Requirements” (RFP pg. 6) is hereby amended to incorporate the following change.
Delete:
“The contractor shall have a systems security Authorization to Operate (ATO) as a Federal Government Contractor. The contractor shall be FedRamp Certified if hosting its application on the Cloud.”
2. Questions and answers are as follows:
Q1. I am appointed with companies with my credentials that have the requirements you specified. Does that make a difference or will it have to be the company itself?
A. The prime contractor that is awarded the contract shall meet the minimum financial rating and/or premium size requirements stated in solicitation clause II.16 “Minimum Insurer Financial Rating / Premium Size”. These requirements apply to the entity that submits the proposal and is subsequently awarded the contract.
Q2. Can you please confirm the total number of eligible employees that pertain to this RFP?
A. Per Part I, Statement of Work (RFP pg. 3), the total number of eligible employees is
656.
Q3. Please confirm if orthodontia coverage is available to adults and children or only children. Can you confirm which is correct?
A. Adults and children.
Q4. Can you advise if there is a union associated with this employee group?
A. Yes, there is a union associated with this employee group.
Q5. Can you provide the below (if applicable):
• Census o DOB o Gender o Zip o Tier Election o Current Plan (if more than one offered)
• Claim Experience
• 12-24 months of enrollment premium
• Current/renewal rates
• Benefit summaries
A. Please refer to section “ii) Completed Dental Plan Proposal Package” on page 54 of the RFP for instructions on how to request the census, which does include the sub-bulleted items listed in the question. The other requested information is in RFP Attachment A “Dental Plan Proposal Package”, except the current/renewal rates which CFTC declines to provide.
Q6. Who will be the signer of the NDA on your end? I’m assuming that would be you but wanted to confirm.
A. CFTC will not be a signatory to the Nondisclosure Agreement For Release of CFTC’s Census Data form. (RFP Attachment B)
Q7. When I have the signed NDA, should I send that directly to you and then we will receive the census back?
A. Please refer to section “ii) Completed Dental Plan Proposal Package” on page 54 of the RFP for instructions on how to request the census.
Q8. Do you have any claims history data available including the number of people insured with those claims.
A. The claims history is included in the “Enroll Claims” worksheet in RFP Attachment A “Dental Plan Proposal Package”.
Q9. Is the Commodity Futures Trading Commission (CFTC) interested in making any changes to the current plan, or any proactive plan design suggestions?
A. CFTC is not seeking alternate proposals. As part of the evaluation, each offeror will be evaluated on how closely their proposal matches the requested plan design specifications.
Q10. Section 4 of the solicitation; System and Security Requirements states “The contractor shall have a systems security Authorization to Operate (ATO) as a Federal Government Contractor. The contractor shall be FedRamp Certified if hosting its application on the Cloud.” Obtaining an ATO standardly requires a comprehensive security control process by a contractor, and an ATO implementation can vary from several months to a year. This requirement may be cost prohibitive to the bidding contractor, initially and ongoing. Insurance carriers are standardly subject to HIPPA and SOC2 security requirements. Would CFTC accept this or another security alternative in lieu of an
ATO?
A. Please see the Statement of Work change described above. The subject requirement has been removed from the RFP requirements.
Q11. Is there a “fillable” PDF version of the RFP available? There are areas where it is indicated that certain information be completed within the PDF document.
A. A “fillable” version of the RFP PDF file is not available.
Q12. The entirety of the RFP is within the Attachment A Excel document, correct?
A. The RFP is comprised of a PDF file that contains the Statement of Work, additional terms and conditions / contract clauses, and proposal preparation instructions / solicitation provisions. The following attachments are also part of the RFP:
A – Dental Plan Proposal Package (separate Excel workbook file) B – Nondisclosure Agreement for Release of CFTC’s Census Data (included in pdf file) C – Past Performance Assessment (included in pdf file)
Q13. Once the RFP is completed, do you want that emailed directly back to you?
A. Yes, please see section 2.2 “TIME, DATE AND PLACE PROPOSALS ARE DUE” on page 51 of the RFP for instructions on how to submit the proposal.
Q14. Your system is not a proposal system, correct? Meaning – it is not where a proposal response is created. It is more about getting the RFP and pulling documents down. We don’t upload responses in the SAM.gov, correct? They will be emailed to you?
A. That is correct. Proposals must be emailed to the Contracting Officer at wroberson@cftc.gov. Please see section 2.2 “TIME, DATE AND PLACE PROPOSALS ARE DUE” on page 51 of the RFP for instructions on how to submit the proposal.
