Amendment 0002
The purpose of this amendment is to re-open RFQ 9523ZY23Q0039 with a new quotation deadline, and revise the RFQ as noted below.
1. The deadline for quotations for RFQ 9523ZY23Q0039 is revised to August 23, 2023, 1:00 PM local (Washington, DC) time. Quoters may submit revised quotations as a result of the changes to the RFQ noted below. Quotations that have already been submitted, if not revised, will be evaluated as outlined in the RFQ, and as amended.
2. RFQ 9523ZY23Q0039 is amended as follows:
a. RFQ Part III, section 3.2 a. is replaced in full by the following language:
“Quotations are due no later than 1:00 p.m. local (Washington, DC) time on August 23, 2023.”
b. RFQ Part III, section 3.4 c. (2)(i), Volume II – Technical, is revised as follows.
Changes from the previous version are in bold underlined italics:
(i) Technical Solution - The Technical Solution shall provide a list and brief description of all training courses proposed to meet this requirement.
The list and brief description of training courses does not count toward the page limitation for Volume II. Quoters may provide hyperlinks in the quotation to the proposed course list. The quoter shall also complete and return Attachment A, Mandatory Requirements Matrix. CFTC reserves the right to require temporary access to the quoter’s training modules for evaluation purposes to validate whether the requirements are met.
c. RFQ Part III, section 4 (4), Evaluation Criteria – Past Performance is revised as follows. Changes from the previous version are in bold underlined italics:
(1) Past Performance - The Quoter’s Past Performance projects for federal agencies will be evaluated to determine whether the quoter is likely to be successful. CFTC will evaluate CPARs references and/or submitted Past Performance Assessments, information provided in response to any clarification questions, information provided by discussions and/or quotation revisions, if any, and any other information available to the Government. To be evaluated as acceptable, the information provided in the quotation and obtained through the references or other means must indicate a likelihood of successful performance. If there is no corporate history of performing similar federal agency projects, a rating of neutral will be assigned.
