Amendment 0001

The purpose of this amendment is to answer questions submitted in response to RFQ

9523ZY23Q0039.

Question 1: As per the RFQ, can you please provide a Voluntary Product Accessibility Template (“VPAT”)?

Question 2: Can you please expand on the following?

• Vendor shall provide 1300 licenses or enterprise license

• Role-based training subscription shall accommodate 51-100 users

1300 will have access to what? 51-100 users will have access to "role-based training", what does this mean?

Response 2: Reference RFQ, Part – I Statement of Work, Section 2. Scope which states “CFTC is seeking to acquire a one-year subscription from a Cybersecurity training vendor that will provide up-to-date training material based on real-world tactics being used by hackers such as ransomware, spear phishing, social engineering, and malware attachments.” The 1,300 licenses of the training materials are for all of the requirements stated in the scope. For additional details reference Section 2. Scope: the table/details of the “CFTC’s Cybersecurity Workforce Program requirements, training shall map directly to the NIST/ NICE Framework descriptions.”

Role-based training is a style of training of the same requirements stated in the section above (Reference RFQ, Part 1 – Statement of Work, Section 2 Scope).

Question 3: The RFQ looks like CFTC is requiring vendors to be a Small Business under NAICS code 611420. Under this code, we do not qualify as we have revenue in excess of $16M.

Response 3: The RFQ states that “The applicable NAICS code is 611420 (Computer Training), and this is a full and open competition.” In accordance with FAR 2.101(b)(2) – “Full and open competition, when used with respect to a contract action, means that all responsible sources are permitted to compete.” The RFQ does not state a small business set aside.

Question 4: Is this is a brand new contract OR is there an incumbent performing these services?

Response 4: This is a new contract.
