About this file

This is Amendment A00001 to RFP 951700-25-R-0002 for USAGM Philippines Transmitting Station Transportation Services that revises Section 1.1.1 regarding Standard Standby Services and provides responses to potential offeror questions.

The amendment clarifies that the contractor must provide one (not two) Stand-By driver with vehicle during each shift, including weekends and holidays. Key details from the Q&A responses include: the requirement for 3 vans per shift (total 9 vans) to transport employees across 3 shifts daily from Tarlac, Capas, and Balibago/Dau areas; vehicles must be 2024 or newer with 12-passenger minimum capacity; standard services are billed at yearly price while standby/temporary services are charged by kilometers driven; standby vehicles must be stationed at the facility parking lot; and vehicles for standard shuttle service are separate from those used for standby/temporary services. The Government confirmed there is an incumbent contractor but did not identify them.

Continuation Sheet to SF 30 Block 14

Subject: Amendment A00001 to RFP 951700-25-R-0002 Philippines Transmitting Station Transportation Services.

1) Section 1.1.1 STANDARD STANDBY SERVICES (OPTIONAL) is hereby amended to read as follows:

The contractor shall provide One (1) Stand-By driver with a vehicle during each Shift every day and during Weekends and Holidays. The purpose of this driver/vehicle is to support vehicle dispatches in support of Government operations, when not supporting shift operations (1.4.1) or performing routine Government owned vehicle maintenance. Stand-By Drivers, unless otherwise designated by the COR, shall be posted at the station when not actively performing driver services.

2) The following questions were received from Potential Offerors, and answers are provided by the Government:

Questions from Potential Offeror 1 and The Government’s responses are as follows:

Question 1: Section 1 specifies three vehicles. Does the quantity reflect a monthly rate for all three units combined? Should our unit price be per month for three vehicles?

The Government’s response: Yes and Yes

Question 2: Item No. 2 (40,000 KM) – is this total fuel usage for all three units or per unit?

The Government’s response: This has nothing to do with the 3 vehicles for the standard services.

This is the maximum kilometer usage per year for the standby services. See section 2/1.1.1

Question 3: Item No. 3 also lists 40,000 KM — how does this differ from Item No. 2?

The Government’s Response: This has nothing to do with the 3 vehicles for the standard services.

This is the maximum kilometer usage per year for temporary additional services. See section 2/1.2

Question 4: Is there an incumbent contract for this service?

The Government’s Response: Yes

Questions from Potential Offeror 2 and The Government’s responses are as follows:

Page 10. Section 1. 1.0.3 PURPOSE: To provide Station’s transportation needs 24 hour per day, seven day per week, as needed Question 1: Even during the U.S. Public Holidays and Philippines Public Holidays, will you require the transport service of 3 vehicles?

The Government’s response: Yes for the standard services. Employees need shuttle service for all 3 shifts, from 3 locations each day. USAGM will continue its broadcast operation every single day regardless of holidays, therefore shuttle service will need to continue every single day of the week.

During holidays the # of employees to be picked up for day shifts will be fewer.

Question2: Will the charge be based on the number of times the transport is used or based on the yearly price we quote even if the transport is not used in several days/weeks/months?

The Government’s response: The standard service is based on yearly price. Only the standby and temporary additional service will be charged separately, based on kilometers driven.

Question 3: There are 3 shifts (morning shifts, night shifts, and mid shifts). May I ask if the drivers will get any lunch breaks/dinner breaks during their shifts according to the local law? The Government’s response: Breaks are not affected, since the service will bring the employees to and from the office. After that they wait for the next shift. The vehicles are exclusively for the shift service (Standard service only) and will not be used for Standby and temporary additional services, Contractor will need to provide additional vehicles for these services, when requested.

Page 10. SECTION II - TECHNICAL SERVICES/SPECIFIC TASK, STANDARD SERVICES The Contractor shall provide a minimum of three (3) air-conditioned vehicles with a manufactured date not earlier than 2024. Vehicles shall have a minimum capacity of 12 passengers. The contractor shall provide drivers necessary to safely transport station personnel to/from the station each day.

Question 4: The capacity of 12pax x 3 vehicles : 36. While the approximate number of passengers in the schedule on a normal work day is 45. Kindly advise me about this.

The Government’s response: 45 is our maximum employees at present including all 3 shifts.

Therefore, a total capacity of 36 passengers, during day shift is more than adequate.

SHIFT TIMES

Number of Passengers (approx.)

Normal Work Day Weekends & Holidays

Day Shift 8:00AM – 4:30PM 45 4 Night Shift 4:00PM – 12:30AM 4 4 Mid Shift Midnight – 8:30AM 4 4

Question 5: (In reference to the chart above): Kindly advise on how the standard service will work on day shift. Will the vehicle need to go back and forth between the area during 8:00Am - 4:30PM?

Or just pick up on 8.00 from A to B then on 4.30 will pick up from B to A?

The Government’s response: The employees will need to be dropped at the Station, from A to B, no later than 15 minutes before day shifts begins. Likewise these same 3 vehicle will take the outgoing employees from the night shift from B to A at 0830 AM. Mid shift and night shift will have the same scenario.

Questions from Potential Offeror 3 and The Government’s responses are as follows:

Question 1: 1.0.3 – PURPOSE - To provide transportation to and from U.S. Embassy, Manila International Airport and other offsite functions as needed, and 1.1 STANDARD SERVICES - The Contractor shall provide a minimum of three (3) air-conditioned vehicles. Because runs within the Manila area are required and vehicle license plate coding is in effect. Is the contractor required to provide only 3 vehicles on standby or add a 4th to compensate for coding requirements?

The Government’s response: The 3 vehicles are for standard service (shuttle service); for Stand by service and temporary additional service, the contractor will need to provide additional/different vehicles. But it does not need to be a 12-seater van.

Question 2: 1.1 STANDARD SERVICES - Provide Operator/dispatcher customer service, report and resolve complaints. Will the contractor be provided office space to be used for dispatching, keeping management records (trip tickets, logs, schedules, equipment maintenance records, etc.;

as well as an area for drivers waiting to be dispatched?

The Government’s response: Yes

Question 3: 1.1.1 STANDARD STANDBY SERVICES (OPTIONAL) - The contractor shall provide two

(2) Stand-By drivers with vehicles during the normal workday Day Shift, and one (1) Stand-By driver and vehicle to support all other shifts. These drivers and vehicles are in addition to the drivers and vehicles providing services in section 1.1, Correct?

The Government’s response: Correct

Question 4: 1.5.1 SIZES & TYPES - The Contractor shall provide a minimum of three (3) vehicles appropriate for passenger transport and sized for the number of expected passengers. All vehicles shall be air-conditioned with a minimum capacity of 12 passengers. The Contractor shall also possess sufficient equipment to provide uninterrupted service under this contract and to furnish replacement vehicles. Does this requirement indicate a replacement vehicle is required if at any time any of the 3 required vehicles is down for maintenance or is subject to vehicle coding?

The Government’s response: These vehicles are not used in Metro Manila, but for standby services vehicle coding will be relevant.

Question 5: 1.5.4 MAINTENANCE - The Contractor shall ensure all vehicle equipment (vehicle, safety, and security) are in good working order. Vehicles shall arrive clean, fully topped off with fluids (i.e. oil, brake fluids, window washer fluids, etc.), and all lights (head, parking, and backup) shall be functional. Will the contractor be provided a space on site to conduct the requirements of this section?

The Government’s response: No. Vehicle should be clean upon entering the station and maintenance completed at a contractor facility.

Questions from Potential Offeror 4 and The Government’s responses are as follows:

Question 1: The solicitation is required to have a minimum of 3x 12-passengers vans to support 24/7/365 operation of USAGM Station. Please kindly advise that you need 3 vans to be standby 24 hours every day or 3 vans split into several shifts to cover 24 hours operation every day?

The Government’s response: We need 3 van per shift and there are 3 shifts per day. The staff will need to be picked up and at the end of the shift returned to the pickup point. They do not need to be on standby, once the passengers are picked up from pick up points or returned to pick up points, after the shift. The duty for those 3 vans are done for that shift. Start the same cycle for the next upcoming shift.

Question 2: Regarding the Standard Standby Services, could you please elaborate more about this service?

The Government’s response: The Stand standby services, there will be a driver and a vehicle posted at the station. One driver and vehicle for each shift, weekends and holidays.

Question 3: What is the difference between Standard Standby Services with the Standard Services?

The Government’s response: The standard services are for shift shuttle services. For Standard

Standby services, for example when there is an emergency and we need to bring the employee to hospital or during weekends we need to pick up antenna riggers, during such instances the standby diver and vehicle will be utilized, under Standard Standby Services.

Question 4: Does the Standard Standby Services' vehicles should be stationed at the USAGM Station?

The Government’s response: Yes at the parking lot outside the compound and it is not part of the 3 vans stated in the standard services

Question 5: In the 1.4.1. Shift Operation, mentioned that the transportation encompasses 3 routes and 3 vehicles to pick up from Tarlac, Capas, and Balibago & Dau. Does it mean each van will cover each designated area? (Example: 1 van for Tarlac Area, 1 van for Capas Area and 1 van for Balibago & Dau Area).

The Government’s response: Yes

Questions from Potential Offeror 5 and The Government’s responses are as follows:

Question 1. We would like to request for the pricing sheet in excel file to ensure no errors on our proposal. The Government’s Response

Question 2. We saw the map attachment, but it is not legible. Please provide exact pick-up locations of 3 x vans and exact destination address. A google maps link will be very helpful for us to provide an accurate cost.
