About this file

This document contains questions and answers regarding a solicitation by the US Agency for Global Media for a China Audience Estimation Project. The solicitation requests proposals to conduct digital analytics and estimate the portion of USAGM digital platform users located inside China, including metrics for website and app visits, video views, social media followers, and VPN usage. Proposers are asked to submit past performance questionnaires from non-USAGM clients as part of the evaluation of relevant experience. The assessment of past performance will be used to determine the agency's confidence in a contractor's ability to meet the requirements of the statement of work.

Questions and Answers for China Research Survey

Recommended answers to questions

1. Question: What kind of digital analytics does USAGM have that it could make available to the successful offeror?

Answer:

USAGM tracks digital engagement on its digital platforms, which reflects users who access our websites and apps from outside of China and potentially those inside China via VPN. Using timezone data, we may be able to estimate the portion of these users that might be located inside China.

The digital platforms include VOA and RFA Mandarin websites, as well as WhyNot and PlusOne brands. The apps include all VOA and RFA Mandarin apps. The VPN data include metrics for USAGM-funded tools Psiphon, Tor, and Onion, but not others.

The digital metrics include:

1. Number of Visits (to brand websites)

1. Page Views (to brand websites)

1. Unique Visitors (to brand websites and YouTube)

1. Video Views (of brand websites, YouTube, FB, Instagram)

1. All Social Media (Fans, Followers, Subscribers, Interactions)

2. Do I need to submit PPQ’s (More of a Clarification)

PPQ’s are a common and required method that the Government collects reference information on Past Performance. PPQ’s are the Governments way of collecting referrals. The Non-USAGM client of the Offeror is simply speaking about the performance that an Offeror has had when working with them on a project. Not this project. Company’s are chosen by the Offeror based on similar scope, size and complexity of the requirement. PPQ’s are being requested as a part of evaluating past performance.

In accordance with the Evaluation factors in the solicitation, Contractors lacking relevant past performance history will not be evaluated favorably or unfavorably, but will receive a neutral rating. However, the proposal of a Contractor with no relevant past performance history may not represent the most advantageous proposal to the USAGM. The Past Performance assessment will be used as a means to determine USAGM’s confidence in the Contractor meeting the requirements of the SOW.
