Questions and Responses
The USAGM Kuwait Landscaping
Solicitation No. 951700-21-R-0033
Question No. 1. Are we allowed to keep a staff at the U.S. Agency for Global Media Kuwait Transmitting Station for a daily landscaping work, during regular the Kuwaiti working days, and between 7:30 am and 3 pm, even during holidays? Can we do the maintenance on a bi-weekly basis?
Response No.1: USAGM will not offer a space for the contractor’s personnel to be present daily. Please refer back to the Performance Work Statement 1.2.1 “Schedules” to provide the Agency with a detailed plan as to the personnel to be used and the time frame to perform the service.
Question No. 2. Can you share the type and the number of trees, that will be maintained as part of this solicitation/contract?
Response No.2: The number of trees needing service adds up to about a total of approximately fifty-five (55) live trees, including live bushes.
USAGM will cut any dead bushes and dead trees above the threshold of fifty-five. The service of cutting those dead plants is not part of this solicitation / contract, and should not be included as part of the price proposal.
In the inner USAGM compound, there are:
-Six large date palm trees
-Six small date palm trees
-Along with forty-eight (48) other types/sizes of trees.
-Seven (7) small bushes
Question No. 3. Since it seems that some new plants and the new lawn are going to be installed by a different contractor, can you share the list of new plants that will be installed by the other contractor?
Response No. 3: There is no list of new plants that will be installed by another contractor. A new lawn will be installed through a different contract before the end the month of September 2021.
Question No. 4. Will the U.S. Agency for Global Media Kuwait Transmitting Station, allot us a storage space to keep our tools and equipment secured, as the daily commute will be very difficult?
Response No. 4: There will not be any storage provided.
Question No. 5. Do you have any particular standard for the uniform of the workers and supervisor?
Response No.5: Please refer to attachment 2 (1) of the PWS, where it is written that there are a minimum of five shirts or t-shirts along with one pair of protective footwear that will have to be provided to the contractor’s personnel, per employee, every year. The cost of the uniforms should be included as part of the overall pricing in CLINs 1, 1001, 2001, 3001, 4001, and 5001, and you may show those costs, as a sub-total to the total of each CLINs, so that the Government knows what will be spent exactly on uniforms, separately from the service.
Question No. 6. Once the contract is awarded, will there be a badging process, so the employees can enter the Transmitting station without a temporary gate pass?
Response No. 6: Anyone entering the compound will need to have a badge and go through a clearance process by the U.S.
Embassy in Kuwait. Contractor personnel, not cleared by the Agency security, will not be allowed to enter, nor work on transmitting station’s premises.
Question No. 7. Will the trucks (half-lorry) and the drivers be given temporary passes, in order to remove the landscaping’s waste?
Response No. 7: Yes, the trucks and the vetted drivers will be granted temporary passes, but they will also have to go through a security checkpoint.
Question No. 8. Do you have any approved brands for the Weed killing chemicals?
Response No. 8: USAGM does not have a list of approved brands or chemicals for the removal of weeds. The Offeror will be required to provide the Safety Data Sheet “SDS” of all the chemicals and have those documents approved by the Contracting Officer Representative. The Performance Work Statement will be amended to include the SDS information as part of the list of deliverables to be submitted within ten days of the contract award to the COR, unless the Offeror has that information submitted in the technical proposal for the Government’s evaluation. It is expected that any chemicals approved shall be approved by the agency’s representative.
Question No. 9. Could you kindly provide the pictures of the existing dried grass?
Response No. 9: There will be a brand new lawn installed by a different contract / contractor before the end of the month of September 2021.
Question No. 10 In the Performance Work Statement “PWS”, pg. 1, 1.1 standard services, mentioned that “the Contractor shall perform complete gardening and landscaping maintenance services as described in the contract for all areas identified in Attachment 2 drawings.” Would you be kind enough to provide the attachment 2 that is missing? Could you please provide the diagrams, maps, and layout of the area of service, and the attachment of the RSO Biographic Data?
Response No. 10 : At the bottom of this Q&As, the Offerors will find:
- The attachment No. 2
- Some pictures that were approved for release
The only thing that will not be present is the attachment “RSO Biographic Data”. It will only be shared with the selected firm to perform the landscaping service.
Question No. 11. Is there any indoor plant service maintenance required? If so, could you please provide the details?
Response No.11: This solicitation / contract does not require any indoor plant service maintenance.
Question No. 12. Will you allow another site visit to take place?
Response No. 12: No, there will not be another site visit.
Question No. 13. Would you please clarify the due date of the submission?
Response No. 13: The solicitation due date is set for Thursday September 16, 2021 by no later than 10 AM Eastern Time ( New-York / Washington D.C.) Any proposal received past this deadline will be considered non-responsive. It is strongly suggested that the Offerors do not submit a proposal at the very last minute since there are delivery delays via the internet, especially if any attached document is big in size. Additionally, as long as the proposals are submitted to both the Contracting Officer and the Contract Specialist in a timely manner, the Offerors should not send any additional emails to check upon the status of their proposals.
Question No. 14. Are there any other concerns that any Offeror should be aware not defined in the terms and conditions of the solicitation?
Response No. 14: No.
