About this file
This is a Justification and Approval (J&A) document for use of other than full and open competition for a federal contract award.
The Naval Facilities Engineering Systems Command Marianas (NAVFAC Marianas) is awarding a sole-source bridge contract to Rome Research, LLC for continuation of operation and maintenance services for the Robert E. Kamosa Transmitting Station (REKTS) facilities on the islands of Saipan and Tinian in the Commonwealth of the Northern Mariana Islands. The bridge contract extends the existing Contract 95170021C0208, which expires March 31, 2026, for an additional nine months (April 1, 2026 through December 31, 2026) plus three optional one-month periods (January through March 2027), not to exceed 12 months total. The services include operating and maintaining U.S. Government radio transmitting plants and include project management, labor-emergency services, and operation and maintenance for Saipan and Tinian. The contract was originally administered by the U.S. Agency for Global Media (USAGM) and transferred to NAVFAC Marianas on March 13, 2025.
The sole-source award is justified under 10 U.S.C. 3204(a)(1) (Only One Responsible Source) because significant external delays—including prolonged requirements definition, the October 2025 Government Shutdown, and unresolved real estate agreements—have made it impossible to award a competitive follow-on contract before the current contract expires. Additionally, a last-minute change in end-user from the U.S. Marine Corps to Pacific Air Forces (PACAF) on March 5, 2026 further delays finalization of performance specifications. Rome Research, LLC is the only responsible source capable of preventing service interruption due to its existing local government approvals, intimate site knowledge, established workforce with over five years of direct experience, and already-mobilized personnel and equipment. The contracting officer determined the anticipated cost to be fair and reasonable based on comparison to historical prices under the current contract. The government plans to pursue full and open competition for the follow-on long-term requirement once the new scope of work is finalized, with a sources sought notice to be issued to identify all capable sources.

1. Contracting Activity.
Naval Facilities Engineering Systems Command Marianas (NAVFAC Marianas), Marine Corps Base Camp Blaz (MCBCB), Public Works Department (PWD), Facility Support Contracts (FSC), Guam.
2. Description of the Action Being Approved.
Award of a bridge contract on a sole-source basis to the incumbent contractor, Rome Research, LLC, for the continuation of services of the existing Contract 95170021C0208 for Operation and Maintenance Services in Saipan (including PM), Tinian, and Labor-Emergency Services. This bridge contract action will be executed under the authority of 10 U.S.C. 3204(a)(1), Only One Responsible Source.
3. Description of Supplies/Services.
The services consist of operating and maintaining the Robert E. Kamosa Transmitting Station (REKTS) Facilities, which are U.S. Government radio transmitting plants on the islands of Saipan and Tinian in the Commonwealth of the Northern Mariana Islands (CNMI). This contract was originally procured and administered by the U.S. Agency for Global Media (USAGM) and was transferred to NAVFAC Marianas for administration on March 13, 2025. The current contract, 95170021C0208, expires on March 31, 2026. NAVFAC Marianas intends to extend the services for an additional nine (9) months with three (3) one (1)-month options (not to exceed 12 months) to ensure the continuation of essential services while the competitive follow-on requirement is procured.

4. Statutory Authority Permitting Other Than Full and Open Competition.
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
The statutory authority permitting other than full and open competition for this bridge contract is 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, which states that full and open competition need not be provided for when the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. For the reasons detailed below, the incumbent contractor, Rome Research, LLC, who was awarded the competitive contract, is the only source capable of providing the required services without an unacceptable gap, which would cause serious injury to military readiness.
The procurement of a follow-on contract has been impacted by a series of significant and unavoidable external delays since the site's transfer to NAVFAC Marianas on March 13, 2025.
These delays—including prolonged requirements definition, the October 2025 Government Shutdown, and unresolved real estate agreements —have made it impossible to award a competitive follow-on contract before the current contract expires on March 31, 2026.
Specifically, the requirements have undergone multiple iterations as mission needs and scope have been evaluated and adjusted. As a result, the requirements have not yet reached a level of definition and stability necessary to support a competitive award of a permanent contract, and with the recent last-minute change in end-user from the U.S. Marine Corps to the Pacific Air Forces (PACAF) on March 5, 2026, this will further delay the availability of the performance specification suitable for full and open competition.
As a direct result of these circumstances, only the incumbent, Rome Research, LLC, can satisfy the agency's requirements. The operational environment on Tinian and Saipan are uniquely challenging; it is a remote island with extremely limited resources and specific restrictions imposed by the local government. Any new contractor would require a lengthy mobilization period to transport personnel and equipment, secure local government approvals, and gain the necessary site knowledge. This mobilization would inevitably lead to a lapse in service.
In contrast, Rome Research, LLC is the only firm that can prevent this unacceptable gap. They are already fully mobilized with the necessary workforce, equipment, and security clearances.
This unique position stems from their existing local government approvals, intimate knowledge of the Tinian and Saipan sites, and an established workforce with over five years of direct experience. Therefore, they are the only responsible source that can continue the mission-critical operation and maintenance services for the Robert E. Kamosa Transmitting Station without interruption.
Given the cumulative delays, this nine (9) month bridge contract with three (3) one (1)-month options (not to exceed 12 months) is the only viable path to ensure continuity while a long-term, competitive contract for the new PACAF requirement is solicited and awarded.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
Efforts to solicit offers from other sources were not practicable for this bridge action due to significant uncertainty surrounding the follow-on requirement, and only Rome Research, LLC can provide the required services within the timeline required. The scope of the new, long-term contract is undergoing large revisions, and the final requirements are currently unknown.
Because a stable and defined scope is necessary for potential offerors to develop meaningful proposals, it was not possible to conduct market research or solicit offers at this time.
To promote future competition, once the new scope of work is finalized, a sources sought notice will be issued for the long-term requirement to identify all capable sources and develop a competitive acquisition strategy.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government for the services covered by this J&A will be fair and reasonable. This determination is based on a comparison of the proposed prices to historical prices paid by the Government for the same services under the current contract.
8. Actions to Remove Barriers to Future Competition.
The Government expects to obtain a performance specification that will support competition for the follow-on requirement. The follow-on contract is planned as a full and open competition to maximize participation from all interested sources.
