The solicitation is open from 3/12/2021 to 4/19/2021, with an optional virtual pre-proposal conference on 3/18/2021, and covers a five-year contract term from 7/1/2021 to 6/30/2026. The funding is not guaranteed, and fluctuations in funding year to year should be expected. Proposers must be legal entities registered to do business in Oregon and meet specific insurance requirements. The county strongly encourages participation from Minority-Owned, Women-Owned, and Emerging Small Businesses. To qualify, proposers must receive a minimum of 70% of total possible points in each category they are responding to, with evaluation criteria focusing on equity, inclusion, stakeholder engagement, virtual work capabilities, and organizational improvement methodologies.

CONTRACT NEGOTIATION

This is a formal, competitive, Request For Programmatic Qualifications (RFPQ) process as provided for under the authority of County Administrative rule PUR-1. No contracts will be issued as a result of this RFPQ process. Our intent is to establish a pool of qualified proposers who will be eligible for potential contract awards for the services needed. There is no limit on the number of proposers that may be qualified under this RFPQ process.

Once selected in the allocation process, The County will initiate contract negotiations with one or more Proposer(s). Multnomah County may, at its option, elect to negotiate general contract terms and conditions, services, pricing, implementation schedules, and such other terms as the County determines are in the County’s best interest. If negotiations fail to result in a contract, the County reserves the right to terminate the negotiations and initiate contract negotiations with another qualified Proposer(s). This process may continue until a contract agreement is reached.

Multnomah County strongly encourages the participation of Minority-Owned, Women-Owned, and Emerging Small Businesses and Organizations in providing these services.

ALLOCATION PROCESS

Entirely separate from this qualification process, the Department of Community Services will initiate and award requirements contracts to those qualified proposers who demonstrate the desired experience, skills, proficiency, certifications, and area of specialty that will best meet the scope of strategic planning consulting, change management consulting, process improvement consulting, and teambuilding consulting required for any specific project or initiative. The Department of Community Services will conduct rigorous funds allocation process to distribute available funds according to known system requirements and priorities. Allocations will only be made to proposers who qualified under this RFPQ. The funding allocation process will be a formal one, requiring the Department of Community Services to document their findings and determinations in writing that lead to specific funding allocations or to the continuation of funding allocations. Proposers may not protest funding allocation decisions. Funding allocation decisions will be made from an overall County system of care perspective. Allocation priorities and selection criteria may include:

https://multco.us/file/27334/download

County and Department strategic priorities

Overall system of care needs and deficiencies

RFPQ proposal information and evaluation input from the RFPQ raters

Provider/system stability

Provider experience

Past performance (recidivism rates, engagement, etc.)

Other factors as deemed appropriate by the funding allocation team

Since the allocation process considers a variety of factors, funding may go to qualified Proposers who did not earn the highest overall RFPQ qualified score. Therefore, it will be possible to qualify under this RFPQ process and not receive a funding allocation due to resource limitations and other factors. The Department cannot predict a case load for these services and does not guarantee any particular volume of business will be offered to any applicant who qualifies to provide services, nor is there any guarantee that DCS will use the services of any applicant who is issued a contract by virtue of this application.

After Purchasing provides written solicitation results to all Proposers and with the completion of the separate allocation process by the Department of Community Services, The Department of Community Services staff will contact the successful and qualified Proposer(s) who will receive an allocation for contract negotiations. The County will be awarding Requirements Contracts for these services. Requirements Contracts do not guarantee any level of funding and funding levels may change from year to year.

All proposers seeking to provide services must submit a proposal and receive a minimum seventy percent (70%) of the total points possible for each category proposer is responding to in order to qualify. For example, a proposer who is responding to Strategic Planning Consulting and Teambuilding Consulting must receive 70% of the total point for Strategic Planning Consulting (70%) and Teambuilding Consulting (70%). At no time will a combined score of all categories be used for qualification consideration.

The County reserves the right to qualify additional suppliers for these services as it deems necessary. All qualified suppliers will be added to one vendor pool, from which contracts will be awarded through the allocation process.

CONTRACT TERM

The Contract term shall be five (5) years. The County shall have the right to terminate the contract at any time.

COMPENSATION AND METHOD OF PAYMENT

Fee for Service Multnomah County anticipates paying a single hourly fee for the services outlined in this RFPQ. Hourly fee should be inclusive of any expenses incurred by the supplier as Multnomah County will not pay expenses beyond the hourly rate provided. Upon receipt of supplier invoice, Multnomah County will make payment via check or electronic payment on a Net 30 basis.

Price Adjustments All hourly rates shall be protected from increase for the first year of the contract.

Thereafter, hourly rate adjustments may be proposed in writing not less than sixty (60) days prior to the contract anniversary and be addressed directly to the Department of Community Services. The County shall have the option to either accept the price increase or terminate the contract. The Department of Community Services may elect to negotiate fee increases which exceed the annual rate of inflation as measured by the Bureau of Labor Cost Price Index for the local area.
