About this file

This is an Invitation for Bid (IFB) issued by the State of Utah Division of Purchasing and Division of Wildlife Resources for the Lund Fire Chaining project. The solicitation (JH21-122) seeks chaining services to rehabilitate areas affected by the Lund Fire in 2020, specifically requiring two steel tracked tractors with drawbars capable of pulling a 240-foot Ely anchor chain to treat approximately 454.9 acres located in Iron County, Utah. The project is restricted to contractors on the State of Utah Rangeland Pre-Qual List, with a bid opening on 1/25/2021 and closing on 2/1/2021. The contract must be completed by March 15, 2021, with no extensions possible due to wildlife habitat use timing stipulations.

Mike Kesler Enterprises was awarded the contract as the lowest cost responsive and responsible bidder. The work involves removing pinyon pine and juniper through a chaining process, with specific requirements including chaining on contour, maintaining maximum tractor spacing of 100 feet, and following detailed operational guidelines. The contractor must provide skilled operators, two steel tracked tractors with over 200 horsepower, and necessary equipment like a welder and GPS/smartphone for tracking project boundaries. The government will provide the Ely chain and replacement parts, while the contractor is responsible for equipment, labor, and operational requirements. Bids were to be submitted on a per-acre basis, with no fuel surcharges allowed, and the contract will be awarded based on bid price.

Location and Description: Work under this contract is located on Bureau of Land Management and State of Utah administered lands.

The project area is located on the Iron County, Utah, approximately 31 miles northwest of Cedar City, Utah. Elevations range from 5,000 to 5,500 feet within the project site. There are portions of the project area that are rough, sandy, and rocky. This task order includes the Contractor to furnish labor, equipment, supervision, transportation, operating supplies and incidentals.

The work location is shown on the attached Project and Reference Maps. The treatment boundaries will not be flagged, and it is required that the contractor is to have a GPS or using a smart phone with location and tracking application. The work location is shown on the site maps.

Acreage: 454.9 acres as identified on the attached site map. (+/- dependent upon bids and budget constraints.)

Description

Access to the site:Access onto the project site is provided by a combination of paved highways, county dirt surface roads and jeep trails. Four (4) wheel drive vehicles are recommended in and around the project area. It will be the contractor’s responsibility to get the equipment to the work site.

Specific Tasks:

Work Limits: Only areas shown on the Project Map will be treated. The treatment boundaries will not be flagged, and it is required that the contractor is to have a GPS or using a smart phone with location and tracking application. A GIS/GPS shapefile will be provided prior to work beginning.

Government staff will identify unit boundaries for the work executed under the contract. The Contractor shall immediately upon entering the project area, begin work, locate control points, section corners, and take such action to prevent their destruction.

This project includes the removal of pinyon pine and juniper within the project area as follows:

1. Chaining shall be performed in an organized systematic manner as determined in the pre-work conference.

2. The contractor shall provide skilled operators.

3. Contractor will need to provide enough equipment to complete the work in the specified performance window.

4. The Contractor shall furnish a connection device to attach the chain to each individual crawler tractor.

5. Each site will be chained in one direction.

6. If large piles of slash (i.e. brush skeletons) accumulate in the chain, the contractor will be required to spread out the big piles or deposit the slash in gullies.

7. Chain shall not be pulled at a speed in excess of 4 mph.

8. The tractors will be operated with a maximum lateral spacing of 100 feet.

9. Chaining passes must be completed swivel to swivel, not track to track.

10. The Government representative has the option of reducing tractor spacing below the minimum specified to accommodate specific terrain or conditions.

11. Any internal roads through the project site must be cleared of all debris left by the chaining operation.

12. The chaining will be done on the contour as much as possible. This is very important for the improvement of the watershed, because chaining on the contour reduces the amount of overland flow during runoff periods (spring melt, summer thunderstorms, etc.).

13. Transport of the chain to the first project site will be the responsibility of the government. Following the completion of the project, the chain may be left on site near any designated road and coordinated with the project manager. In addition the Contractor will be responsible to return all extra chain parts (i.e. connectors, swivels, clevises, pins, etc.…) to the designated road and coordinated with the project manager.

14. Public or private access roads damaged by the Contractor shall be restored at the Contractors expense to the same condition they were in at the commencement of work.

15. Equipment and vehicles must not be operated or driven outside of the determined project boundaries except on identified roads or trails.

16. All terrain vehicles may be used within project areas as long as vehicle use does not create a visible trail. All created visible trails and/or ruts will be reclaimed at the expense of the contractor.

17. Chaining shall not occur under conditions that prevent the proper operation of equipment. Conditions include snow, frozen ground or when the soil exceeds 15% moisture content. When such conditions are encountered, the Contractor shall stop work and notify the Government.

18. Chaining use will be prohibited when soils are wet and rutting (in excess of 10” within sensitive areas) might occur.

19. The Contractor shall periodically lubricate and service the Ely chain swivels (minimum of two times per day). The Contractor shall furnish necessary lubricating equipment and proper lubricants. The Contractor shall check bolts, nuts, etc. on the Ely chain periodically to insure tightness and shall tighten them as necessary for proper maintenance.

20. The Contractor shall be equipped to make necessary field repairs to the Ely chain. An arc-acetylene welder shall be included in the Contractor’s repair equipment. The welder shall be at the work site at all times. The Contractor shall maintain and repair the Ely chain at the worksite. The Government will provide all necessary replacement parts in a timely manner.

21. The Project Inspector will make tests to determine the uniformity of the Chaining operation.

22. Contractor will be required to move chain to an area to be determined by the Project Inspector to provide for efficient pickup of the chain once contract is completed.

CONTRACTOR FURNISHED EQUIPMENT:

Equipment Requirements: The Contractor shall furnish the following in a fully-operational basis, with competent, fully-qualified operators, and shall meet the identified specifications:

1. Steel Tracked Crawler Tractors: The tractors shall be of the following type: Two steel tracked tractors with a minimum drawbar horsepower rating greater than 200 for each tractor (D9 or equivalent). Tractors must be capable of pulling the Ely anchor chain at a speed sufficient to roll the chain and prevent litter piling.

3. The contractor shall provide skilled operators.

4. The Contractor shall furnish a connection device to attach the chain to each individual crawler tractor.

7. Equipment shall be free of fluid leaks and be in good operating condition.

8. Equipment shall be washed before entering and exiting federal and state lands. All soil and plant parts shall be removed to prevent the spread of noxious weeds in and out of the project area.

9. Contractor shall also furnish either GPS unit(s) or smartphone(s) with pdf map application to be utilized in identifying project boundaries.

1.

GOVERNMENT FURNISHED PROPERTY:

The government will provide the following equipment:

Ely Chain: The Government will provide one 240-foot “Ely” style anchor chain. This chain is made up of one or two center sections of anchor chain. Each link is fitted with a 1-foot section of railroad rail welded perpendicular to the link. Two 30-foot sections of connector chain are located on both ends of the 180-foot “Ely” sections. The chain will be transported by the Government to a starting point in close proximity to the project area. Exact specs for each chain may vary based on available equipment. As discussed, the Contractor shall furnish a connection device to attach the chain to each individual crawler tractor.

Ely Chain Replacement Parts: The Government will be responsible for providing all necessary replacement parts for the Ely chain.

Labor to make repairs will be the responsibility of the contractor.

This contract will result in one purchase order contract award to the lowest cost responsive and responsible bidder.
